EULESS CITY COUNCIL
Tuesday, October 11, 2016
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:31 p.m. on Tuesday, October 11, 2016, in the Precouncil Conference Room of City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Council
Members Tim Stinneford, Jeremy Tompkins, Eddie Price, Linda Eilenfeldt, and Harry
Zimmer. Mayor Pro Tern Perry Bynum was not present due to a scheduled absence.
During the Precouncil meeting:
Council Member Linda Eilenfeldt congratulated the Police and Fire Departments
on their great open house events held Saturday, October 1, 2016. Additionally,
she expressed her appreciation to Assistant to the City Manager Betsy Deck for a
wonderful plant swap event that was held the same day.
Council Member Jeremy Tompkins advised that he attended the Texas Junior
Anglers Fishing Event on Saturday, October 1, 2016, as well as the Junk in the
Trunk Community Garage Sale on Saturday, October 8, 2016, and advised that
both events were fantastic.
Mayor Linda Martin announced that National Night Out events held throughout the
City on Tuesday, October 4, 2016, were wonderful and asserted that citizens
expressed their appreciation to her for all that the City is doing.
As follow up to recent community events, City Manager Loretta Getchell requested
reports from the appropriate staff:
• Fire Chief Wes Rhodes provided an update on the Fire Department Open
House held Saturday, October 1, 2016.
• Police Chief Mike Brown provided an update on the Police Department Open
House held Saturday, October 1, 2016, and presented a new Police
recruitment video. Additionally, he advised of the addition of a 20 foot
concession trailer that the Police Department recently purchased that will be
fitted with gaming systems and other amenities for children to enjoy as part of
the Department's community outreach.
• Director of Parks and Community Services Ray McDonald provided an update
on the Texas Junior Anglers Fishing Event held Saturday, October 1, 2016,
and stated that the number of fish caught was impressive. Additionally, he
announced that he and his department will be participating in HEBeFit Health
Fair at Pennington Field on Saturday, October 15, 2016.
• Assistant to the City Manager Betsy Deck provided an update on the
Household Hazardous Waste Day and the Plant Swap events.

• City Manager Getchell advised that the Trinity River Authority has offered to
provide a tour of one of their facilities to the City Council and discussed
possible dates for the tour.
City Secretary Kim Sutter provided an update on the Boards and Commissions
appointment process and advised of the timeline related to applicant interviews.
.- City Manager Getchell reviewed the regular agenda.
Lieutenant Brandon Zachary presented the Code update for the period ending
September 30, 2016, including samples of recently resolved Code cases. He also
introduced new Code Officer Chris Courtney.
City Manager Getchell advised the City Council of a current zoning violation
related to the storage of rental trucks.
Finance Director Janina Jewell presented the financial update for the period
ending August 31, 2016, related to car rental sales tax.
Assistant City Manager Chris Barker presented the Capital Projects update and
advised of the timeline related to the remodel of the Planning and Engineering
Building and the State Highway 183 construction.
Discussion ensued regarding the revitalization of the clock in the courtyard and
building signage at the City Hall campus.

The City Council convened into closed session at 6:03 p.m. for deliberation regarding the

ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Library Administrator Sherry Knight introduced Administrative Secretary Mollie Snapp.
Mollie was accompanied by her sisters, Maggie and Sadie, brother-in-law, Russell,
nephews, Caden, Caleb, and Josh, nieces, Emilie and Abigail, and members of the

Library Department. Council Member Stinneford presented Mollie with a service pin
commemorating her 5 years of service with the City.
Municipal Court Manager Teresa Alexander introduced Deputy Court Clerk Sylvia Paul.
Sylvia was accompanied by her daughter, Latanya, son-in-law, Marcus, granddaughters,
Tori and Taylor, and members of the Municipal Court. Council Member Stinneford
presented Sylvia with a service pin commemorating her 10 years of service with the City.
Parks and Community Services Director Ray McDonald introduced Leadman Matt
Shelley. Matt was accompanied by his wife, Barbara, daughter, Tiffany, and members of
the Parks and Community Services Department. Council Member Stinneford presented
Matt with a service pin commemorating his 10 years of service with the City.
City Manager Loretta Getchell introduced Executive Secretary Diana Cole. Diana was
accompanied by her husband, Joe, stepson, Preston, stepdaughter, Makensey, mother,
Ingrid, mother-in-law, Linda, and members of the City Manager's Office. Mayor Martin
presented Diana with a service pin commemorating her 20 years of service with the City.
Police Chief Mike Brown introduced Corporal James Gordon. James was accompanied
by his wife, Tracy, son, Finn, daughter, Anna, and members of the Police Department.

with the City.
Police Chief Brown introduced Senior Officer John Haecker. John was accompanied by
his wife, Amy, daughters, Jewel and Blythe, mother, Kathy, father, Gary, and members
of the Police Department. Mayor Martin presented John with a service pin
commemorating his 20 years of service with the City.
Police Chief Brown introduced Sergeant David Cort. David was accompanied by
members of the Police Department. Mayor Martin presented David with a service pin
commemorating his 30 years of service with the City.

