EULESS CITY COUNCIL
Tuesday, April 25, 2017
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, April 25, 2017, in the Precouncil Conference Room of City Hall,
201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem
Perry Bynum, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price, Linda
Eilenfeldt, and Harry Zimmer.
During the Precouncil meeting:
Mayor Linda Martin announced that the Presidential Volunteer Awards ceremony
held Monday, April 24, 2017, was wonderful and wished Council Member Linda
Eilenfeldt a happy 40th wedding anniversary.
➢ Council Member Eddie Price advised that the 6Stones Community Powered
Revitalization (CPR) event held Friday, April 21, 2017, and Saturday, April 22,
2017 was excellent.
➢ Mayor Martin recognized Director of Planning and Economic Development Mike
Collins and Code Inspector James Patterson for going above and beyond during
the CPR event by mowing a yard unrelated to the event because they saw the
need.
➢ City Secretary Kim Sutter advised that an application for a petition to hold a local
option election was received Monday, April 24, 2017, and the petition is expected
to be issued Friday, April 28, 2017. She advised that the petitioner is given 60
days to collect the 2,881 valid signatures to prompt an election.
➢ Mayor Martin advised that 229 people voted Monday, April 24, 2017, in the first
day of early voting for the May 6 General Election.
➢ City Manager Loretta Getchell made several announcements:
• Trinity High School GAP Club Walk-a-thon held Saturday, April 22, 2017,
raised $21,105;
• Police Lieutenant Troy Remington's retirement reception, Wednesday, April
26, 2017, 1:00 p.m., Municipal Court;
• Firefighter II/Paramedic Tom Tyre's retirement reception, Wednesday, April
26, 2017, 2:30 p.m., Fire Training Room; and
• Arbor Daze, Saturday, April 29, 2017, 10:00 a.m. to 9:00 p.m., weather
permitting.
➢ Fire Chief Wes Rhodes announced that Fire Captain Keith Smith will retire May
31, 2017, with a retirement reception to be held Thursday, June 1, 2017.

➢ Assistant to the City Manager Betsy Deck announced that the Plant Swap held
Saturday, April 22, 2017, was a great event and a lot of fun. She advised that the
next gardening event will be Grocery Store Gardening on Thursday, May 4, 2017
at 7:00 p.m., City Hall.
➢ City Manager Getchell reviewed the regular agenda.
➢ City Manager Getchell introduced Jeri Harwell, Municipal Services Manager,
Republic Waste Services.
Ms. Harwell presented the 2016 annual report and reviewed the contractual
services to the City. She advised that the current contract will expire February 28,
2018. She presented statistical information related to residential, commercial, and
industrial tonnage and mentioned free services offered to the City including
curbside Christmas tree collections and landfill access.
➢ Fire Chief Rhodes announced that the Fire Department underwent the Insurance
Services Office (ISO) re-inspection process and the City of Euless was able to
maintain the ISO Level 1 rating. He explained that, in 2008, the City first earned
this rating becoming the first community in Tarrant County to earn the ISO 1 rating
and explained the process required for the re-inspection.
➢ Assistant City Manager Chris Barker provided an update on the Animal Shelter
Advisory Board and advised that there are four statutorily required positions on the
board, including one representative from an animal welfare organization. Kenneth
Horn, who worked for the City of Bedford, was the Board's animal welfare
organization representative. The City Council will be asked at the next meeting to
appoint Scott Cepak, a retired Fort Worth K9 Police Officer who now works for the
City of Bedford as a Lead Animal Control Officer.

Additionally, he announced that Southgate Constructors will hold a meeting at City
Hall on Wednesday, April 26, 2017, at 9:00 a.m. to make an announcement
regarding the Main Street bridge.
➢ Police Chief Mike Brown advised that DFW Airport has awarded a contract to
repair the bridge that spans Glade Road on the airport property (east of SH 360)
with an estimated completion in six months.
➢ Director of Planning and Economic Development Mike Collins presented the
Development update, including commercial and residential development.
➢ Director of Public Works and Engineering Hal Cranor presented the quarterly
Public Works update, including the water meter replacement project, the status of
the Main Street bridge, and new employees.

➢ Finance Director Janina Jewell presented the Financial report for the period ending
March 31, 2017.
➢ City Manager Getchell provided a brief explanation of the use of employee
purchase cards and the employee statewide pension system as it relates to the
Comprehensive Annual Financial Report (CAFR).
The City Council recessed the Precouncil session at 6:51 p.m.

