OF THE
EULESS CITY COUNCIL
Tuesday, November 22, 2016
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, November 22, 2016, in the Precouncil Conference Room of
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tem Perry Bynum, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price,
Linda Eilenfeldt, and Harry Zimmer.
During the Precouncil meeting:
➢ Council Member Jeremy Tompkins announced that he and Council Members
Linda Eilenfeldt and Eddie Price attended a tour of the Trinity River Authority water
treatment facility and had a great time and he looks forward to touring the
wastewater facility.
➢ Council Member Harry Zimmer announced that he attended the Euless Library
Foundation work day preparing books and clearing out over 5,000 cubic feet of
storage space on Monday, November 14, 2016.
➢ Mayor Pro Tem Perry Bynum advised that he attended the Animal Shelter Advisory
Board meeting held Wednesday, November 9, 2016, and confirmed that the
department is doing wonderful.
➢ Council Member Linda Eilenfeldt advised that she attended the Tongan
Community Diabetes Awareness Fun Walk and Presentation and stated that the
event was well attended.
➢ Council Member Tim Stinneford announced that a golf tournament in honor of the
greens crews at Texas Star will be held on Saturday, December 10, 2016, at Texas
Star Golf Course between City staff and members.
➢ Mayor Linda Martin expressed her appreciation to the Euless Citizens Police
Academy Alumni Association for their efforts in hosting their annual barbeque
dinner held Saturday, November 12, 2016.
➢ City Secretary Kim Sutter advised that City Christmas cards have been given to
the City Council for their use. The Christmas card featured a picture of the City
Hall clock revitalized by Mark Jordan, owner of Metroplex Auto Body. Additionally,
she reviewed the 2017 City Council calendar.
➢ Mayor Pro Tem Bynum expressed his appreciation to Director of Parks and
Community Services Ray McDonald and the Parks Department staff for their
efforts hosting the Senior Holiday luncheon on Wednesday, November 16, 2016.

➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ Police Chief Mike Brown presented the quarterly Police update for the period
ending September 30, 2016, including types of crimes committed. Additionally,
he introduced Candy Bauer, store manager of the Euless Lowe's Home
Improvement store, and expressed his appreciation to her and Lowe's for their
assistance with recent work completed at J.A. Carr Park.
Ms. Bauer detailed how she and the company give back and contribute to the
Euless community and her wish to continue community projects. She expressed
her appreciation for being able to be a part of the revitalization of J.A. Carr Park.
➢ Lieutenant Brandon Zachary presented the Code update through October 2016
and discussed the most common Code violations seen by the department as well
as health inspection cases.
➢ Director of Planning and Economic Development Collins presented the
Development update, including commercial and residential development.
➢ City Manager Getchell advised that the new fire truck will be parked outside of City
Hall before the next City Council meeting and the City Council will be taken on a
tour of the remodeled Planning and Engineering Building as well.
Additionally, she advised that a memorial service will be held Saturday, November
26, 2016, for retired firefighter Cole Brown. The Fire Department will be present
with an Honor Guard.
➢ Assistant to the City Manager Betsy Deck discussed Small Business Saturday and
advised that the City has partnered with the Euless Small Business Association
and the businesses along Main Street to encourage shoppers by implementing a
Bingo card contest with several large prizes. The contest will run through the end
of the year and a drawing for prizes will be held in January. Additionally, she
announced the Pulling for Hope Bus Pull that will be held on Friday, December 2,
2016, at Pennington Field.
Police Chief Brown announced that the new concession and community outreach
trailer will be debuted at the Pulling for Hope event.
➢ Finance Director Janina Jewell presented the fiscal year-end Financial update for
the fiscal year ending September 30, 2016.
The City Council recessed the Precouncil session at 6:39 p.m.

Mayor Linda Martin led the pledge of allegiance.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR
DECEMBER
Police Chief Mike Brown introduced Office Technician Amber Fanning. Amber was
accompanied by her husband, Dudley, and members of the Police Department.
Mayor Martin presented Amber with a plaque and certificate commemorating her
selection as employee of the month for December 2016.

ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS
Fire Chief Wes Rhodes introduced Firefighter II/Paramedic Brandon Herron. Brandon
was accompanied by his wife, Michelle, and members of the Fire Department. Mayor
Martin presented Brandon with a service pin commemorating his 10 years of service with
the City.
Fire Chief Wes Rhodes introduced Driver/Paramedic Cody Skinner. Cody was
accompanied by his wife, Carly, sons, Gunner and Titus, daughter, Pacey, and members
of the Fire Department. Mayor Martin presented Cody with a service pin commemorating
his 10 years of service with the City.
ITEM NO. 3. PRESENTATION OF FINANCIAL REPORT FOR FISCAL YEAR
ENDING SEPTEMBER 30, 2016
Finance Director Janina Jewell presented the unaudited financial report for the fiscal year
ending September 30, 2016. She advised that the audited financial report will be
presented to the City Council at a Council meeting in January or February 2017.
CONSENT AGENDA (items 4 through 6)
Mayor Martin asked Assistant City Manager Chris Barker to read each item into the
record.
Council Member Stinneford motioned to approve the consent agenda items number 4
through 6.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Bynum, Council Members Stinneford,
Tompkins, Price, Eilenfeldt, and Zimmer
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 4. AUTHORIZED CITY MANAGER TO EXECUTE A CONTRACT
Authorized the City Manager to execute a contract for the replacement of a 24-inch water
valve, located near the intersection of State Highway (SH) 183 and Sheppard Drive, with
Atkins Brothers Equipment Company, Inc., 3516 Old Fort Worth Road, Midlothian, Texas.
Due to the immediate necessity of the repairs, staff requested approval to execute a
contract for the replacement of a 24-inch water valve without seeking competitive bids.
The estimated expenditure is $53,780.

ITEM NO. 5. AUTHORIZED A ONE YEAR EXTENSION OF BID NO 003-14
Approved a one-year extension of Bid No. 003-14 with ABM Building Services LLC, 4100
Amon Carter Boulevard, Fort Worth, Texas, for an HVAC system comprehensive
maintenance program for city facilities including City Hall, Finance/ Human Resources
Building, Planning and Engineering Building, Fire Administration/ Purchasing Building,
and the Euless Family Life Center (EFLC.) The bid requested an agreement for a period
of one year with an option to renew for four additional one-year periods by mutual written
agreement. This will be the third extension period. The renewal rate does not include a
cost increase. The estimated expenditure is $54,492.

ITEM NO. 7. APPROVED EXTENSION OF CONTRACT FOR MUNICIPAL
COURT JUDGE
Mayor Pro Tem Bynum motioned to approve the extension of the contract for Municipal
Court Judge Lacy Britten for a one year term to expire December 31, 2017.
Council Member Eilenfeldt seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Bynum, Council Members Stinneford,
Tompkins, Price, Eilenfeldt, and Zimmer
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 8. APPROVED APPOINTMENT TO HISTORICAL PRESERVATION
COMMITTEE
Mayor Pro Tem Bynum motioned to approve the appointment of Mavy Wright to serve as
Chair and Linda Pool to serve as Vice-Chair of the Historical Preservation Committee.
Council Member Stinneford seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Bynum, Council Members Stinneford,
Tompkins, Price, Eilenfeldt, and Zimmer
Nays: None

ITEM NO. 9. PUBLIC COMMENTS
Darl Easton, 1005 Fayette Drive, Euless, expressed his appreciation to City Secretary
Kim Sutter and City staff for their assistance in providing maps to redirect voters to their
proper polling place during the November 8, 2016 General Election, while he served as
the Election Judge.
Additionally, he mentioned the upcoming Snowball Express event that will be held from
9:00 a.m. to 10:00 a.m. on Tuesday, December 13, 2016, at iT'Z Pizza. The event honors
the children of fallen military service members.

City Council
Mayor Pro Tem Bynum advised that Saturday, November 26, 2016, has been designated
as Small Business Saturday and encouraged residents to shop in the businesses along
Main Street that have been affected by the highway construction and removal of the Main
Street bridge.
Assistant to the City Manager Deck discussed Small Business Saturday and advised that
the City has partnered the Euless Small Business Association and the businesses along
Main Street to encourage shoppers by implementing a Bingo card contest with several
large prizes. The contest will run through the end of the year.
Mayor Martin announced the following upcoming events:
• Thursday, December 1, 2016, Mayor's Holiday Kickoff, Euless City Hall, 7:00 p.m.;
• Friday, December 2, 2016, Pulling for Hope Bus Pull, Pennington Field, 10:00 a.m.;
• Saturday, December 3, 2016, Christmas Parade of Lights, 6:30 p.m.;
• Saturday, December 10, 2016, Heritage Park Christmas Celebration, 1:00 p.m. to
5:00 p.m.
