AN ORDINANCE ADOPTING THE ICBO PLUMBING CODE, 1979
EDITION, AMENDING ORDINANCE NO. 141, 199, AND 502, THAT
CONFLICT WITH THE TERMS OR CONDITIONS OF THIS ORDINANCE
AND ENACTING IN LIEU THEREOF A NEW ORDINANCE, REGULATING
PLUMBING WORK IN THE CITY OF EULESS, TEXAS
WHEREAS, it is deemed necessary to provide minimum standards to regulate
the design, construction, materials, use and occupancy, location and mainte-
nance of buildings and structures, and certain equipment thereof, within the
City, to protect and promote the public safety, health and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EULESS,
TEXAS:
I.
ADOPTION OF STANDARD CODE
The 1979 edition of the International Conference of Building Official's
Plumbing Code, as adopted by the International Conference of Building Official's
with revisions is hereby adopted. One copy of said International Conference
of Building Official's Plumbing Code and Amendments have been filed in the office
of the City Secretary for permanent record and inspection.
II.
AMENDMENTS TO THE ICBO PLUMBING CODE
Building clean -outs shall be marked on the foundation six - inches (611)
above finish grade with an approved identification plate.
Table No. 6 -A Plumbing Material Standards, Delete the following items:
Homogenous bituminized fiber drain and sewer pipe
Hot pour joints (clay pipe)
Asbestos cement non - pressure small diameter sewer pipe
Section 304 (a) The fee for each permit shall be as set forth in the City of
Euless Schedule of Fees, Table A, attached hereto.
There shall be a re- inspection fee of $10.00 where it is
necessary for the plumbing inspector to re- inspect any
phase of a plumbing job.

Section 1007 Amend to read:
1. Rough piping inspection: This inspection shall be made after all
gas piping authorized by the permit has been installed, and before
any such piping has been covered or concealed, or any fixture.or
appliance has been attached thereto. This inspection shall include
a determination that the gas piping size, materials and installation
meet the requirements of this code and on air pressure tests as
described below.
2. Final piping inspection shall include an air pressure test, at which
time the gas piping shall stand a pressure of not less than ten (10)
pounds per square inch gauge pressure measured on a thirty (30)
pound gage, and shall hold this pressure for a length of time
satisfactory to the Administrative Authority, but in no case for
less than fifteen (15) minutes with no perceptible drop in pressure.
For welded piping, and for piping carrying gas at pressures in
excess of fourteen (14) inches water column pressure, the test
pressure shall be not less than ninety (90) pounds per square inch
and shall be continued for a length of time satisfactory to the
Administrative Authority, but in no case for less than thirty (30)
minutes. These tests shall be made using air pressure only, and
shall be made in the presence of the Administrative Authority.
All necessary apparatus for conducting tests shall be furnished by
the permit holder.
3. The Administrative Authority shall make the following inspections
and shall either approve that portion of the work as completed,
or shall notify the permit holder wherein the same fails to comply
with this code.
Section 1303 (c) Amend to read:
(c) Prohibited Receptors
No plumbing fixture which is used for domestic or culinary purposes
shall be used to receive the discharge of an indirect waste. A
separate trap shall be provided for a dishwashing machine which
drains by gravity and is directly connected to the drainage
system. Dishwashing machines which have drainage pumps may dis-
charge into the waste outlet piping of an adjacent kitchen sink
by means of a "Y" branch fitting on the inlet side of the sink
trap or to the hood of an attached disposal unit, provided that
the pump discharge line rises to an elevation which is at least
as high as the underside of the sink rim or counter.
Section 1401 (b) Materials

(a) Continuous Waste and Vent System
Each combination waste and vent pipe serving more than one fixture
shall be no smaller than 2" nor smaller than the largest branch
served.

Section 1601 (c) Amend to read:
(c) Water piping and fitting shall be of copper. All materials used
in the water supply system, except valves and similar devices, shall
be of a like material, except where otherwise approved by the Admin-
istrative Authority. Copper tube shall be not less than type M.
(d) Delete

SEVERABILITY CLAUSE
That it is hereby declared to be the intention of the City Council that
the sections, paragraphs, sentences, clauses and phrases of this Ordinance
are severable, and if any phrase, clause, sentence, paragraph or section of
this Ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such unconstitutionality shall
not affect any of the remaining phrases, clauses, sentences, paragraphs and
sections of this Ordinance, since the same would have been enacted by the
City Council without the incorporation in this Ordinance of any such un-
constitutional phrase, clause, sentence, paragraph or section.
VI.
PENALTY FOR VIOLATION
Any person, firm or corporation violating any of the terms and pro-
visions of this Ordinance shall be deemed guilty of a misdemeanor and,
upon conviction thereof, shall be fined in an amount not to exceed $200.00
Each such violation shall be deemed a separate offense and shall be punish-
able as such hereunder.
VII.
EFFECTIVE DATE
Plumbing permits heretofore issued under existing Ordinances shall be
valid for the time for which they were issued under the existing plumbing
code: however, upon expiration of said date, the same shall become void.
All pending litigation and existing violations, both civil and criminal,
whether pending in courts or not, under the plumbing code and amendments
therefore superseded by this Ordinance, shall not be affected by this Ordinance,
but may be prosecuted until final disposition by the courts.

This Ordinance shall be in full force and effect from and after its
passage and publication as provided by the Euless City Charter and the laws
of the State of Texas.