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR MAY
Police Chief Mike Brown introduced Patrol Secretary Carla Voss. Carla was accompanied
by her partner, Steve, and members of the Police Department.
Mayor Martin presented Carla with a plaque and certificate commemorating her selection
as employee of the month for May 2017.
ITEM NO. 2. PRESENTATION OF PROCLAMATION
Council Member Tompkins presented a proclamation to Parks and Community Services
Director Ray McDonald, proclaiming April 29, 2017, as Arbor Day.
Mayor Martin announced the upcoming Arbor Daze event on Saturday, April 29, 2017, at
Midway Park.
ITEM NO. 3. PRESENTATION OF PROCLAMATION
Mayor Martin presented a proclamation to the Volunteers of America Texas celebrating
100 years of service.
ITEM NO. 4. PRESENTATION OF QUARTERLY FINANCIAL REPORT FOR
PERIOD ENDING MARCH 31, 2017
Finance Director Jewell presented the quarterly financial report for the period ending
March 31, 2017.

Mayor Martin asked Assistant City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 5
through 7.

ITEM NO. 5. AUTHORIZED CITY MANAGER TO EXECUTE A CONTRACT
FOR THE PURCHASE OF OFFICE SUPPLIES
Authorized the City Manager to execute a contract with Office Depot for a one year period
for the purchase of office supplies through the National Intergovernmental Purchasing
Alliance. This is a unit price contract and the actual annual expenditure will be determined
by actual quantities ordered. The estimated expenditure is $75,000.
ITEM NO. 6. AUTHORIZED PURCHASE OF A SANITARY SEWER TRUCK
Authorized the purchase of a sanitary sewer truck cab and chassis, from Silsbee Ford,
1211 Highway 96 North, Silsbee, Texas, through the GoodBuy Cooperative Purchasing
Program. This purchase is an emergency request and the replacement request will be for
the cab and chassis only. The unit is scheduled for routine replacement in FY2020,
however due to an engine failure on the truck chassis, immediate replacement is
necessary for continuation of services. The sewer jetter body will be removed from the
current chassis and remounted on the replacement chassis. The planned replacement
cycle will remain as scheduled for the sewer jetter body. The estimated expenditure is
$43,087.50.

ITEM NO. 8. HELD PUBLIC HEARING AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2153
Mayor Martin opened the public hearing at 7:18 p.m.
Director of Parks and Community Services McDonald presented the item to the City
Council and advised that the Parks and Community Services Department, the Police
Department, and the Fire Department plan to offer elementary aged day camps for
children this summer. The Texas Legislature requires that certain municipal programs
for elementary aged children (5-13 years old) meet day care licensing requirements, or
file for an exemption (Section 42.02 (b) (14) of the Human Resources Code). In order to
receive exempt status, a municipality must submit a copy of the program standards,
notice of a public hearing for the programs, and the ordinance adopting the standards.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:19 p.m.
Council Member Eilenfeldt motioned to approve the first and final reading of Ordinance
No. 2153, renewing the Youth Programs Standards of Care for the operation of youth-
based programs and services.

ITEM NO. 9. HELD PUBLIC HEARING FOR AMENDMENT TO UNIFIED
DEVELOPMENT CODE NO. 17-01-UDC AND APPROVED FIRST
AND FI
' NAL READING OF ORDINANCE N0. 2151
Mayor Martin opened the public hearing at 7:20 p.m.

Director of Planning and Economic Development Collins presented the item to the City
Council. He explained that the City of Euless currently has minimum standards of roof
pitch throughout the zoning standards of the Unified Development Code. A roof pitch of
6:12 is required in the R-1 and R-1 L zoning districts and a pitch of 8:12 within the R-1 C
zoning district. The purpose of the roof pitch is to establish a standard of attractive and
high quality construction of single-family homes throughout the community. The proposed
Unified Development Code amendment creates an exception to the minimum standard in
a specific circumstance. A roof pitch minimum would not be required on single family
detached dwellings located within lots of a minimum of one acre in size. This could allow
houses of a more modern, contemporary aesthetic to be designed and built on one acre
lots (or greater) within single family detached dwelling districts. Additionally, the Planning
and Zoning Commission held a public hearing on April 4, 2017, and recommended
approval of the amendment to the Code of Ordinances by a vote of 7-0-0 with the following
addition:

Sec. 84-130 Exceptions to district site development standards:
(14) Roof Pitch exceptions. No minimum roof pitch regulation shall be required for a single
family detached dwelling constructed on a parcel one acre in size or greater, provided
that all other district site development standards are in compliance.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:22 p.m.
Council Member Price motioned to approve Ordinance No. 2151, amending the City of
Euless Code of Ordinances, Chapter 84, "Unified Development Code,"Article IV, "Zoning
District Regulations," Division 3, "Exceptions to District Site Development Standards,"
Section 84-130, "Exceptions to District Site Development Standards," by adding
Subsection (14) "Roof Pitch Exceptions," providing for the exception of a minimum roof
pitch in certain circumstances.
Council Member Stinneford seconded the motion.

ITEM NO. 10. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 17-
03-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2152
Mayor Martin opened the public hearing at 7:23 p.m.
Director of Planning and Economic Development Collins presented the item to the City
Council. He advised that the applicant, Fred Nehrke, Jr, representing Nerkwest Tool LLC
dba TLS Auto Specialist, moved his business location on Trinity Boulevard in Fort Worth
to a larger, 5,000 square foot facility at 1108 Westpark Way. The building was originally
developed as a light industrial building and has been used appropriately as an auto repair
service. Additionally, the Planning and Zoning Commission held a public hearing on April
4, 2017, and recommended approval of the specific use permit by a vote of 7-0-0 with the
following conditions:
1. Tied to the business owner, Fred Nehrke Jr;
2. Tied to the business name, Nerkwest Tool LLC dba TLS Auto Specialist;
3. All repair of vehicles, including but not limited to: tire repair, mechanical repair and
maintenance operations will be conducted within the building. No work will be
conducted exterior to the building;
4. Outdoor storage of vehicles or merchandise is not permitted within view of the
public right-of-way;
5. All tires stored on site whether new or used, shall be stored in a manner that is
screened from public view from the right-of-way and shall be stored under cover
so as to not allow the collection of rainwater in the tires;
6. The services allowed at this facility are as follows: Bumper to bumper vehicle
inspections; Oil and Lube Services; Air/Cabin Filter services; fuel injection
services; Fuel tank and fuel pump service repairs; Emission component service
and repair; coolant system repairs; Power steering fluid services; Transmission
fluid services; Brake fluid services; Tune up services; Engine diagnosis;
Transmission & driveline repairs; Engine Service & repairs; Front end alignment
service and repairs; Steering & suspension repairs; Engine and body electrical
system repairs; Brake system service and repairs; Air conditioning service and
repair and Battery service and repair. Auto Services not listed here are thereby
prohibited; and
7. The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.

Council Member Tompkins motioned to approve Ordinance No. 2152, a Specific Use
Permit for Specific Service Automotive Repair on Kitty House Addition, Block 2, Lot 3,
1108 Westpark Way in the Texas Highway 10 Multi-Use District (TX-10).
Council Member Zimmer seconded the motion.

Preservation Committee.

City Council
Mayor Pro Tem Bynum expressed his appreciation to Director of Planning and Economic
Development Collins and his staff for diligently working with a citizen to build their dream
home by amending the City's Code of Ordinances (Agenda Item #9).
Council Member Stinneford congratulated the volunteers who received the Presidential
Volunteer Award at a ceremony held Monday, April 24, 2017, at City Hall.
Additionally, Mayor Martin expressed her appreciation to Tarrant County District Attorney
Sharen Wilson for speaking at the ceremony.
Mayor Martin announced several upcoming events:
• Saturday, April 29, 2017, Arbor Daze, Euless Family Life Center, 10:00 a.m. to
9:00 p.m.;
• Saturday, May 6, 2017, HEB Reads — Summer Reading Challenge Kick-Off
Party, Pennington Field, 10:00 a.m. to 1:00 p.m.; and
• Saturday, May 6, 2017, Election Day, Mary Lib Saleh Euless Public Library,
7:00 a.m. to 7:00 p.m.
Mayor Martin announced that early voting began Monday, April 24, 2017, and continues
through Tuesday, May 2, 2017, and announced the candidates as they will be listed on
the ballot for the May 6, 2017 City of Euless General Election:
