HomeMy WebLinkAbout1963-09-04Call ed Meeting Euless City Council September 4, 1963 CALL TO ORDER A called meeting of the Euless City Council was called to order at 8:05 p.m. by Mayor Fuller. Councilmen present were Bobby Fuller, Billy Byers, Roy Braswell, and H. M, Huffman. Also present were City Manager W. F. Condron, Jr., City Secretary Vada Ferris, City Attorney James Cribbs, and City Engineer Jim Davies. U I S ITORS Visitors present were Tax Assessor /Collector W. E. Smith, Building Inspector Jack Bullard, Planning and Zoning Board members Henry Uselton, Jr. , Frank Douglass, J. A. Horton, and Edward Smith; Board of Equalization member Luther Anders; - other visitors were Messrs. H, F. Ball and D. R. Dunaway. I. DISCUSSION OF TAX ARRANGEMENT 477 Mayor Fuller stated that Tax Assessor /Collector Smith and members of the Board of Equalization had been invited to attend the meeting in order for a question and answer session to be held concerning the meetings of future Boards of Equalization. Several members of the council commented that they considered that the Boards of Equalization of Euless, Hurst, Bedford, and the School District should hold joint meetings. It was also suggested that, perhaps, one member of the Board of Equalization from each town should meet with the Tax Assessor /Collector and the Board of Equalization appointed by the School Board. It was mentioned that one member of the Board of Equalization from Euless might take complaints and /or problems to the tax assessor /collector, should there be complaints. The Tax Assessor /Collector informed members of the council that the names of members of the Board of Equalization should be sub- mitted to his office by My 1st each year. Another suggestion was that one Board of Equalization might be feasible, members being from each town and the School Borad. After considerable discussion, it was decided that any comments, questions, or complaints, should be directed, in writing, to the City Manager, who in turn will see they are executed to the proper persons. City Manager Condron thanked NA Anders, member of the Board of Equalization, for appearing before the Council. NIc Condron stated that all members of the Board of Equal- ization had been invited to the meeting, but had been unable to attend. Also, he thanked Tax Assessor /Collector Smith for his comments to the Council. Ni Smith stated that he was most anxious to work with the council members and wanted to work in a manner that would be beneficial to the citizens of the City of Euless. 11. DISCUSSION OF CAPITAL UPUANIEN17 PROPOSAL City Manager Condron read the letter of trans- mittal which was attached to copies of the Capital Improvement Proposal (copies having been submitted to members of the council at a previous meeting.) 1+ A7 (Page Two, Called Meeting, Euless City Council, September 4, 196 3) then commented on the proposal, stating that Park I pertains to Street Improve- ments and Part II pertains to Drainage. Me Condron stated that this is a proposal, suggestions and comments are desirable, that by discussing this proposal it can possibly be determined where the need for improvement is the greatest. Nt Condron read names of the streets, proposed widths, costs, etc., as the engineer pointed the streets out on a map. The City Manager informed those present that street improvements can be paid for, partly by assessing the citizens, however, drainage improvements must be paid for by the City. After still further discussion, it was suggested that the engineer should present his comments and recommendations on the items discussed to the City Manager. Councilman Braswell stated that he considered that the width of streets should conform to the Master Plan, sixty foot roadway on North and South Main, four movingg lanes and no parking on this thoroughfare. Councilman Fuller commented that he considered that the Council should abide by the original plans. After still further discussion, it was decided to permit forty - four foot street widths, and determine how many property owners would be affected on North Main Street by using this width. The members of the Council requested that this information be secured by the City Manager and reported to the Council. It was also suggested that thirty foot width for streets be considered in residential areas, and forty -four foot for major thoroughfares. City Manager Condron stated that this discussion was a method of determining which projects the boards wanted to undertake. Mc Condron also informed members of the Council that to secure further information andmake further plans would be costly to the engineer. The construction on Pipeline Road in the Baker Industrial District was also mentioned. A statement was made to the effect that federal aid may be obtained for plans of this nature, and Mayor Fuller suggested that the City Manager investigate this possibility. 111. COUNTY SEAL COATING City Manager Condron reported to the Council that the County Commissioner had contacted him and advised that seal coating would be done in this area by his department soon. 1-b requested that the Council advise him which streets they considered needed seal coating. After discussion, the City Manager was requested to work with the County Commissioner on this project. Several mentioned that work of this nature might hurt the Capital Improvement Program, some stated that the street near the South Euless Elementary School needed repairing badly. Councilman Byers stated that he con- sidered that Whitner Street needed to be repaired, that it is bad all through the year. Mayor Fuller recommended work on Main Street and Pipeline Road, but not in any of the additions wehre Capital Improvements were proposed. IV. TANK ACOUISITION FOR UMr N0, 54 City Manager Condron informed members of the Council that the fire truck (unit no. 54) had been purchased from the surplus company and that he and others, had viewed tanks, both home -made and professionally made and that from all reasoning, the professionally made tanks are more efficient and effective. After discussion, Councilman Fuller made the motion, which was seconded by Councilman Byers, that the City Manager secure bids for (Page Three, Called Meeting, Euless City Council, September 4, 1963) the tank and pump for unit No. 54, and present the bid results at the council meeting on September 26, 1963. The motion carried unanimously. V. DATE FOR SECOND COUNCIL MEETING N SEPTEMBER City Manager Condron informed members of the council that the Annual Chamber of Commerce Banquet would be held on Tuesday, September 24, which is the regular council meeting date. After discussion, Thursday, September 26, 1963, was established as the date for the regular meeting of the council. VI. ADJOURNMENT The motion t o adjourn was made by Councilman Braswell, and seconded by Councilman Fuller. The motion carried unanimously and the meeting adjourned at 10:45 p.m. Minutes Approved: /s/ W.
