OF THE
EULESS CITY COUNCIL
Tuesday, April 11, 2017
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:30 p.m. on Tuesday, April 11, 2017, in the Precouncil Conference Room of City Hall,
201 North Ector Drive. Those present included Mayor Linda Martin, Council Members
Tim Stinneford, Jeremy Tompkins, Eddie Price, and Linda Eilenfeldt. Mayor Pro Tem
Perry Bynum arrived at 5:40 p.m. Council Member Harry Zimmer was not present due
to a scheduled absence.
During the Precouncil meeting:
➢ Council Member Linda Eilenfeldt expressed her appreciation to the Library staff for
hosting the first Adult Spelling Bee on Saturday, April 8, 2017.
➢ Council Member Jeremy Tompkins advised that the Blacksmith Shop Grand
Opening held Saturday, April 8, 2017, at Heritage Park was a wonderful event and
the period band that performed was really great.
➢ Mayor Linda Martin made several announcements:
• She expressed her appreciation to Council Member Eddie Price for attending
the Clubhouse for Special Needs Dinner and Auction held Saturday, April 8,
2017, at Texas Star Golf Course;
• She expressed her appreciation to all those who attended the Tarrant County
League of Women Voters Candidate Forum held Monday, April 10, 2017;
• She announced that John Terrell, Vice President Commercial Development,
DFW International Airport, will be asked to present a report to the City Council
regarding upcoming development at the airport within the Euless city limits.
• Euless Tongan Committee Member Penilotu Asaeli has been released from
rehab following his recent car accident and is home with his daughter.
➢ City Manager Loretta Getchell welcomed Deputy City Manager Bob Freeman back
to work following his leave to care for his wife.
➢ Deputy City Manager Freeman expressed his appreciation to everyone for the well
wishes for his wife, Julie. He advised that she's doing remarkably well and was
able to go out to celebrate their son's birthday.
➢ City Manager Getchell announced several upcoming events:
• Police Lieutenant Troy Remington's retirement reception, Wednesday,April 26,
2017, 1:00 p.m., Municipal Court;
• Firefighter II/ Paramedic Tom Tyre's retirement reception, Wednesday, April
26, 2017, 2:30 p.m., Fire Training Room;

• Plant Swap, Saturday, April 22, 2017, 9:00 a.m. to 11:00 a.m., Parks
Greenhouse;
• GAP Club Walk-a-Thon, Saturday, April 22, 2017, 10:00 a.m. to 12:00 p.m.,
Trinity High School track;
• Community Powered Revitalization (CPR) Spring Blitz, Friday, April 21, 2017
and Saturday, April 22, 2017; and
• Arbor Daze, Saturday, April 29, 2017, 10:00 a.m. to 9:00 p.m., Euless Family
Life Center.
Additionally, she advised that Ruth Hunt, the wife of former Council Member
Charles Hunt, passed away Tuesday, April 11, 2017, and funeral arrangements
are pending.
➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ City Manager Getchell introduced Greg Roemer, President, and Robert
Medigovich, Municipal Coordinator, Community Waste Disposal (CWD).
Mr. Roemer presented the CWD annual recycling report which included statistics
related to single family recycling options as well as customer service inquiries and
driver incidents during 2016.

➢ Municipal Court Supervisor Teresa Alexander introduced Mindy Eichorst, Teen
Court Coordinator, Hurst Euless Bedford (HEB) Teen Court.
Ms. Eichorst presented the Teen Court update including the departments within
the City who utilize Teen Court defendants as volunteers, responsibilities of the
Coordinator, and an overview of the program. Additionally, she announced the
upcoming Teen Court Scholarship Gala on Thursday, April 27, 2017, from 6:00
p.m. to 9:00 p.m. at the Hurst Conference Center.
➢ Assistant to the City Manager Betsy Deck advised that a Household Hazardous
Waste event was held Saturday, April 8, 2017, and reported that 148 cars came
through the event. The alumni members of the Euless Citizens Police and Fire
Associations volunteer and help to make it a fun event.
➢ Finance Director Janina Jewell presented the Financial update for the month
ending February 2017, and advised that car rental tax collection was down two
percent for the month and even year to date.
➢ Assistant City Manager Chris Barker presented the Library update and advised
that he and other staff members have toured recently renovated libraries including
the City of Coppell and reviewed their plans for providing services during the
construction. As a result, staff believes that library services, excluding
programming, can be provided at the former fire station building located on
Westpark Way.

Discussion ensued regarding directional signage and the impact of the highway
construction.
Additionally, Assistant City Manager Barker advised of an Interlocal Agreement
for ebooks that is currently being drafted between Euless and several other local
cities. Library Administrator Sherry Knight outlined the details in the Interlocal
Agreement
➢ Assistant City Manager Barker presented an update regarding the City Hall plaza
renovation and displayed the recently installed landscaping between City Hall and
the Library. He advised of the need to move slightly the nearby Elisha Adam
Euless historical marker to alleviate drainage issues.
CLOSED SESSION
The City Council convened into closed session at 6:02 p.m. for deliberation regarding the
following:
Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas
Government Code related to:
• Sarah H. Pengelly and Ashley Pengelly vs City of Euless
The City Council recessed closed session at 6:39 p.m.

PLEDGE OF ALLEGIANCE
Mayor Pro Tem Perry Bynum led the pledge of allegiance.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Fire Chief Wes Rhodes introduced Firefighter II/Paramedic Rob Butler. Rob was
accompanied by his wife, Kristy, son, Brody, grandmother, Mary Evans, mother, Jane,
father, Jim, and members of the Fire Department. Mayor Martin presented Rob with a
service pin commemorating his 5 years of service with the City.
Fire Chief Wes Rhodes introduced Firefighter/Paramedic Cody Hughes. Cody was
accompanied by his girlfriend, Brianne Odom, mother, Polly Boone, father, Billy Hughes,
aunt, Patty Pierce, and members of the Fire Department. Mayor Martin presented Cody
with a service pin commemorating his 5 years of service with the City.
Fire Chief Wes Rhodes introduced Firefighter/Paramedic Matt Sanders. Matt was
accompanied by his wife, Adry, and members of the Fire Department. Mayor Martin
presented Matt with a service pin commemorating his 5 years of service with the City.
Police Chief Mike Brown introduced Lieutenant Brandon Zachary. Brandon was
accompanied by his wife, Susan, daughter, Ella, son, Ethan, and members of the Police
Department. Mayor Martin presented Brandon with a service pin commemorating his 20
years of service with the City.
ITEM NO. 2. PRESENTATION OF PROCLAMATION

Mayor Martin presented a proclamation to Jamie Harton, Volunteer Coordinator, Alliance
for Children, proclaiming the month of April 2017 as Child Abuse Prevention Month.
Ms. Harton thanked the City Council for their support and briefly explained the mission of
Alliance for Children.
REGULAR AGENDA
ITEM NO. 3. APPROVED RESOLUTION NO. 17-1505
Assistant City Manager Barker advised that approval of the Resolution would suspend
the effective date of proposed rate changes for 90 days after the date the rate change
would otherwise be effective. Doing so will allow the Steering Committee of Cities served
by Oncor more time to adequately review the proposed changes and to establish
reasonable rates.
Council Member Stinneford motioned to approve Resolution No. 17-1505, suspending
the April 21, 2017 effective date of Oncor Electric Delivery Company's requested rate
change.
Council Member Eilenfeldt seconded the motion.

Tompkins, Price, and Eilenfeldt

Mayor Martin declared the motion carried.
ITEM NO. 4. APPROVED AWARD OF BID NO. 006-17
Mayor Martin advised that Bid No. 006-17 is a construction contract awarded to Excel 4
Construction Inc., 5733 Hart Street, Fort Worth, Texas, for the replacement of sanitary
sewer mains in portions of the Cedar Hill Estates Addition and authorize the City Manager
to enter into a contract with Excel 4 Construction Inc. to install new eight inch lines. The
estimated expenditure is $119,465.
Council Member Tompkins motioned to approve award of Bid No. 006-17, for a
construction contract to Excel 4 Construction, Inc. for the replacement of sanitary sewer
mains in portions of the Cedar Hill Estates Addition.
Mayor Pro Tem Bynum seconded the motion.

Tompkins, Price, and Eilenfeldt

ITEM NO. 5. AUTHORIZED PURCHASE OF MICROSOFT SOFTWARE

Mayor Martin advised that the purchase authorizes a three-year agreement with the
Microsoft Corporation through SHI Government Solutions for the purchase of Microsoft
jsoftware. The total expenditure is $76,085.60 over the three year term.

Council Member Price motioned to authorize the purchase of Microsoft Software through
the State of Texas Department of Information Resources contract.
Council Member Stinneford seconded the motion.

Tompkins, Price, and Eilenfeldt
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 6. APPROVED CITY COUNCIL MINUTES
Council Member Tompkins motioned to approve the minutes of the regular meeting of
March 28, 2017.
Mayor Pro Tem Bynum seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Bynum, Council Members Stinneford,
Tompkins, Price, and Eilenfeldt
Nays: None
Mayor Martin declared the motion carried.

City Council
Mayor Pro Tem Bynum expressed his appreciation to the Fire Department for their
response during a recent call to attend to his mother. She is back home and doing well.
Mayor Martin announced the upcoming Plant Swap event to be held Saturday, April 22,
2017, 9:00 a.m. to 11:00 a.m., Parks Greenhouse. Additionally, she wished everyone a
safe and wonderful Easter weekend.
