MINUTES
A regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 5:30 p.m. on February 21, 2017 in the Pre-Council
Conference Room of City Hall, 201 North Ector Drive. Those present included
Chairman Richard McNeese, Vice Chairman LuAnn Portugal, and Commission
Members: Ronald Dunckel, Kenny Olmstead, Eric Owens and Steve Ellis.
During the Pre-Session Meeting:

PLANNING AND ZONING CONSIDERATION OF SCHEDULED ITEMS — PRE-
COUNCIL CONFERENCE ROOM
The Euless Planning and Zoning Commission continued their meeting in the Council
Chambers at 6:30 p.m. for consideration of scheduled items.

ITEM 1. APPROVED PLANNING AND ZONING MINUTES
Commissioner Owens made a motion to approve the minutes for the regular meeting
of February 21, 2017. Commissioner Ellis seconded the motion. The vote was as
follows:
Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members:
Olmstead, Owens, Dunckel, and Ellis.
Nays: None
Abstention: None
Chairman McNeese declared the motion carried. (6-0-0)
ITEM 2. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO.
17-02-SUP AND RECOMMENDED AN ORDINANCE
Chairman McNeese opened the public hearing at 6:34 p.m.
Senior Planner Stephen Cook gave a brief description of the case. Urban Grooming is
seeking a revised Specific Use Permit. The company has been operating for many
years in the City of Euless at this location. The ownership is modifying the owner of
record for the business and the official name of the business. In the last Specific Use
Permit that was approved by the City Council in March 2014, and renewed in April
2015, the business expanded to allow for overnight care (kenneling) of dogs. No more
than ten (10) animals are boarded at one time. The company tracks vaccination records
for all animals boarding with them. All animals are exercised outdoors on leash and any
excrement is immediately picked up and disposed of properly.
Since approval of the Specific Use Permit in April 2015, there have not been any code
compliance issues with the operation of the business.
Staff recommends approval with the following conditions:
1. The Specific Use Permit is tied to the business owners Breanna Matthews; and,
2. The Specific Use Permit is tied to the Business Name: Urban Grooming LLC; and,
3. All animals shall be kept within clean and safe conditions; and,
4. Tracking of animal vaccinations shall be kept within business records; and,
5. The Specific Use Permit may be revoked if one or more of the conditions imposed by
this permit has not been met or has been violated.
Chairman McNeese asked if the applicant wished to speak.
Breanna Matthews, business owner and applicant, expressed gratitude for the
opportunity to reapply for the Specific Use Permit, and serve the City of Euless.

Chairman McNeese asked to hear from any proponents/opponents who wished to
speak.
Seeing none, Chairman McNeese closed the public hearing at 6:37 p.m.
Commissioner Olmstead asked which days were busiest, the number of employees, the
different types of kenneling or overnight accommodations, the average length of a stay,
and if the animals were regularly exercised during their stay.
Ms. Matthews stated that the busiest days are Saturdays and Sundays, at which time
there are around 8 employees staffed. There are individual kennels, runs, and a day
care room available, all of which are monitored by cameras constantly. On average, a
pet stays 2-3 days, sometimes longer if their owners take longer trips. The animals are
regularly exercised both indoors and outdoors along the front sidewalk as well as on a
grassy area to the side of the building.
Commissioner Olmstead stated he believed that the business renders the city an
excellent service, and a well-needed one based on the volume of business.
Vice Chairman Portugal stated that she was thrilled with the service provided by the
business and appreciates the positive feedback from staff members and the community.
Chairman McNeese asked the maximum number of dogs allowed for an overnight stay
at one time, and if the demand ever exceeded the limit.
Ms. Matthews stated that 10 dogs are the maximum allowed. The demand often
exceeds their capacity, and they have referred business to other nearby facilities when
they are at capacity.
There were no further questions or comments presented by the Commission.
Vice Chairman Portugal made a motion to recommend approval of Case No. 17-02-
SUP for a Specific Use Permit for Dog Grooming, Day Care, and Kenneling proposed to
be located on Glade Crossing Shopping Center Addition, Block 1, Lot 1R1A at 101 W.
Glade Road, Suite 201 with the conditions as presented.
Commissioner Olmstead seconded the motion. The vote was as follows:
Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members:
Olmstead, Dunckel, Owens, and Ellis.
Nays: None
Abstention: None
Chairman McNeese declared the motion carried. (6-0-0)
