EULESS CITY COUNCIL
Tuesday, January 10, 2017
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:31 p.m. on Tuesday, January 10, 2017, in the Precouncil Conference Room of City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem
Perry Bynum, Council Members Jeremy Tompkins, Eddie Price, Linda Eilenfeldt, and
Harry Zimmer. Council Member Tim Stinneford arrived at 4:38 p.m.
During the Precouncil meeting:
> Council Member Linda Eilenfeldt expressed her appreciation to the Planning and
Development Department staff for their efforts related to the opening of the new
restaurant, Lazy Dog, in Glade Parks.
➢ City Secretary Kim Sutter introduced new Administrative Secretary John Bush and
advised that Mr. Bush joined the City Secretary staff effective January 9, 2017.
➢ Assistant to the City Manager Betsy Deck advised of the results of the Taste of
Main bingo card contest that ran through December 31, 2016, in conjunction with
the Euless Small Business Association and the businesses along Main Street.
> City Manager Loretta Getchell reviewed the regular agenda.
> Police Lieutenant Brandon Zachary presented the Code update for the year end
2016 and discussed the most common Code violations seen by the department
as well as health inspection cases.
> Director of Public Works Hal Cranor presented the Public Works update for the
period ending December 31, 2016, and provided updates on City projects, new
employees, and the Trinity GAP Club.
➢ City Manager Getchell provided an update on the Dr. Pepper Stars Center
concessions regarding alcohol sales in the facility.
Discussion ensued regarding logistics and hours of operation.
➢ City Manager Getchell discussed a proposed change to the Code of Ordinances,
Chapter 10 related to animal adoptions as it relates to a recent Texas Supreme
Court ruling.
> Assistant City Manager Chris Barker discussed the City's current ambulance
billing contract and advised of new reporting requirements. He advised that a

Request for Proposal (RFP) has been issued For EMS billing and report writing
services.
> Finance Director Janina Jewell presented the 2016 year-end Financial update and
advised that car rental tax was flat for the same period the previous year.
Additionally, she advised of proposed changes to the Investment Policy.
CLOSED SESSION
The City Council convened into closed session at 6:04 p.m. for deliberation regarding the
following:
The purchase, exchange, lease or value of real property as authorized by Section
551.072 related to:
• 1375 West Euless Boulevard
Concerning economic development as authorized by Section 551.087:
• Discuss or deliberate regarding commercial or financial information that the City
has received from business prospects that the City seeks to have locate, stay, or
expand in the City and with which the City is conducting economic development
negotiations; deliberate the offer of a financial or other incentive to a business
prospect.
The City Council recessed closed session at 6:35 p.m.

PLEDGE OF ALLEGIANCE
Council Member Eddie Price led the pledge of allegiance.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE YEAR
Director of Public Works Hal Cranor introduced Foreman Ruben Cardenas. Ruben was
accompanied by his wife, Magdalena, son, Cruz, daughters, Bianca and Jazlin, father,
Jesus, mother, Elva, brother, Rafael, sister-in-law, Maria, and members of the Public
Works Department.
Mayor Martin presented Ruben with a plaque commemorating his selection as Employee
of the Year for 2016.
ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS
Deputy City Manager Bob Freeman introduced Executive Secretary Danette Thorpe.
Danette was accompanied by her husband, Randy, daughter, Elise, and members of the
City Manager's Office. Mayor Pro Tern Bynum presented Danette with a service pin
commemorating her 10 years of service with the City.
Police Chief Mike Brown introduced Senior Officer Brian Lord. Brian was accompanied
by his wife, Cassandra, and members of the Police Department. Mayor Martin presented
Brian with a service pin commemorating his 10 years of service with the City.
Texas Star General Manager Glenda Hartsell-Shelton and Golf Superintendent Scott
Boven introduced Assistant Golf Superintendent Patrick Voss. Patrick was accompanied
by his wife, Julie, son, Nicholas, daughter, Hailey, and members of Texas Star Golf
Course. Council Member Stinneford presented Patrick with a service pin commemorating
his 15 years of service with the City.

