PLANNING AND ZONING COMMISSION
APRIL 4, 2017
MINUTES
A regular meeting of the Planning and Zoning Commission was called to order by
Chairman Richard McNeese at 5:30 p.m. on April 4, 2017 in the Pre-Council Conference
Room of City Hall, 201 North Ector Drive. Those present included Chairman Richard
McNeese, Vice Chairman LuAnn Portugal, and Commission Members: Eric Owens,
Kenny Olmstead, Ronald Dunckel, Steve Ellis, and Brad Bauer.
During the Pre-Session Meeting:
➢ Senior Planner Stephen Cook reviewed the regular agenda.
➢ Director of Planning and Economic Development Mike Collins presented the
Development Update.
PLANNING AND ZONING CONSIDERATION OF SCHEDULED ITEMS — PRE-
COUNCIL CONFERENCE ROOM
The Euless Planning and Zoning Commission continued their meeting in the Council
Chambers at 6:34 p.m. for consideration of scheduled items.

Chairman McNeese gave the invocation.

Commissioner Ellis led the pledge of allegiance.
ITEM 1. APPROVED PLANNING AND ZONING MINUTES
Commissioner Dunckel made a motion to approve the minutes for the regular meeting
of March 21, 2017. Commissioner Ellis seconded the motion. The vote was as follows:

Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members:

Chairman McNeese declared the motion carried. (6-0-1)
ITEM 2. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO. 17-
03-SUP AND RECOMMENDED AN ORDINANCE
Chairman McNeese opened the public hearing at 6:37 p.m.
Senior Planner Stephen Cook gave a brief description of the case. Mr. Nehrke is the
business owner of TLS Auto Specialist. He moved his business location on Trinity
Boulevard in Fort Worth to the larger facility at 1108 Westpark Way. The existing building
is approximately 5,000 square feet. The building was originally developed as a light
industrial building and has been used appropriately as an auto repair service. The
applicant has been made aware of the typical conditions for auto-related services
Since moving to the new location, TLS Auto Specialist has not had any complaints or
issues with code compliance. The Development Services Group (DSG) has reviewed and
certified the application has met all of the information required for consideration by the
City of Euless.
Staff recommends approval with the following conditions:
a. Tied to the business owner, Fred Nehrke Jr; and,
b. Tied to the business name, Nerkwest Tool LLC dba TLS Auto Specialist;
and,
c. All repair of vehicles, including but not limited to: tire repair, mechanical
repair and maintenance operations will be conducted within the building. No
work will be conducted exterior to the building; and,
d. Outdoor storage of vehicles or merchandise is not permitted within view of
the public right-of-way; and,
e. All tires stored on site whether new or used, shall be stored in a manner
that is screened from public view from the right-of-way and shall be stored
under cover so as to not allow the collection of rainwater in the tires; and,
f. The services allowed at this facility are as follows: Bumper to bumper
vehicle inspections; Oil and Lube Services; Air/Cabin Filter services; fuel
injection services; Fuel tank and fuel pump service repairs; Emission
component service and repair; coolant system repairs; Power steering fluid
services; Transmission fluid services; Brake fluid services; Tune up
services; Engine diagnosis; Transmission & driveline repairs; Engine

Service & repairs; Front end alignment service and repairs; Steering &
suspension repairs; Engine and body electrical system repairs; Brake
system service and repairs; Air conditioning service and repair and Battery
service and repair.Auto Services not listed here are thereby prohibited; and,
g. The Specific Use Permit may be revoked if one or more of the conditions
imposed by this permit has not been met or has been violated.
Chairman McNeese asked to hear from any proponents/opponents who wished to speak.
Seeing none, Chairman McNeese closed the public hearing at 6:39 p.m.
There were no further questions or comments presented by the Commission.
Vice Chairman Portugal made a motion to recommend approval of Case No. 17-03-SUP
for a Specific Use Permit on Kitty House Addition Block 2, Lot 3, 1108 Westpark Way, for
Specific Service Automotive Repair in Texas Highway 10 Multi-use (TX-10)zoning district
with the conditions as presented.
Commissioner Olmstead seconded the motion. The vote was as follows:

ITEM 3. HELD A PUBLIC HEARING FOR AN AMENDMENT OF THE UNIFIED
DEVELOPMENT CODE CASE NO. 17-01-UDC AND RECOMMENDED AN
AMENDMENT
Chairman McNeese opened the public hearing at 6:40 p.m.
Senior Planner Stephen Cook gave a brief description of the case. The City of Euless
currently has minimum standards of roof pitch throughout the zoning standards of the
Unified Development Code. A roof pitch of 6:12 is required in the R-1 and R-1 L zoning
districts and a pitch of 8:12 within the R-1 C zoning district. The requirement of a roof pitch
within zoning is done in many different cities. The purpose of the roof pitch is to establish
a standard of attractive and high quality construction of single-family homes throughout
the community. The similarity of regulation creates consistency of design, which can help
stabilize residential values within neighborhoods of homes similar in square footage.
However, the minimum standard does limit the variety and innovation of different
architectural styles.

The proposed Unified Development Code amendment creates an exception to the
minimum standard in a specific circumstance.A roof pitch minimum would not be required
on single family detached dwellings located within lots of a minimum of one (1) acre in
size. This could allow houses of a more modern, contemporary aesthetic to be designed
and built on one acre lots (or greater) within single family detached dwelling districts. All
other development standards of the zoning districts would be required to be in
compliance. The size of the lot at a one acre minimum limits the number of potential
locations that this exception could be utilized. These lots, where the placement of the
home is central to the lot, would have greater separation distances from adjacent parcels
and have less of a potential impact on those properties.
Staff is recommending the following proposed amendments to the ordinance:
Sec. 84-130 Exceptions to site development standards:
(14) Roof Pitch exceptions. No minimum roof pitch regulation shall be required for a
single family detached dwelling constructed on a parcel one (1) acre in size or greater,
provided that all other district site development standards are in compliance.
Chairman McNeese asked to hear from any proponents/opponents who wished to speak.
Seeing none, Chairman McNeese closed the case at 6:42 p.m.
Commissioner Ellis made a motion to recommend an Ordinance to amend to the Code of
Ordinances Chapter 84 "Unified Development Code" Article IV, "Zoning District
Regulations", Division 3, "Exceptions to District Site Development Standards", Section
84-130, "Exceptions to District Site Development Standards", (14) "Roof Pitch
Exceptions", by providing exceptions for minimum roof pitch standards.
Commissioner Dunckel seconded the motion. The vote was as follows:

Owens, Olmstead, Dunckel, Ellis, and Bauer.
Nays: None
Abstention: None
Chairman McNeese declared the motion carried. (7-0-0)
