HomeMy WebLinkAbout1963-07-23461 Regular Meeting Euless City Council July 23, 1963 CALL TO ORDER The regular meeting of the Euless City Council was called to order at 8:00 p.m. by Mayor W, G. Fuller. Councilmen present were B. L. Byers, Roy Braswell, B. R. Fuller, and H, M, Huffman. Also present were City Mananger W. F. Condron, Jr. , City Secretary Mrs. Vada Ferris, City Attorney James Cribbs, Chief of Police W. M, Sustaire, and City Engineer Jim Davies. 11 NVITO 111 MI Councilman B. '•R. Fuller presented the invocation. PRESENTATION OF MINUTES The minutes of the City Council meetings of June 25, 1963, and July 9, 1963, were approved by general consent of those members present. The reading of these minutes was not requested. VISITORS Visitors present were Messrs. H, F. Ball, H. R. Kuehn, R. W. Stewart, E. J. Karpenko, Paul Huffhines, H. D. Morgan, Harold Kraft, L. W, Lander, W, J. Hyde, Mrs. Tucker, and Mrs. Diane Turner. I. TRAFFIC DATA AND PROPOSED SPEED ORDINANCES Chief of Police Sustaire presented drawings and plans of Fh&hway 183 and City Manager Condron informed the council members of the proposed speed ordinances secured from the State Highway Department. After discussion by council members, Councilman B. R. Fuller made the motion that the Ordinance Nos. 197 and 198 be adopted to control the speed limits through the City of Euless, as established by the State Highway Department. The motion was seconded by Councilman B. L. Byers, and carried unanimously. Mayor Fuller recommended that City Manager Condron contact Mr. R. W, Crook, District Engineer with the Texas Highway Department, in order to secure complete up -to -date traffic information concerning Highway 183 within the city limits of Euless. 11. MIDWAY PARK LEASE (RECREATION) Nk James Cribbs, City Attorney, informed the council members that, at their request, he had investigated the terms of the deed to Midway Park, and, that it would be necessary to secure a copy of the By -Laws from the Fh= Owners Association before any definite decision or action could be taken. Mayor Fuller explained to members of the council and visitors that this ,Z � (Page Two, Regular Meeting, Euless City Council, July 23, 1963) matter was being considered because the park was in need of improvements and the City cannot spend public funds for such improvements on property not owned by the City; however, if the Hare Owners Associationdesiredto deed the property to the City of Euless, such improvements could be made. N1 Lander and Nt Morgan of the Hone Owners Association were present and advised members of the council that a meeting of a few of the members of the Ha1r Owners Association was held and those members did not wish to relinquish Midway Park. Councilman Byers stated that he considered it wise for a meeting to be held of all the Midway Park Rau Owners Association and the members of the City Gounc -0. Mayor Fuller thanked Nt Morgan and Nk Lander for appearing before the Council. 111. PLUMBING ORDINANCE Member of the Council had previously been presented a plumbing ordinance for study and Nk Harold Kraft, Master Plumber, was asked to give his opinion of the new proposed ordinance. Nt Kraft stated that he considered the ordinance in question to be more rigid than the previous one the City had operated under.. and, that he was of the opinion that the City and plumbers of this area could operate without hinderance under this ordinance. After discussion, Councilman Byers male the motion that the Plumbing Ordinance No. 199 be adopted as presented. The motion was seconded by Councilman B. R. Fuller, and carried unanimously. IV. ARCHITECT City Manager Condron had been requested, at a previous meeting, to contact the architect for proposed plans for a rew city hall and recreation center. Nk Condron reported to the Council that he had contacted Darrow & Thomas, Architects, and a representative from their firm would attend the next council meeting, August 13, to present plans for discussion. V. REZONING REQUEST: MR. PAUL HUFFHINES J. W. HAYNES SURVEY A rezoning request by 11A Paul Huffhines, as discussed at the council meeting of July 9, was presented for discussion. Nk Huffhines requested that the property be rezoned from residential to local business, approximately three (3) acres out of the J. W. Haynes Survey, adjacent After discussion, Nk Lander informed the members of the council that hevwould call a meeting of the members of the Midway Park Harr Owners Association, present the views of the City Council to the owners, and would be present to give a final answer to the Council concerning the disposition of Midway Park at the next regular meeting of the Council, August 13. Mayor Fuller thanked Nt Morgan and Nk Lander for appearing before the Council. 