Mayor Martin asked Assistant City Manager Chris Barker to read each item into the
record.
Council Member Stinneford motioned to approve the consent agenda items number 2
through 8.

ITEM NO. 2. AUTHORIZED PURCHASE OF GROUNDS MAINTENANCE
EQUIPMENT
Authorized the purchase of grounds maintenance equipment at the Texas Star Golf
Course through the BuyBoard Cooperative Purchase Program utilizing vendor
Professional Turf Products, 1010 North Industrial Boulevard, Euless. The estimated
expenditure will be $90,343.
ITEM NO. 3. AUTHORIZED PURCHASE OF MOTORIZED EQUIPMENT
HAULERS
Authorized the purchase of motorized equipment and material haulers at the Texas Star
Golf Course through the BuyBoard Cooperative Purchase Program utilizing vendor Luber
Brothers, 5224 Bear Creek Court, Irving. The estimated expenditure is $80,368.
ITEM NO. 4. AUTHORIZED PURCHASE OF VARIOUS VEHICLES
Authorized the purchase of vehicles for City departments through the TxSmartBuy
Contracts utilizing vendor Sam Pack's 5 Star Ford, 1635 I-35E Frontage Road, Carrollton.
The vehicles purchased will be three Ford Fusion sedans for Police Criminal Investigation
Division (CID,) a total of three Ford F250 pick-up trucks for Public Works and Fleet &
Facilities Maintenance, and two Ford F150 pick-up trucks for the Fire Department. The
estimated expenditure is $194,877.
ITEM NO. 5. AUTHORIZED PURCHASE OF FIVE POLICE PATROL UTILITY
VEHICLES
Authorized the purchase of five Chevrolet Tahoe Police Utility Vehicles through the
BuyBoard Cooperative Purchase Program utilizing vendor Caldwell County Chevrolet,
800 Presidential Corridor East, Caldwell. The estimated expenditure will be $167,500.
ITEM NO. 6. AUTHORIZED PURCHASE OF AN ASPHALT PAVER
Authorized the purchase of a LeeBoy asphalt paver for the Public Works Department
through the BuyBoard Cooperative Purchase Program utilizing local vendor Romco
Equipment Company, 5151 Cash Road, Dallas. The estimated expenditure is $224,686.
ITEM NO. 7. AUTHORIZED PURCHASE OF DUMP TRUCKS AND A UTILITY
TRUCK
Authorized the purchase of two single axle dump trucks, and one cab & chassis truck for
the Public Works Department from Houston Freightliner, 9950 North Loop East Freeway,
Houston, through the Houston-Galveston Area Cooperative Purchase Program (HGAC).
The estimated expenditure is $245,423.

ITEM NO. 9. AUTHORIZED THE MAYOR TO NEGOTIATE AND EXECUTE
CONVEYANCE DOCUMENTS
Council Member Eilenfeldt motioned to authorize the Mayor to negotiate and execute
conveyance documents for the purchase of property located at Cresthaven Addition Block
2, Lot 22, 1000 Highland Drive.
Council Member Zimmer seconded the motion.
Ayes: Mayor Martin, Council Members Stinneford, Tompkins, Price, Eilenfeldt,
and Zimmer
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 10. APPROVED RESOLUTION NO. 16-1495
Assistant City Manager Barker advised that Resolution No. 16-1495 recommends award
of a construction contract by Tarrant County for the 41st Year Community Development
Block Grant (CDBG) Project to Murphy Pipeline Contractors, 1876 Everlee Road,
Jacksonville, Florida, and consists of the replacement of 1,477 feet of waterline along
Ector Drive.
Council Member Stinneford motioned to approve Resolution No. 16-1495, recommending
award of a construction contract for the 41st Year Community Development Block Grant
(CDBG) Project to Murphy Pipeline Contractors for replacement of waterline in the City
of Euless.
Council Member Tompkins seconded the motion.

ITEM NO. 11. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2139
Mayor Martin advised that approval of the ordinance will appoint an additional Associate
Judge who will preside as needed for the City of Euless Municipal Court of Record. Terri
Pearce has agreed to serve as Associate Judge to a term expiring September 30, 2017.
Council Member Eilenfeldt motioned to approve the first and final reading of Ordinance
No. 2137, appointing Terri Pearce as an Associate Judge of the Municipal Court of Record
to a term expiring September 30, 2017.
Council Member Price seconded the motion.
Ayes: Mayor Martin, Council Members Stinneford, Tompkins, Price, Eilenfeldt,
and Zimmer

ITEM NO. 12. PUBLIC COMMENTS
Darl Easton, 1005 Fayette Drive, Euless, announced that joint General and Special
Elections will be held on Tuesday, November 8, 2016. He advised that voters must vote
at their designated polling place on Election Day rather than an early voting location, and
requested the City's assistance in making citizens aware of this requirement.

Council Member Eilenfeldt announced the fall 6Stones Community Powered
Revitalization (CPR) Blitz will be held Friday, October 21 and Saturday, October 22, 2016,
revitalizing 55 homes across the six cities that 6Stones serves.
Mayor Martin announced the following upcoming events:
• Early Voting for the November 8, 2016 election begins October 24, 2016, and run
through November 4, 2016.
