CALL TO ORDER
The regular meeting of the Euless City
Council was called to order at 8 :00 P.M. by Mayor W, G. Fuller with the
following members present: Councilmen Billy Owens, Bobby Fuller, H. M.
Huffman, Billy Byers, and Roy Braswell,
Also present were City Manager W. F.
Condron, Jr.,. City Secretary Vada Ferris, City Attorney James Cribbs, and
City Engineer Bob Brown,

The invocation was presented by
Councilman Billy Owens.
PRESENTATION OF M1NLT1E,S
Minutes of the regular council meeting
of October 8, 1963 were presented for discussion., and, were approved by
general consent of the members of the council. The reading of the minutes
was not requested.
VISITORS
Visitors in attendance were: Messrs,
C. D. Nichols of the Johnson - Campbell Lumber Company; James Wimbish of the
M. P. Crum Company, and Creative Properties; T. E. Whitener; Bill Brown
`•of Tex Jones , Inc,; and John W. Howell of the M. P. Crum Company.

PUBLIC HEARINGi a WHITENER PROPERTY
REZONING REQUEST-OF MR. TEX JONES
TO CHANGE ZONING DESIGNATION MM4
RESIDENTIAL TO LOCAL BUSINESS
City Manager Condron presented a
request for rezoning from residential to local business on Block One of the
J. E. Whitener Estate, Mr, B i 1 1 Brown, representing Mr, Tex Jones, Developer,
stated that Tex Jones, Inc, was desirous of purchasing the Whitener Estate
if the zoning was -changed-to commercial. Mri James Wimbish, representing
the M. P. Crum Company, informed members of the council that his firm was a
holder of property adjacent to the Whitener Estate, and, they were definitely
in favor of the property being rezoned. Mr, Whitener, representing the
Whitener Estate, was present and advised the members of the council ghat the
heirs to the Whitener Estate were agreeable to the rezoning, with the
exception of the property on which is located the home of Mr. John Whitener.
After discUssIon, Councilman Byers made the motion that the property be
rezoned as "B" (Commercial), subject to, the receipt of the street deed (five
(5) foot strip for future street). The motion was seconded by Councilman
Huffman and carried unanimously.
II.
CROWE DRIVE (SECOND READING)
CLOSING OF A PORTION OF CRQONE DRIVE
City Manager Condron read the caption
of Ordinance No. 205 concerning the closing of a portion of Crowe Drive from
Toplea Street to Sagebrush Drive in the Bell Ranch Terrace Addition to the
City of Euless, Texas, such street having been previously dedicated to the
public. After discussion, Councilman Braswell made the motion that
Ordinance No, 205 be adopted as presented,., the motion seconded by
Councilman Fuller and carried unanimously,

City Manager Condron informed members
of the council that Mr. C. D. Nichols, representing the Johnson- Campbell
Lumber Company, had submitted plans (according to council regulations)
for a sixty (60) unit motel, restaurant, and swimming pool to be known as the
Jolly Roger; the approximate cost to be $175,000.00.... location to be Tract
A, Block 12, of the Cresthaven Addition, and Mr, Nichols was desirous of
securing the council's approval of the plans relative to the issuance of a
building permit for the motel. After discussion, and viewing of the plans,
as submitted, Councilman Braswell made the motion, seconded by Councilman
Owens, that the plans be approved and the building permit be issued for the
construction of the motel, The motion carried unanimously, (Copy of plat
plans in files of city offices).

HUMBLE STATIONS - REQUEST FOR
BUILDING PERMITS POR TAO
H NEE STATIONS
City Manager Condron informed, members
of the council that plans had been submitted to his office, in accordance .
with council regulations, for the construction of two Humble Service Stations;)
one with an approximate value of $20,000.00 located on Tract A, Block 16,
Oakwood Terrace North (ist filing)(Plat No. 3434) (corner Highway 183 and
Wilshire Drive), and another with an approximate value of $20,990.00 located
on the southwest corner of Highway 157 and Huffman Drive - 1.004 acre
Tract in the northeast portion of the T. Jasper Survey -(Plat No. 3982 -1).
After discussion, Councilman Owens made the motion that the building permits
be granted to Humble O i 1 Company for the construction of the two above -
mentioned service stations, The motion was seconded by Councilman Fuller
and the vote is as follows:
Ayes: Councilmen Owens, Fuller, Byers, and Huffman.
Noes: Councilman Braswell.
V.
CHANCE NORTH SIDE OF WESTCLIFF DRIVE
TO NORTHCLIFF DRIVE
City Manager Condron presented a plat
of Oakwood Terrace North (2nd Filing) designating streets in that area,
He advised the council that it was advisable to change the north side of
Westcliff Drive to Northcliff Drive in order not to duplicate house numbers,
After viewing the plat, and discussion, Councilman Fuller made the motion
which was seconded by Councilman Byers, that the change be made as requested
by the City Manager. The motion carried unanimously.

CONSIDERATION OF ARCHITECTS
Mayor Fuller commented that he considered
it advisable for the council to discuss the architectural fhrms who had made
presentations to the council - and, if possible, to select an architect at
this time. The five firms having made presentations are as follows:
1. Darrow and Thomas, Design Associates, Euless
2, Jarvis , Putty .-,.and Jarvis, Dallas
3. Grogan and Scoggins, Irving
4. Charles Jennings , D a l l a s
5. Paul Wharton, Arlington
After discussion, and comments, Councilman Owens made the motion that
Mr. Paul Wharton be employed as architect; Councilman Fuller seconded the
motion which failed to carry by a majority. Further discussion followed,
resulting in Councilman Braswell making the motion that the firm of
Jarvis, Putty and Jarvis, Dallas, be employed as architect for the City of
Euless, if this firm would accept a contract to be drawn up by City
Attorney Cribbs. The motion was seconded by Councilman Huffman and carried
unanimously.
VII ,
TRAFFIC LIGHTS
Mayor Fuller informed the council
that he had talked with Mr. Crook, Texas Highway Department, and had been
advised that information for traffic lights in strategic locations in
Euless would be available within the next four or five weeks.
VIII .
COUNTY STREET WORK
City Manager Condron advised the council
members that seal coating, patching and grading had been done by the county
on several streets in the City of Euless - the streets needing this work
very badly, After discussion, members of the council agreed that the
City Manager should, by letter, express the appreciation of the council
membersfor this work, Mr. Condron advised members of the council that he
would write Mr, Dick Lewis, County Commissioner, concerning this matter.
IX.
Councilman Fuller made the motion to
adjourn which was seconded by Councilman Owens. The motion carried
unanimously and the meeting adjourned at 9:50 P.M.
