HomeMy WebLinkAbout2017-05-16 CITY OF EULESS PLANNING AND ZONING COMMISSION MAY 16, 2017 MINUTES A regular meeting of the Planning and Zoning Commission was called to order by Chairman Richard McNeese at 5:30 p.m. on May 16, 2017 in the Pre-Council Conference Room of City Hall, 201 North Ector Drive. Those present included Chairman Richard McNeese, Vice Chairman LuAnn Portugal, and Commission Members: Eric Owens, Kenny Olmstead, Ronald Dunckel, and Steve Ellis. During the Pre-Session Meeting: ➢ Senior Planner Stephen Cook reviewed the regular agenda. ➢ Director of Planning and Economic Development Mike Collins presented the Development Update. PLANNING AND ZONING CONSIDERATION OF SCHEDULED ITEMS — PRE- COUNCIL CONFERENCE ROOM The Euless Planning and Zoning Commission continued their meeting in the Council Chambers at 6:30 p.m. for consideration of scheduled items. APPROVED PLANNING AND ZONING MINUTES Commissioner Dunckel made a motion to approve the minutes for the regular meeting of May 2, 2017. Vice Chairman Portugal seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members: Owens, Olmstead, Dunckel, and Ellis. Nays: None Abstention: None Chairman McNeese declared the motion carried. (6-0-0) ITEM 2. HELD A PUBLIC HEARING AND APPROVED REPLAT CASE NO. 16- 04-RP Chairman McNeese opened the public hearing at 6:31 p.m. Senior Planner Stephen Cook gave a brief description of the case. The applicant proposes to replat the above described property into eight (8) single family detached dwelling lots which conform to the existing single family dwelling zoning district. The lots that will be created exceed the minimum lot size of 7,500 SF established in the R-1 zoning district. The Development Services Group (DSG) has reviewed and certified that the application has met all of the information required for consideration by the City of Euless. Staff recommends approval of the replat. Chairman McNeese asked to hear from any proponents/opponents who wished to speak. Carol Trongaard, owner of 406 Oakwood Drive, requested clarification for the plans on the land to be replatted, and asked if any portion of the replat would be for commercial use. Mr. Collins stated that the property is currently zoned and will remain single family detached dwelling (R-1), and will not be rezoned for commercial use. The request is to subdivide the 2.238 acres, which had previously been 2 homes, to create 8 single family lots. All of the 8 lots exceed the minimum lot size of 7,500 square feet established the lot's zoning district. The action that the P&Z commission is responsible for tonight is to discuss the platting requirements. Planning and Zoning Commission Minutes Page 3 of 6 May 16, 2017 With no further public input, Chairman McNeese closed the public hearing at 6:36 p.m. Chairman McNeese wanted to clarify that at this time, the Commission is responsible for considering the lot lines and easements, and verifying that the proposed replat meets all of the City's requirements. There were no further questions or comments presented by the Commission. Commissioner Ellis made a motion to approve Case No. 16-04-RP for a Replat of 2.238 acres out of property previously platted as Oakwood Terrace Addition, Block 5, Lots 21 and 22 and 1.311 acres of the Andrew Huitt Survey, Abstract No. 684, Tracts 3A and 3C to be replatted as Oakwood Terrace Addition, Block 5, Lots 21-R, 22-R and 26-31. Commissioner Olmstead seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members: Owens, Olmstead, Dunckel, and Ellis. Nays: None Abstention: None Chairman McNeese declared the motion carried. (6-0-0) ITEM 3. APPROVED REPLAT NO. 15-03-PP Senior Planner Stephen Cook gave a brief description of the case. The applicant proposes to preliminary plat 9.194 acres for single family development. This preliminary plat establishes the easements and lot lines for the development. The planned development zoning district which entitled the development was recommended for approval by the Planning and Zoning Commission in June 2015 with approval by the City Council on June 23, 2015. The technical aspects of the subdivision, including setback distances, and placement of easements are in compliance with the regulations of the Planned Development zoning district and the City of Euless Unified Development Code. The Development Services Group has reviewed the proposed Preliminary Plat and has certified that it meets the technical standards of the City of Euless. Staff recommends approval. Vice Chairman Portugal asked if the lots will be affected by the waterline going through the property, given the small setback distances. Mr. Collins stated that a 20 foot wide easement has been established, the waterline will be placed exactly in the middle of that 20 foot easement, and a deliberate effort was made Planning and Zoning Commission Minutes Page 4 of 6 May 16, 2017 to ensure