AN ORDINANCE ADOPTING THE 1988 REVISED CODE OF
RULES AND REGULATIONS OF THE DALLAS —FORT WORTH
INTERNATIONAL AIRPORT BOARD DEFINING CERTAIN
TERMS; REGULATING TRAFFIC AND TRAVEL WITHIN THE
DALLAS —FORT WORTH INTERNATIONAL AIRPORT;
PROHIBITING OR OTHERWISE REGULATING CERTAIN
PERSONAL CONDUCT RELATING TO RESTRICTED AREAS,
ANIMALS, FUND SOLICITATION AND DISTRIBUTION,
LITTER, OBSTRUCTION TO AVGATION, DEMONSTRATIONS,
CAMPING, SWIMMING OR PICNICKING, NOISE, TABLES,
CHAIRS AND OTHER SUCH OBSTRUCTIONS, FRAUDULENT
MISREPRESENTATION, UNAUTHORIZED USE AND
TRANSFER OF AUTHORIZATION, AND TEMPORARY OR
PERMANENT RESIDENCE; REGULATING TAXIS, BUSES,
LIMOUSINES, AND COURTESY VEHICLES OPERATING ON
AIRPORT PROPERTY; REGULATING INTRODUCTION OF
POLLUTANTS, REGULATING CONTRACT FUNDING;
REGULATING CERTAIN COMMERCIAL ACTIVITIES
RELATING TO SOLICITATION, SIGNS, ADVERTISEMENTS
AND COMMERCIAL PHOTOGRAPHY AND NEWSRACK
DISTRIBUTION OF LITERATURE, ESTABLISHING CERTAIN
PROCEDURES FOR THE ADOPTION OF ADDITIONAL RULES,
REGULATIONS AND ORDERS, AND THE ISSUANCE OF
CITATIONS; PROVIDING FOR A FINE OF NOT TO EXCEED
TWO HUNDRED DOLLARS ($200.00) FOR ANY VIOLATION
THEREOF; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING AN EFFECTIVE DATE; AND DECLARING AN
EMERGENCY.
WHEREAS, Articles 46d -7 and 46d -14, Revised Civil Statutes of Texas, and
Paragraph 8.F of the Contract and Agreement Between the City of Dallas, Texas,
and the City of Fort Worth, Texas, dated and effective as of April 15, 1968,
authorize and empower the Board of Directors of the Dallas —Fort Worth
International Airport, by a duly adopted Order, to adopt and enforce Rules and
Regulations for the orderly, safe, efficient and sanitary operation of the Airport, and
to prescribe reasonable penalties for the breach of any rule or regulation not
exceeding more than Two Hundred Dollars ($200.00) fine; and
WHEREAS, the Board has deemed it necessary, under the authority and for the
health, safety, and general welfare of users of the Airport, and for the public
convenience and necessity, to regulate commercial activities at the Airport; and
WHEREAS, the City Councils of the Cities of Dallas and Fort Worth have
approved the 1988 Revised Code of Rules and Regulations of the Dallas —Fort Worth
International Airport Board in order that the provisions thereof shall have the same
force and effect within the boundaries of the Dallas —Fort Worth International
Airport as such Order would have in the Cities of Dallas and Fort Worth; and
WHEREAS, it is the intent of the Board to recodify the existing Code of Rules
and Regulations of the Dallas -Fort Worth International Airport Board and thereby
repeal and replace all prior existing Code provisions; and
WHEREAS, it is the desire of the Board that the City Council of the City of
Euless adopt the 1988 Revised Code of Rules and Regulations insofar as the same
addresses conduct within those portions of the Airport within the corporate city
limits of the City of Euless; and
WHEREAS, the Euless City Council desires to adopt such 1988 Revised Code of
Rules and Regulations so as to effect a uniform Code of Rules and Regulations
applicable throughout the Dallas -Fort Worth International Airport.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS:
I.
That the 1988 Revised Code of Rules and Regulations of the Dallas -Fort Worth
International Airport Board is hereby adopted as part of the ordinances of the City
of Euless, and the attached copy thereof, and one (1) additional copy thereof marked
"Exhibit A" and filed in the official records of the Board for permanent record and
inspection, are incorporated herein by reference.
II.
That the previous Rules and Regulations of the Dallas -Fort Worth International
Airport Board adopted by the City of Euless are hereby repealed and replaced by the
1988 Revised Code of Rules and Regulations of the Dallas -Fort Worth International
Airport Board.
III.
That the violation of any provision of the 1988 Revised Code of Rules and
Regulations of the Dallas -Fort Worth International Airport Board where an act or a
failure is made to act is made an offense or otherwise prohibited, shall be punishable
by a fine not to exceed Two Hundred Dollars ($200.00), and each day a violation shall
continue shall constitute a separate offense; provided, however, where the offense is
one for which a penalty if fixed by state law, the latter penalty shall govern.
IV.
That it is hereby declared to be the intention of the City Council that the
sections, paragraphs, sentences, clauses and phrases of this ordinance are severable,

and if any phrase, clause, sentence, paragraph or section of this ordinance shall be
declared invalid or unconstitutional by the valid judgment or decree of any court of
competent jurisdiction, such invalidity or unconstitutionality shall not affect any of
the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance,
since the same would have been enacted by the City Council without the
incorporation in this ordinance of any such invalid or unconstitutional phrase, clause,
sentence, paragraph or section.
V.
This ordinance shall be in full force and effect from and after its passage and
publication as provided by the Euless City Charter and the laws of the State of Texas.
VI.
By the affirmative vote of four or more of its members, the City Council
declares that this is an ordinance for the immediate preservation of the public
peace, property, health, and safety, and is an emergency measure within the meaning
of Article II, Section 11 of the City Charter; and the requirement that it be read at
two meetings, as specified in Section 11, is hereby dispensed with.
PRESENTED AND PASSED on first and final reading on the 97rh day
of SPnrpmhpr, 1988, at a regular meeting of the City Council of the City of Euless,
Texas, by a vote of 5 ayes, n nayes and n abstentions.
