HomeMy WebLinkAbout2017-02-25 WorksessionCITY OF EULESS CITY COUNCIL MID -WINTER WORKSESSION FEBRUARY 25, 2017 TEXAS STAR CONFERENCE CENTER EULESS, TEXAS Mayor Martin called the worksession to order at 8:30 a.m. at the Texas Star Conference Center in Euless, Texas. Those present included: Mayor Linda Martin (absent to attend funeral from 10:21 a.m. and returned at 12:24 p.m.) Mayor Pro Tem Perry Bynum (arrived 9:32 a.m.) Council Member Jeremy Tompkins Council Member Eddie Price Council Member Linda Eilenfeldt Council Member Harry Zimmer City Manager Loretta Getchell Deputy City Manager Bob Freeman Assistant City Manager Chris Barker Director of Finance Janina Jewell City Secretary Kim Sutter Parks and Community Services Director Ray McDonald (a.m. only) Library Administrator Sherry Knight (a.m. only) Absent: Council Member Tim Stinneford City Manager Loretta Getchell welcomed everyone and reviewed the topics to be covered. Solid Waste and Recycling Services Assistant City Manager Chris Barker presented an update related to the solid waste and recycling rates, and advised that staff will begin rate negotiations with the current providers soon as the current agreements expire February 28, 2018. Discussion ensued regarding the solid waste and recycling services currently provided. Wayfindinq Signage Assistant City Manager Barker presented the proposed language and locations (5) for the wayfinding signage and advised that existing non -conforming signs would be removed. Several members of the Council expressed concern with regard to using `Family Life Center' as the descriptor for the recreation center. Staff agreed to review other options. Library Renovation Library Administrator Sherry Knight outlined the known issues and limitations of the current library facility, including ADA considerations. She also reviewed the "wants", and future of the libraries and requested feedback from the City Council. Assistant City Manager Barker reviewed the construction timeline and advised that staff is Council Mid -Winter Worksession Minutes Page 2 of 3 February 25, 2017 reviewing several options for continuing to offer library services during the remodeling period, including temporary facilities. He advised that the current timeline indicates that the library will re -open in March 2020. Water Wells Assistant City Manager Barker presented the findings of the consultant related to the city's water wells, including the condition and feasibility to continue to operate the city's three (3) water wells. He acknowledged the age and ongoing maintenance issues and stated that the city will need to consider redrilling the wells at some point. He advised that staff's recommendation would be to redrill two (2) of the three (3) wells (Fuller and Far North well) at an estimated cost of $3.5 to $4 million per well site and funding will need to be considered in the FY 2018 budget. Capital Improvement Plan Assistant City Manager Barker provided an update relative to the reclaimed water project. He advised that three (3) of the six (6) phases are complete. Construction of the remaining three (3) phases is expected to be complete in Fiscal Year 2019. The City Council recessed briefly for lunch at 12:06 p.m. and reconvened the worksession at 12:14 p.m. Capital Improvement Plan (continued) Assistant City Manager Barker provided an update relative to street maintenance program. Parks Master Plan Parks and Community Services Director McDonald introduced Sam Jones, Landscape Architect, GSBS Architects. Mr. Sam Jones advised that GSBS evaluated the city's park system and outlined recommendations for uses of JA Carr, Kiddie Carr, and Wilshire Parks. Discussion ensued regarding the recommendations. Closed Session The City Council convened into closed session at 2:20 p.m. for deliberation regarding the following: Purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code. The City Council recessed closed session at 3:01 p.m. Chapter 84 Unified Development Code Update City Manager Getchelll addressed the City Council regarding the Unified Development Code (UDS) relative to Standard Industrial Classification Code 5921 (liquor stores). In closing, Council Member Tompkins inquired about the regulations related to roadside memorials. Council Mid -Winter Worksession Minutes Page 3 of 3 February 25, 2017 City Manager Getchell responded that the Texas Department of Transportation has a policy and staff can review. Mayor Martin expressed her appreciation to the City Council for their attendance at the various banquets held throughout the month.
