EULESS CITY COUNCIL
Tuesday, February 28, 2017
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:31 p.m. on Tuesday, February 28, 2017, in the Precouncil Conference Room of City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern
Perry Bynum, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price, Linda
Eilenfeldt, and Harry Zimmer.
During the Precouncil meeting:
➢ Mayor Linda Martin expressed her appreciation to City staff for the wonderful
Boards and Commissions banquet held Monday, February 27, 2017.
➢ Mayor Pro Tern Perry Bynum apologized for his absence at the Boards and
Commissions banquet stating that it was his first absence in 19 years.
➢ Council Member Jeremy Tompkins advised that he and his wife enjoyed the
recently held Police, Fire, and Boards and Commissions award banquets.
➢ Mayor Martin expressed her appreciation to Police Chief Mike Brown and Fire
Chief Wes Rhodes for their wonderful banquets.
➢ City Secretary Kim Sutter advised that she received a last minute notice for the
Kroger Grand Re-Opening to be held Wednesday, March 1, 2017, at 8:00 a.m.
Additionally, she expressed her appreciation to the departments who assisted with
the Boards and Commissions banquet.
➢ Mayor Martin provided a brief update on the health of Euless Tongan Committee
member Penilotu Asaeli following a recent car accident.
➢ City Manager Loretta Getchell reviewed the regular agenda.
Finance Director Janina Jewell introduced Sara Dempsey, Audit Engagement
Partner, and Stephanie Wilson, Senior Manager, Weaver. Ms. Dempsey
presented the Comprehensive Annual Financial Report (CAFR) for Fiscal Year
Ending September 30, 2016. She advised that the firm has issued an unmodified
(clean) opinion, and no audit adjustments or passed adjustments were noted (item
#3).
➢ Director of Planning and Economic Development Mike Collins presented the
Development update, including commercial and residential development and
provided an update on the Founders Parc (Midtown) development.

> Director of Public Works Hal Cranor introduced Dr. Kenneth Tramm, Modern
Geosciences, who provided an update on a proposed Municipal Setting
Designation, which will be presented for City Council consideration at the March
14, 2017 meeting.
Dr. Tramm presented the details of the request. He advised that the site is located
at 404 East Dallas Road, Grapevine,Texas, and is the former location of the Fahral
Fabrication Facility. He advised that the groundwater and soil impact is restricted
to the site and poses no risk to the Euless water well.
Dr. Tramm responded to questions from the City Council regarding the request.
➢ Director of Public Works Cranor provided a Capital Projects update including
milling and road overlays along East Midway Drive, El Camino Real, Tibbets Drive,
and Woodridge Circle that are scheduled to begin March 20, 2017.
CLOSED SESSION
The City Council convened into closed session at 6:29 p.m. for deliberation regarding the
following:
Seek legal advice from the City Attorney as authorized by Section 551.071 related to
pending or contemplated litigation:
• Workers' Compensation Claim; DWC Docket No: 16206445-01-A1
The City Council recessed closed session at 6:57 p.m.

ITEM NO. 1. PRESENTATION OF SPECIAL RECOGNITION
Police Chief Mike Brown introduced Senior Officer Rafael Suarez (Retired). Rafael was
accompanied by members of the Police Department. Chief Brown advised that Rafael
has been bravely battling cancer and had been unable to be present when he was
honored as Employee of the Month in December 2012.
Mayor Martin presented Rafael with a certificate and jacket commemorating his selection
as employee of the month for December 2012.
ITEM NO. 2. PRESENTATION OF DALLAS-FORT WORTH CLEAN CITIES
OUTSTANDING FLEET RECOGNITION
Communications Supervisor Pamela Burns and Communications Specialist Kenny
Bergstrom representing the North Central Texas Council of Governments (NCTCOG)
presented Fleet and Facility Administrator Kyle McAdams with the Dallas Fort Worth
Clean Cities Outstanding Fleet Recognition Award recognizing the City of Euless as a
2016 Silver Fleet City award recipient.

ITEM NO. 3. PRESENTATION OF COMPREHENSIVE ANNUAL FINANCIAL
REPORT (CAFR) FOR FISCAL YEAR ENDING SEPTEMBER 30,
2016
Finance Director Janina Jewell stated that independent auditors from Weaver, performed
the annual audit as required by City Charter and are in attendance to present the findings
of the report.
Sara Dempsey, Audit Engagement Partner, Weaver, presented the results of the
Comprehensive Annual Financial Report as well as the Single Audit to the City Council,
and stated that the report indicated a sound financial environment. She added that the
auditor opinion was once again unmodified, which is the highest level of assurance they
can provide and reiterated that no audit adjustments were made.

ITEM NO. 4. ACKNOWLEDGED RECEIPT OF COMPREHENSIVE ANNUAL
FINANCIAL REPORT (CAFR) FOR FISCAL YEAR ENDING
SEPTEMBER 30, 2016
Council Member Stinneford motioned to acknowledge receipt of the Comprehensive
Annual Financial Report (CAFR) for Fiscal Year ending September 30, 2016.
Council Member Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Bynum, Council Members Stinneford,
Tompkins, Price, Eilenfeldt, and Zimmer

ITEM NO. 5. AUTHORIZED THE PURCHASE OF STREET SWEEPING
SERVICES
Assistant City Manager Chris Barker advised that the City of Arlington has an annual
contract with Pannell Industries Inc., 4361 Cedar Lake Drive, Dallas, Texas, for street
sweeping services. Pannell Industries bid is based on curb miles for streets and an hourly
rate for parking lots and emergencies. This contract would be good for one year and
could be renewed based upon the City of Arlington's decision to renew the base contract.
Council Member Tompkins motioned to authorize the purchase of street sweeping
services from Pannell Industries, Inc. through an Interlocal Agreement with the City of
Arlington.

ITEM NO. 6. AUTHORIZED THE PURCHASE OF AUDIO VISUAL EQUIPMENT
AND SUPPLIES FOR THE EULESS EMERGENCY OPERATIONS
CENTER
Mayor Martin advised that this item approves the purchase of audio visual equipment and
supplies for the Euless Emergency Operation Center, located at the Euless Police
Department, from Digital Resources, Inc., 2107 Greenbriar Drive, Suite B, Southlake,
Texas, as approved in the FY2017 budget. All pricing is provided through the BuyBoard
Contract#487-15 and includes installation and training.
Council Member Eilenfeldt motioned to authorize the purchase of audio visual equipment
and supplies for the Euless Emergency Operation Center from Digital Resources, Inc.,
through the BuyBoard Cooperative Purchasing Program.
Council Member Zimmer seconded the motion.

Tompkins, Price, Eilenfeldt, and Zimmer

ITEM NO. 7. RENEWED BID NO. 009-16
Renewed Bid No. 009-16, authorizing the purchase of ready-mix concrete from Redi-Mix
Concrete, 331 North Main Street, Euless, and authorized the use of secondary suppliers
should Redi-Mix Concrete be unable to deliver in a timely manner. This is a unit price
contract and actual expenditures will be determined by actual quantities ordered. This
request represents the first of two, one year renewal options. The estimated annual
expenditure is $150,000.
Mayor Pro Tern Bynum motioned to approve the renewal of Bid No. 009-16, for the annual
contract for ready-mix concrete to Redi-Mix Concrete, and authorize the use of secondary
suppliers should Redi-Mix be unable to deliver in a timely manner.
Council Member Stinneford seconded the motion.

Mayor Martin announced that a brief wreath laying ceremony honoring Officer David S.
Hofer will be held Wednesday, March 1, 2017, at 9:00 a.m. at the 9/11 Memorial outside
of the Fire Administration Building.
Additionally, she asked for prayers for Euless Tongan Committee member Penilotu Asaeli
following a recent car accident as well as retired Senior Police Officer Rafael Suarez.
