That's why we want to remind you to continue to patronize these businesses that may be a little difficult to get to but are a huge part of our community. There are so many small businesses in this area, it's easy to find something you need. We've been blessed to have a thriving local business community, so it's important to make sure they are all still here once the construction is complete. And don't forget, Daylight Savings Time ends November 6. Set your clocks back one hour before you go to bed and check those batteries in your smoke detectors. COMMUNITY NEWS sig° Fiscal Year 2016-17 Budget Information Fiscal Year 2016-17 Budget Highlights at a Glance Here are a few key features in the budget for the current fiscal year that runs through Sept. 30, 2017: • A half -cent reduction in the property tax rate. The tax rate will decrease to 46.25 t from 46.75( per $100 of assessed value. • No reduction in services or programs for residents. • New funding for: o Three new Firefighters o Public Works Field Tech o Street Improvements o Traffic Signal at Harwood Rd. and Bear Creek Pkwy. o Wastewater line replacement at Cedar Hill Estates and Hollywood Blvd. o Wastewater Line Replacement Oakwood Terrace Phase I o Library Remodel Design o Texas Star Sports Complex Expansion Phase VI New budget maintains all services and programs Thanks to economic improvement, expanding economic development, new construction, rising property values and sound management, the Euless City Council approved a Fiscal Year 2016-17 budget with a reduced local property tax rate. The average appraised value of a single-family home in Euless is $184,915. The estimated City tax bill for the average Euless home will be $684 in the upcoming year. A 20 -cent increase per thousand gallons is effective in all tiers. However, for single-family residential customers, a rebate from the City's water rate stabilization fund will offset some of the higher cost. This fiscal year the fund will provide a monthly 25 -cent rebate per thousand gallons on the first 15,000 gallons used. To encourage water use efficiency, the rebate credit will not apply to irrigation -only meters. The City Council created the water rate stabilization fund to help keep water bills somewhat level year to year. The rebate is guaranteed for only one year and is evaluated annually. In addition to the higher water consumption rates, there is also an increase in the water meter charge, which adds $1 to residential bills. Changes in wastewater rates include a $1 increase in the base rate and a 13 -cent increase per thousand gallons collected. Managing water use and keeping rates affordable is a major task for all municipalities in North Texas, most of which have tiered rate structures that charge more per unit as water usage increases. This is a way for cities to encourage water use efficiency and a way for residents to manage water bills. Another measure being used across North Texas is water restrictions. Programs, projects and services enhance community's quality of life To support today's residents and our future generations, the new budget invests in vital areas such as public safety, school partnerships, recreation and fitness, and public engagement, as well as ongoing street maintenance, and capital improvements such as public facilities and water system improvements. In addition, the City is also capitalizing on redevelopment opportunities through the use of public/private partnerships. Budget addresses wide variety of needs Enhancements of life saving equipment for Police and Fire have been approved. Improvements to quality of life for the library and parks facilities and equipment were included. * COMMUNITY NEWS 817-685-1400 www.eulesstx.gov Continuation of the Career Preparation Program with Trinity High School which offers selected students the opportunity to serve in an intern -like role with the City of Euless to explore a public service career. Police Chief Mike Brown said, "The Career Preparation Program is an awesome opportunity for a young person to find their calling as a public servant." Euless will again celebrate its heritage as a "Tree City LISA" recipient at Arbor Daze, the award-winning, family-oriented festival that promotes the City's commitment to beautification and improvement of the environment through tree -planting and urban forestry education. Capital Improvement Program Various street overlay projects based on results of a City wide study were approved. Wastewater line replacement at Cedar Hill Estates and Hollywood Blvd., as well as at Oakwood Terrace Phase I. Remodeling Design for the Mary Lib Saleh Euless Public Library which will include updates to the facility with changes reflecting the current nature of library services, including additional study and classroom space, interior layout changes, and updates required by the Americans with Disabilities Act/Texas Accessibility Standards. Texas Star Sports Complex Expansion Phase VI which will replace five baseball fields with a synthetic turf infield and natural grass outfields. Small Business Saturday Between Black Friday and Cyber Monday sits Small Business Saturday. A day dedicated to helping small businesses and their communities. So in a month where we celebrate shopping small businesses, we should make an effort to shop all local business. Every time you make a purchase locally, you support our small businesses and make a difference. Businesses along the construction area, particularly on Main St. have been hard hit. Amin Esmail, the owner of Farrah Salon, tells us that while they've been here for 17 years as a barber and now a full- service salon, "we've unfortunately lost a few stylists because of the slowdown. I hate to see them go somewhere else due to a lack of business, but right now, we're just trying to make it until the end of construction." It's easier than you might think to get across Euless Main and you can visit www.drivemidtown.com to see maps and lane closure information. Still, business is slow, particularly areas around 183. Martin Thorner of Texan Kitchen says his business is down, particularly at lunch and breakfast. "We've had to do more advertising, and we've scheduled live music on Fridays that a lot of our customers make the effort to get here for. We have the Texan Playboys and Two for the Show alternate each week, and we've added Karaoke on Tuesday and Saturday nights. The main thing that hurts me to see my business neighbors; to see the stress on their face. I want to help, but I'm in the same boat." We encourage you next time you're out and about, visit some of your local businesses along the construction area. They will appreciate you.
