HomeMy WebLinkAbout1963-10-081 Regular Meeting of the Euless City Council October 8, 1963 CALL TO ORDER The regular meeting of the Euless City Council was called to order at 8:20 P.M. by Mayor W. G. Fuller with the following present: Councilmen Roy Braswell, Billy Byers, H. M. Huffman, and Billy Owens. Also present were City Manager W, F. Condron, Jr., City Secretary Vada Ferris, City Attorney James Cribbs, and City Engineer Jim Davies. I►► •. e Y Councilman Billy Owens presented the invocation. PRESENTATION OF MINUTES Minutes of the regular council meeting of September 26, 1963, were approved by general consent of the members present, The reading of the minutes was not requested. VISITORS Visitors in attendance were: Messrs. Sam Lancaster of Daily News Texan and Mr. Paul Wharton, Architect. I. `CONSIDER FIRST READING OF ORDINANCE REZONING 3 8.7 8 ACRES OUf OF J. P. HALFORD SURVEY, RESIDENTIAL TO OOlMMERCIAL (LOCAL BUSINESS TO APARTMENTS) City Manager Condron read Ordinance No. 204 prepared by City Attorney James Cribbs- concerning rezoning 38.78 acres out of the J. P. Halford Survey, residential to commercial (local business and apartments). Councilmen present viewed the plat in question and, after considerable discussion, Councilman Owens made the motion that the plat be referred to the Planning and Zoning Commission for further consideration and proper signatures; then be submitted to the Council after these procedures had been complied with. The motion was seconded by councilman Byers and carried unanimously. II. LETTER FROM FORT VII - (TRASH DUMPS) City Manager Condron read a letter -from City Manager Brownlee of Fort Worth informing the .City of Euless that one of the trash dumps which had previously been designated as a source of debris causing considerable complaints in the City of Euless, had been closed, and another public trash dump was being cared for by means of a bulldozer being used twice weekly to cover any and all refuse at the dump. A 11 councilmen were pleased with the result -of efforts of Mayor Fuller and City Manager Condron. Councilman Braswell commented that he was most appreciative of their efforts, ii III . CONSIDER FIRST READING ON ORDINANCE CLOSING CROWE DRIVE AT- INTERSECTION OF CROWE DRIVE AND TOPLEA DRIVE Ordinance No. 2,05 was reac by C .ty Manager Condron concerning the closing of a portion of Crowe Drive from Toplea Drive to Sagebrush Drive in the Bell Ranch Terrace Addition. A f t e r discussion, Councilman Owens made the motion that Ordinance No. 205 be adopted as presented. The motion was seconded by Councilman Huffman and carried unanimously. CONSIDER FIRST READING OF ELECTRICAL CODE City Manager Condron informed members of the council that City Attorney James Cribbs had prepared Ordinance No. 206 pertaining to electrical code for the City of Euless as requested by members of the council at a previous meeting. After discussion by members of the council, it was agreed that this ordinance should be presented to the city inspector and members of the electrical board for their study and opinion, and, presented to members of the council by the City Manager for first reading at the next regular meeting of the Council. LTA REPORT ON CURB AND GUTTER - HARWOOD ROAD City Manager Condron read to members of the council an excerpt from the minutes of March 14, 1961, pertaining to curb and gutter for Harwood Road - such work to be done by Euless Developers. EXCERPT Motion was made by Councilman Huffman and seconded by Councilman Braswell that the final plat of Midway, Park Addition No. 3 be approved subject to the following conditions: That, Midway Drive be paved 40 ft. wide west of intersection of Ector Drive. That, Aransas Drive be 40 ft. wide from present pavement to Harwood Road. That, Midway Drive and Aransas Drive be designated as thoroughfare streets and be topped by 2" of asphaltic mixture. And that a curb and gutter be layed along the South side of Harwood Road within limits of plat. A 11 Councilmen present voted in favor of this motion. Mr. Condron also read a letter dated September 30, 1963, written to Euless Developers informing them of the councils' desire that they proceed with curb and gutter for Harwood Road as agreed to previously. After discussion, Councilman Braswell suggested that the City Manager investigate to determine that the grade of the street is adequate for curb and gutter at this time, and, if not, Councilman Braswell expressed that the amount of money necessary to install the curb and gutter might be held in escrow until the capital improvement program began. rj VI . TABULATION OF BIDS ON FOUR NEW POLICE UNITS City Manager Condron informed the council members that. bid letters and specifications for four new police units had been submitted, as approved by the council at a previous meeting, to the following firms: Graff Chevrolet Company Grand Prairie, Texas Hudiburg Chevrolet Company Grapevine , Texas Bob Cooke, Inc. Arlington , Texas Ken Grantham Ford Irving, Texas Hine Pontiac Dallas , Texas and, that all legal procedures had been complied with concerning the securing of bids... notices had been filed with local newspapers concerning the acceptance of bids... and, the hour of 7:30 P.M., October 8, 1963, was the closing period for acceptance of bids. 14e further informed members of the', council that two sealed bids had been received and, if the council so desired, bids would be opened at this time. After discussion, members of _the council requested City Manager Condron to open and read the bids. The bids are as follows: Beck -Bolin Ford Sales Fort Worth, Texas October 7, 1963 Quotation an four 1964 Ford Custom Fordor Sedans, equipped as per bid specification: Each unit $2,095.25 -Four 'units $8,381.00 Trade In'.s: 1963 Ford Fordor 1963 Fordor 1962 Fordor 3,050.00 Total Difference $5,331.00 Bob Cooke, Inc. Ford Dealer October 8, 1963 Arlington ,'Texas Quotation as per bid specification: _ 1964 Ford Custom Fordor Sedan Each unit $2,077.25 Four units .$8.,3.09.00 _... _ Trade In's: one 1963 Ford Fordor one 1963 Ford Fordor one 1962 Ford Fordor 3,1 19.00 Total trade difference $5,190.00 After being informed that other firms contacted had no* submitted bids, Councilman Owens made the motion that four police units be purchased as, per the low bid submitted from Bob Cooke, Inc. Ford Dealer, Arlington... the low bid being $5,.190.00. Councilman Byers seconded the motion which carried unanimously. (Original copy of bids recorded in Minute Book). VII. Councilman Braswell stated that, in his opinion, City Manager Condron had performed his duties as City Manager very admirably and that other city employees were receiving an increase, therefore, he considered that the council should consider an increase for the City Manager. A l l council members present -were in agreement concerning the matter, and after discussion, an increase of three hundred dollars ($300.00) annually was granted to City Manager Condron, to be applied to his expense account, due to the increased travel and meetings, on a motion made by Councilman Huffman and seconded by Councilman Byers; the motion carried unanimously. City Manager Condron thanked the council members for this course of act.ion.. Viii. ESTABLISH DATE FOR PUBLIC HEARING REZONING FROM RESIDENTIAL TO APARTMENTS WILSHIRE VILLAGE City Manager Condron presented Resolution No. 67... a resolution calling a public hearing concerning certain proposed changes in the zoning ordinance (No. 33); and directing that notices be issued in the manner required by law... specifically, the resolution requesting a public heamng for rezoning from residential to apartments for lots in Wilshire Village north of the proposed school site. The date for the public hearing to be established as November 12, 1963. After discussion, Councilman Braswell made the motion that the resolution be adopted as presented setting the date for a public hearing for November l:?, 1963. The motion was seconded by Councilman Owens and carried unanimously. IX . ARCHITECT PRESENTATION Mayor Fuller welcomed Mr . Paul Wharton, Architect, to the meeting, and requested he present his plan for the council's consideration. Mr. Wharton informed members of the council he was a registered architect, and mentioned several firms he had been associated with before establishing his own business. He stated his fee is 6 %; however, a survey and test board would be exclusive of this amount..., and, he would assist in the selection of a site, if requested, and, would welcome any questions or comments frommemberd of the council concerning his work. He presented brochures for the council members to study and thanked them for permitting him to appear before the council. Mayor Fuller expressed appreciation for the presentation by Mr. Wharton. X. CITY MANAGERS REPORT ON HIGHWAY M O:: lo-15 I RUN ll►W-21, City Manager Condron reported that he attended a Seminar on Urban Traffic Planning sponsored by the Texas Highway Department, and held October 1st and 2nd, 1963, in Austin, Texas. D a 11 a s and Tarrant Counties -'have agreed to contribute fifteen percent (15 %)of the total cost for all seventy six (76) incorporated cities in this area for this planning, The Federal Government w i l l participate under the Federal Highway Act of 1962 and contribute the remaining cost. The City of Euless will be contacted as the plan progresses. XI. AUTOMATION PROGRESS RIBBON CUTTING City Manager Condron presented a memorandum to each council member advising them that a ribbon cutting and formal opening of Automation Progress w i l l be held October 11, 1963, at 6:00 P.M.