that there is the greatest separation possible from the homes that abut the easement. Mr. Cook stated that the setback distances are the same throughout the community. There were no further questions or comments presented by the Commission. Vice Chairman Portugal made a motion to approve Case No. 15-03-PP for a Preliminary Plat of 9.194 acres of the A.J. Huitt Survey, Abstract No. 709, Tract 3K; Alexander and Cullum Addition, Lots 1-3 and portion of Oak Crest Estates Tract Al; located at the intersection of Cullum Drive and E. Euless Boulevard to be platted as Oak Crest Estates, Block A, Lot A, Block B, Lots 1-20, Block C, Lots 1-24. Commissioner Dunckel seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members: Owens, Olmstead, Dunckel, and Ellis. Nays: None Abstention: None Chairman McNeese declared the motion carried. (6-0-0) ITEM 4. APPROVED SITE PLAN NO. 15-09-SP Senior Planner Stephen Cook gave a brief description of the case. The Planned Development ordinance associated with this property specifically requires the approval of a site plan for a single family residential development. Normally applied to multi-family and non-residential development, the site plan process allows city staff, the Planning and Zoning Commission, and the City Council to examine the proposed aesthetic nature and quality of construction details which are usually outside of the typical technical subdivision requirements. The streets will be publically maintained. Site Layout: The developer is proposing to develop forty-four (44) lots with an average size of 6,616 square feet. The smallest of the lots is 5,500 square feet, which is allowed by the planned development ordinance. One open space lot will be placed adjacent to the Heritage Park on the south side of the development. Internal sidewalks will connect the neighborhood to the external sidewalk system and the public park. Fencing, Screening and Landscaping: The proposed project has multiple areas of different landscape elements and screening. Masonry screening walls will be constructed adjacent to Cullum Drive and E. Euless Boulevard. Signage: Primary monument signage with enhanced landscaping will be installed at Cullum Drive. Planning and Zoning Commission Minutes Page 5 of 6 May 16, 2017 Housing Quality. The Planned Development establishes high quality architectural and design standards for all buildings types throughout the development. In addition to Euless' standard masonry percentage and type requirements, the residential builder is required to provide architectural details for each individual house construction plan. Additionally, architectural elements such as proportional windows that are taller rather than wide, and roof treatments such as gabling, are required. The Development Services Group has certified that the project is compliant with these standards. Staff recommends approval of the site plan. Chairman McNeese requested that the staff ensure the masonry wall is of good quality. Commissioner Owens stated that he would also like to see that the masonry wall around the property is of good quality, as that location is a heavily trafficked area and a viewpoint into our city. Commissioner Dunckel stated that given the quality and construction of the other Bloomfield developments, he does not see an issue in regards to the masonry wall. There were no further questions or comments presented by the Commission. Vice Chairman Portugal made a motion to approve Case No. 15-09-SP for a Site Plan for Single Family Residential Development proposed to be located on 9.194 acres of the A.J. Huitt Survey, Abstract No. 709, located at the intersection of Cullum Drive and E. Euless Boulevard to be platted as Oak Crest Estates, Block A, Lot A, Block B, Lots 1-20, Block C, Lots 1-24. Commissioner Olmstead seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members: Owens, Olmstead, Dunckel, and Ellis. Nays: None Abstention: None Chairman McNeese declared the motion carried. (6-0-0) ITEM 5. APPROVED FINAL PLAT NO. 17-01-FP Senior Planner Stephen Cook gave a brief description of the case. The applicant proposes to plat a single parcel for a convenience store within a Planned Development zoning district. The plat submitted to the City of Euless conforms to the appropriate easements and boundaries according to City of Euless regulations. Staff recommends approval of the final plat. There were no further questions or comments presented by the Commission. Commissioner Dunckel made a motion to approve Case No. 17-01-FP for a Final Plat to be located on 2.275 acres out of the Adam Bradford Survey, Abstract No. 152, to be platted as Cadence Capital Addition, Block A, Lot 1 located at 1000 E. Harwood Road. Commissioner Owens seconded the motion. The vote was as follows: Ayes: Chairman McNeese, Vice Chairman Portugal and Commission Members: Owens, Olmstead, Dunckel, and Ellis.
