EULESS CITY COUNCIL
Tuesday, November 8, 2016
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, November 8, 2016, in the Precouncil Conference Room of
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Council
Members Tim Stinneford, Jeremy Tompkins, Eddie Price, Linda Eilenfeldt, and Harry
Zimmer. Mayor Pro Tem Perry Bynum arrived at 4:33 p.m.
During the Precouncil meeting:
➢ Council Member Tim Stinneford expressed his appreciation to the Public Works
Department for their quick response related to an emergency water shut-off.
➢ Council Member Harry Zimmer announced that he attended the Grapevine-
Colleyville Independent School District (GCISD) Education Foundation Annual
Galaxy Team Breakfast on Thursday, October 27, 2016, and met the new
Principal of Bear Creek Elementary, Bryan Calvert. Additionally, he attended a
small business luncheon today and discussion included how to help businesses
along Main Street affected by the State Highway (SH) 183 construction.
➢ Mayor Pro Tem Perry Bynum expressed his appreciation to Assistant City
Manager Chris Barker who personally assisted a resident with concerns related
to increased water usage and their utility bill.
➢ City Secretary Kim Sutter advised that a tour of the Trinity River Authority (TRA)
facility for the City Council will be held Friday, November 11, 2016, from 9:00
a.m. to 11:30 a.m. Additionally, she advised that a town hall meeting with State
Representative Jonathan Stickland that had been scheduled for Thursday,
November 10, 2016, will be rescheduled.
➢ Mayor Linda Martin requested that any City Council member able to attend the
Senior Holiday Luncheon on Wednesday, November 16, 2016, at the Euless
Family Life Senior Center to please do so.
➢ City Manager Loretta Getchell announced that several City departments are
holding fundraisers to benefit the upcoming 6Stones Pulling for Hope and Night
of Wonder programs. Additionally, she advised that the Euless Citizens Police
Academy Alumni Association (ECPAAA) barbeque dinner and auction will be
held at the Euless Family Life Senior Center from 6:00 p.m. to 10:00 p.m.
➢ Texas Star General Manager Glenda Hartsell-Shelton referenced a recent
magazine article given to the City Council which ranked Texas Star Golf Course
as the number two golf course on the west side of Dallas/Fort Worth behind the

Dallas Cowboys Golf Club. Texas Star Golf Course was rated as having the
"Most Consistent Conditions" as well.
➢ Assistant to the City Manager Betsy Deck advised that the City will be promoting
"Small Business Saturday," to encourage consumers to visit businesses affected
by the SH 183 Midtown construction on Saturday, November 26, 2016. 1
> Director of Parks and Community Services Ray McDonald advised that the
Euless Tongan Community Committee Diabetes Awareness Fun Walk and
Presentation will begin at 9:30 a.m. at the Mary Lib Saleh Euless Public Library
and a presentation will follow at 10:30 a.m. 1I
➢ City Manager Getchell reviewed the regular agenda.
➢ Director of Planning and Economic Development Collins presented the
Development update, including two Specific Use Permit (SUP) cases coming
before the City Council on December 13, 2016.
Discussion ensued regarding the consideration of an SUP renewal.

➢ Fire Chief Wes Rhodes presented the Fire Department update including
statistics through September 30, 2016, as well as trends over the previous five
years.

> Police Chief Mike Brown introduced, Candy Bauer, store manager of the Euless
Lowe's Home Improvement store and expressed his appreciation to her and
Lowe's for their assistance with recent projects completed by the Police
Department.

The City Council convened into closed session at 5:52 p.m. for deliberation regarding

ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Police Chief Mike Brown introduced Senior Police Officer Robert Bryan. Robert was
accompanied by members of the Police Department. Council Member Stinneford
presented Robert with a service pin commemorating his 5 years of service with the City.
Parks and Community Services Director Ray McDonald introduced Leadman Randy
Leach. Randy was accompanied by wife, Blaire, son Clay, father, John, stepmother,
Pam, and members of the Parks and Community Services Department. Council Member