Fire Chief Wes Rhodes introduced Fire Inspector III/Public Education Coordinator Ken
Rawlinson. Ken was accompanied by his wife, Alex, sons, Ethan and Evan, and members
of the Fire Department. Council Member Eilenfeldt presented Ken with a service pin
commemorating his 15 years of service with the City.
Police Chief Mike Brown introduced Sergeant Mark Harris. Mark was accompanied by
his wife, Stephanie, sons, Cade and Camden, and members of the Police Department.
Mayor Martin presented Mark with a service pin commemorating his 20 years of service
with the City.
Police Chief Mike Brown introduced Lieutenant Joe Kraft. Joe was accompanied by his
wife, Nancy, son, Jared, daughter, Brandy Reed, son-in-law, Ryan Reed, and members
of the Police Department. Mayor Martin presented Joe with a service pin commemorating
his 30 years of service with the City.
REGULAR AGENDA
ITEM NO. 3. APPROVED THE REVISED CITY OF EULESS AMERICANS WITH
DISABILITY ACT (ADA) TRANSITION PLAN
Mayor Martin advised that this update to the Americans with Disabilities Act (ADA)
Transition Plan identifies items that have been completed during the past year and
reflects changes and additional items that have been identified.
Council Member Stinneford motioned to approve the revised City of Euless Americans
with Disability Act (ADA) Transition Plan.
Council Member Eilenfeldt seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Bynum, Council Members Stinneford, Tompkins,
Price, Eilenfeldt, and Zimmer
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 4. APPROVED SITE PLAN NO. 16-06-SP
Director of Planning and Economic Development Collins presented the Site Plan for City
Council consideration and advised that Sanjay Patel, representing Shreeganesh Fuels,
LLC, is seeking to redevelop an existing vacant convenience store and fuel station on the
northeast corner of West Euless Boulevard and Wilshire Drive. The property has been
vacant for over six months, so the redevelopment of the property requires consideration
of a site plan. The property has historically been accessed from four drive approaches,
and the redevelopment of the site will require closure of the two drive approaches closest
to the intersection leaving one access drive from each of the intersecting roads. A five

foot sidewalk will be constructed adjacent to Wilshire Drive, and new sections will be
added to establish a continuous sidewalk adjacent to West Euless Boulevard. The
Planning and Zoning Commission considered the site plan on December 6, 2016, and
voted to recommend approval by a vote of 7-0-0.
Sanjay Patel, applicant and Shreeganesh Fuels owner, was present to address any
questions.
Council Member Tompkins inquired if a curb would be included in the new sidewalk
leading into an adjoining property.
Mr. Collins confirmed that the decision to construct a curb barrier would be an issue
addressed between the adjoining property owners.
Council Member Tompkins motioned to approve Site Plan No. 16-06-SP for Commercial
Development proposed to be located on 0.466 acres of the Allen M. Downen Survey,
Abstract No. 415, Tract 3G located at 1510 West Euless Boulevard.
Council Member Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Bynum, Council Members Stinneford, Tompkins,
Price, Eilenfeldt, and Zimmer
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 5. APPROVED SITE PLAN NO. 16-11-SP
Director of Planning and Economic Development Collins presented the Site Plan for City
Council consideration and advised that Carrillo Engineering, LLC representing Advanced
Auto Parts, will be constructing a new 6,902 square foot retail store. The building that is
the current location of a barber shop will be demolished. The property is located on the
southwest corner of West Euless Boulevard and Simmons Drive. The Planning and
Zoning Commission considered the site plan on December 6, 2016, and voted to
recommend approval by a vote of 7-0-0.
Anna Blackwell, Carrillo Engineering, LLC, representing the applicant, was present to
address any questions.
Council Member Tompkins expressed his appreciation for the site plan approval process.
Stating that several questions answered during the Planning and Zoning Commission
meeting were helpful to him.
Mayor Pro Tern Bynum motioned to approve Site Plan No. 16-11-SP for Commercial
Development proposed to be located on 0.641 acres, South West Mills Subdivision, Block
2, Lot 6 located at 603 West Euless Boulevard.

ITEM NO. 6. APPROVED CITY COUNCIL MINUTES
Mayor Pro Tem Bynum motioned to approve the minutes of the regular City Council
meeting of December 13, 2016.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Bynum, Council Members Stinneford, Tompkins,
Price, Eilenfeldt, and Zimmer
Nays: None
Mayor Martin declared the motion carried.