111. After discussion, Councilman Huffman mace a motion that the property in question be rezoned, as requested, from residential to local business. The motion was seconded by Councilman B. R. Fuller, and the vote is as follows: Ayes : Counci linen Ful 1 e r , Byers , and Huffman Noes: Councilman Braswell. VI. REQUEST FOR BUILDIlVG PERMIT: FORT WORTH SAVINGS & LOAN ASSOCIATION Mayor Fuller stated he had been advised by City Manager Condron that a request for a building permit for the Fort Worth Savings and Loan, Branch Office, Wilshire Drive and Highway 183, Euless, had been received. After discussion, Councilman Fuller made the motion, which was seconded by Councilman Byers, that the permit be granted. The motion carried unanimously. VII. WATER SYSTEM fo3 Mayor Fuller asked City Manager Condron to present the information he had acquired concerning the water system i n the City of Euless. IVA Condron stated he had talked with Xt Wisenbaker and had been advised that, within sixty (60) days, an inventory of the Wisenbaker properties in the City of Euless would be available for the City Council. Mayor Fuller informed the members of the Council that he and City Manager Condron had attended a meeting of the Tarrant County Water Control Board, a report of which is on file. VIII. FRANCHISE VII SOUTHWESTERN STATE TELEPHONE COMPANY Mayor Fuller informed members of the City Council that a proposed contract had been submitted for fifty (50) years from the South- western States Telephone Company, Irving , Texas, to supply service to customers in the newly annexed area; however, at this time, thirteen (13) customers are recipients of this service in the North Euless area. After discussion, Mayor Fuller requested the City Attorney to consider this contract and present his views and findings to the members of the Council as soon as possible. Mayor Fuller stated that he was of the opinion that the Council should not extend long term contracts to business firms due to the rapid change in the status of the City of Euless. IX. REPORT ON LAND PROPOSALS FOR PUBLIC USAGE Mayor Fuller requested City Manager Condron to present information concerning proposed land proposals for public usage. Mr. Condron informed those present that he had received several proposals and proceeded to show the council members plats and advise them of the cost of the land and the number of acres available in each proposal. After discussion, Mayor Fuller suggested A q (Page Four, Regular Meeting, Euless City Council, July 23, 1963) that each member of the Council be aware of the need for land ... and, he requested that City Manager Condron keep members of the Council advised of any offer of land that is submitted to his office. All proposals are oh file with the City Secretary. X. OFFICIAL APPROVAL OF CITY SECRETARY Mayor Fuller informed the Council that the charter for the City of Euless states that official action must be taken on the employing of a City Secretary. Councilman B. R. Fuller made the motion that Mrs. Vada Ferris be employed as City Secretary for the City of Euless. The motion was seconded by Councilman H. M, Huffman, and carried unanimously. XI. RRgTGNATTON Mayor Fuller read a letter of resignation from XV G. D. McAdoo, Jr., effective August 23, 1963, in which 1 >4 NkAdoo stated he had been offered a position with another firm. Councilman Byers mace the motion that the resignation be accepted as presented, and the motion was seconded by Councilman Huffman. The motion carried unanimously. X1 1. CRESTHAVEN ADDIIlON - WATER SITUATION Mrs. Tucker, a resident of the Cresthaven Addition, appeared before the Council to explain the condition that exists in her neighborhood.. that, families in that area are practically without water .. that the situation there is very critical. She was advised by the Council that the area where she lives does not get water from the same source as the other citizens of Euless, and, that the private company supplying water to the Crest - haven Addition had no valid franchise to do business within the City of Euless. Mayor Fuller requested that City Manager Condron investigate this situation and determine if there is some way the people in this area can be aided. Nk Condron informed the Mayor and Council that he had previously talked with Mc Wisenbaker, owner of the firm supplying water to the City of Euless, and Nk Wisenbaker informed him that he was prepared to supply the Cresthaven Addition with water after necessary conditions are met. Mayor Fuller requested that Mr. Condron proceed with any plans in order to help these people. XIII. TRASH DUMP Councilman Braswell commented that he and some of his neighbors had been bothered by trash blowing onto their property from the public trash dumps south of the City. After discussion, Mayor Fuller requested that City Manager Condron investigate this matter. a 6s- (Page Five, Regular Meeting, Euless City Council, July 23, 1963) XIV. Councilman B. R.