Tompkins presented Randy with a service pin commemorating his 10 years of service
with the City.
Firefighter II/Paramedic Brandon Herron was unable to attend the meeting to receive his
service pin commemorating his 10 years of service to the City.
Driver/Paramedic Cody Skinner was unable to attend the meeting to receive his service
pin commemorating his 10 years of service to the City.
Fire Chief Wes Rhodes introduced Firefighter II/Paramedic Chris Williamson. Chris was
accompanied by his wife, Jennifer, daughters, Aubrey and Alaina, extended family
members, and members of the Fire Department. Mayor Pro Tern Bynum presented Chris
with a service pin commemorating his 10 years of service with the City.
Fire Chief Wes Rhodes introduced Captain/Paramedic Jacob Smith. Jacob was
rc accompanied by his wife, Susan, sons, Ethan, Austin, and Jake, and members of the Fire
Department. Mayor Pro Tern Bynum presented Jacob with a service pin commemorating
4 his 15 years of service with the City.
Police Chief Mike Brown introduced Code Inspector Brian McGarry. Brian was
accompanied by his wife, Sandi, daughter, Madyson, and members of the Police
Department. Mayor Martin presented Brian with a service pin commemorating his 20
years of service with the City.
Fire Chief Wes Rhodes introduced Battalion Chief/Paramedic Bill Ver Steeg. Bill was
accompanied by his wife, Beverly, daughter, Mickilee, and members of the Fire
Department. Mayor Martin presented Bill with a service pin commemorating his 20 years
of service with the City.
ITEM NO. 2. PRESENTATION OF CERTIFICATES TO FIRE PREVENTION
POSTER WINNERS
Public Education Coordinator Ken Rawlinson gave a brief history of the Fire Safety Poster
Contest and introduced the grand prize winners for each grade level:
First Grade: Lily West (Bear Creek Elementary)
Second Grade: Claire Tenney (Lakewood Elementary)
Third Grade: Alivia Nacar (South Euless Elementary)
Fourth Grade: Kaitlyn Knaub (Wilshire Elementary)
Fifth Grade: Daylene Davalos (South Euless Elementary)
Sixth Grade: Faiana Halatoa (South Euless Elementary)

Mayor Martin and Fire Chief Rhodes presented each grand prize winner with a certificate,
their poster, and a goody bag.

CONSENT AGENDA (items 3 and 4)
Mayor Martin asked Assistant City Manager Chris Barker to read each item into the
record.
Council Member Stinneford motioned to approve the consent agenda items number 3
and 4.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Bynum, Council Members Stinneford,
Tompkins, Price, Eilenfeldt, and Zimmer
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 3. APPROVED AWARD OF BID NO. 013-16
Approved award of Bid No. 013-16 for a janitorial services contract to Global Building
Maintenance, Inc., 2001 West Northwest Highway, Suite 130, Dallas, Texas. The
contract is for a period of one year with an option to renew for three additional one-year
terms. The estimated annual expenditure is $109,996.

Approved City Council minutes of the regular meeting of October 25, 2016.
REGULAR AGENDA
ITEM NO. 5. APPROVED SITE PLAN NO. 16-09-SP
Director of Planning and Development Mike Collins presented the item to the City Council
and advised that the applicant, Adams Engineering representing McDonald's Inc.,
received approval of a site plan in May 2016 to rebuild at 105 West Airport Freeway.
Upon further evaluation of the access drive from West Euless Boulevard that had been
adopted in the original site plan, the property owner and franchise owner have determined
that moving the proposed drive approach along West Euless Boulevard to the west side
of the property would improve the traffic movement through the site. The Planning and
Zoning Commission considered this item on October 18, 2016, and voted to recommend
approval with a vote of 6-0-0.
Applicant, Elaine Pickering, representing Adams Engineering, was present to address
any questions.

Council Member Zimmer motioned to approve Site Plan No. 16-09-SP for Commercial
Development proposed to be located on 1.216 acres of the J. P. Halford Addition, Tract
D, Lot 2R, and a 0.171 acre unplatted tract, 1B1A located at 105 W. Airport Freeway.
Council Member Eilenfeldt seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Bynum, Council Members Stinneford,
Tompkins, Price, Eilenfeldt, and Zimmer

ITEM NO. 6. HELD PUBLIC HEARING FOR ZONING CHANGE CASE NO. 16-
03-ZC AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2140

Mayor Martin opened the public hearing at 7:35 p.m.
1 Director of Planning and Development Collins presented the case to the City Council and
advised that the applicant, Anil Patel representing Patel Realtors, is requesting to rezone
approximately 0.427 acres of land at 217 South Main Street from Community Business
District to Single Family Detached Dwelling District in order to subdivide the lot into two
parcels for single family development. The property is currently zoned one half
I Community Business District (C-2) and one half Single Family Detached Dwelling District
(R-1). The builder intends to construct two detached single family homes with square
footage greater than 3,000 square feet. The Planning and Zoning Commission held a
public hearing on October 18, 2016, and voted to recommend approval with a vote of 6-
0-0.
11 Mayor Martin asked to hear from any proponents of the case followed by opponents.
Seeing none, Mayor Martin closed the public hearing at 7:37 p.m.
1 Mayor Pro Tem Bynum inquired about fencing for the property as there is currently a
chain link fence on the property.
Mr. Collins confirmed that fencing will be addressed during the platting process and a
masonry screening wall has been proposed.

Mayor Pro Tern Bynum motioned to approve Ordinance No. 2140, approving a zoning
change request for Alexander and Cullum Subdivision, western half of Lot 25; 217 South
Main Street to be changed from Community Business District (C-2) to Single Family
Detached Dwelling District (R-1).
Council Member Tompkins seconded the motion.

Euless Tongan Community Committee Diabetes Awareness Fun Walk and Presentation
