AN ORDINANCE AMENDING SECTION 14 -77 OF
ARTICLE IV, "OPERATION OF VEHICLE" OF
CHAPTER 14, "TRAFFIC" OF THE CODE OF
ORDINANCES OF' THE CITY OF EULESS, TEXAS,
(SAME BEING ORDINANCE NO. 355), BY THE
ADDITION OF A NEW SUBSECTION (c) THERETO
DESIGNATING AN ADDITIONAL ONE WAY
STREET; PROVIDING A PENALTY FOR VIOLA-
TION THEREOF; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING AN EFFECTIVE DATE; AND
DECLARING AN EMERGENCY.
WHEREAS, the Euless City Charter and Article 6701d,
Vernon's Texas Civil Statutes provide for designation by the
governing body of the city, upon the basis of an engineering and
traffic investigation, of certain streets for one way vehicular
traffic; and
WHEREAS, the city has taken into consideration the loca-
tion of the street herein designated as a street for one way
traffic, the width and condition of said street, the general
traffic patterns, the safety of its citizens and other cir-
cumstances making it incumbent to declare such street for one
way traffic only; and
WHEREAS, the Texas Department of Highways and Public
Transportation has made extensive investigation of the traffic
patterns and safety factors on the street herein designated for
one way traffic; and
WHEREAS, the Euless City Council has upon due considera-
tion of all such surveys and investigation and the recom-
mendation of the Texas Department of Highways and Public
Transportation, determined and declared that the hereinafter
designated street should be set aside for one way traffic.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF EULESS, TEXAS:
I.
Section 14 -77 of the Code of Ordinances of the City of
Euless, Texas, entitled "Same -One Way Streets Desig-
nated", is hereby amended by the addition of a new sub-
section (c) thereto, which subsection (c) shall hereafter
be and read as follows:

(c) Pipeline Road, from its intersection
with Westpark Way shall be one way in a
westerly direction 0.239 mile to its inter-
section with State Highway 10.
II.
Penalty for Violation. Any person, firm or corporation
violating any of the terms and provisions of this ordinance
shall be deemed guilty of a misdemeanor and, upon conviction
thereof, shall be fined in an amount not less than $25.00 nor
more than $200.00. Each such violation shall be deemed a
separate offense and shall be punishable as such hereunder.
III.
Severability Clause. That it is hereby declared to be the
intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable,
and if any phrase, clause, sentence, paragraph or section of
this ordinance shall be declared unconstitutional by the valid
judgment or decree of any court of competent jurisdiction, such
unconstitutionality shall not affect any of the remaining
phrases, clauses, sentences, paragraphs and sections of this
ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or sec-
tion.
IV.
Effective Date. This ordinance being an emergency mea-
sure, shall become effective immediately upon the erection of
and installation, as provided by law, of such traffic control
signs as shall be reasonably necessary to designate such
portion of such street for one way vehicular traffic.
V.
Emergency Clause. By the affirmative vote of four or more
of its members, the City Council declares that this is an
ordinance for the immediate preservation of the public peace,
property, health, and safety, and is an emergency measure
within the meaning of Article II, Section 11 of the City
Charter; and the requirement that it be read at two meetings,
as specified in Section 11, is hereby dispensed with.
