CALL TO ORDER
The regular meeting of the Planning & Zoning Commission was called to order at 7:35
p.m. in the Council Chambers of Euless City Hall by Chairman John Deithloff.

CONSIDER PLATTING- PRELIMINARY PLATTING OF MCCORMICK FARMS-PHASE II
& III, LOCATED WEST OF FULLER-WISER ROAD, EAST OF NORTH MAIN STREET,
SOUTH OF PROPOSED CHEEK SPARGER ROAD AND NORTH OF ASH LANE
Chairman Deithloff stated that the petitioner had withdrawn the subject plat from this
agenda and will come back at the next meeting along with the final plat.
II.
PUBLIC HEARING - ZONING CASE # 374 - REQUEST OF WALTER ELLIOTT FOR
FRANK CRUMLEY FOR CHANGE OF ZONING FROM R-1, R-2 AND R-5 TO
PLANNED DEVELOPMENT FOR MULTI-FAMILY, SINGLE FAMILY DETACHED ON
0-LOT LINE AND OFFICE COMPLEX USES, ON TRACTS 2, 2A AND 3, JAMES
MATSON SURVEY, A-1080, LOCATED EAST OF WESTPARK WAY ESTATES, NORTH
& SOUTH OF MARLENE DRIVE AND WEST OF OAKWOOD TERRACE NORTH
ADDITION
Chairman Deithloff explained that this petitioner had withdrawn his zoning request due
to a scheduling problem and intends to come before the P & Z Commission at a later
date.
III.
PUBLIC HEARING - ZONING CASE #375 - REQUEST OF J. R. SEALE FOR RALPH
G. & JEROLEEN CAMPBELL, TRUSTEE, FOR CHANGE OF ZONING FROM
PLANNED DEVELOPMENT TO PLANNED DEVELOPMENT WITH NEW DEVELOP-
MENT PLAN FOR MINI-WAREHOUSES ON A PORTION OF TRACT 4D3, A.J. HUITT
SURVEY, A-684, LOCATED SOUTH OF HWY. 183, EAST OF F.M. 157, NORTH OF
S.H. 10, AND WEST OF PARK CRESTMOOR ADDITION
Chairman Deithloff opened the public hearing and explained the rules.
Mr. J. R. Seale, J. R. Seale & Associates, presented the request for change of zoning.
In his presentation, he stated the request was for the northern 3.9 acres only; there
would be a manager's residence on the property; the buildings would be constructed
of exposed aggregate finish, 10 feet in height; and there would be a 60 foot front
setback.
Chairman Deithloff asked for any additional proponents.
Mr. Harold Copher, 1804 N. Main Street, stated that he owned property within 200 feet
of the subject property and is in favor of the request.

Chairman Deithloff asked for any opponents.
Mr. Charles Evans, Attorney in Bedford, stated he represented Mr. Basil Georges who
owned property to the west. He stated that Mr. George's is opposed to the mini-
warehouses because the commercial area to the west will not be as marketable with
the mini-warehouses in the area. He also pointed out that there could possibly be a
drainage problem.
Mr. Knight stated that drainage would be towards Mr. Georges' property.
Mr. John Baggett, 202 S. Sheppard, stated his concern about the drainage.
Mr. Tyson asked Mr. Baggett his opinion about having a building right on his property
line.
Mr. Baggett being unaware of this proposal was not pleased.
Copies of the proposed development plan were distributed to the audience.
Mr. Bill Trussell, 205 Winward Way, also stated his concern about the drainage problem.
In response to the possible need of a drainage easement from Mr. Basil Georges, Mr.
Terry Stallings, Attorney for Mr. Georges, stated that Mr. Georges would not agree to
a drainage easement. He pointed out that Mr. Georges would not agree to anything
that would adversely affect his property.

Several other property owners expressed their opposition to the zoning request.
Mr. Ronnie Pearce, representing Mr. Campbell, stated that the proposed plan is
preferred to the old plan.
Mr. Baggett mentioned the fact that there was a TP&L power line that runs along the
back of their fence at the property line.
There was considerable discussion regarding the placement of a building directly on the
property line and the need for an easement large enough to allow repairs to the TP&L
power line and a sanitary sewer line that parallels along the eastern boundary of the
subject property.
Mr. Cotten preferred that there be a drive around the perimeter of the property.
Mr. Seales requested that the Commission's decision be postponed so that he would
have a chance to work out the concerns mentioned by the Commission with City Staff.
Several of the Commission members stated they were not sure that mini-warehouses
were the best use of the property.
Chairman Deithloff closed the public hearing.
Mr. Cotten made a motion to table Zoning Case #375.

Mr. Tyson made a motion to recommend denial of Zoning Case #375 to the City
Council.
Mrs. Runyon seconded the motion, and the vote is as follows:
Ayes: Mrs. Runyon and Messrs. Tyson, McMillon, Lynch, and Deithloff
Nays: Mr. Cotten
Chairman Deithloff declared the motion carried.
IV.
ADJOURNMENT
There being no further business to conduct, the meeting adjourned at 8:40 p.m.
