CALL TO ORDER
The regular meeting of the Euless City
Council was called to order at 8:00 P.M. by Mayor W. G. Fuller with the
following councilmen present: Messrs. Bill Byers, Billy Owens, H. M.
Huffman, Roy Braswell and Bob Fuller.
Condron, Jr„ City Secretary

PRESENTATION OF MINUTES
Also present were City Manager W. F.
Vada Ferris, City Attorney James Cribbs, and
Mr. James Cribbs, City Attorney,
Minutes of the regular meeting of
October 22, 1963, and the special called meetings of October 28, 1963,
and October 31, 1963, were approved by general consent of the council
members. The reading of the minutes was not requested.
VISITORS
Visitors in attendance were: Messrs,
R. L. Reinhardt, J. A. Wheeler, James Wimbish, John Speight, Herman Smith,
H. R. Kuehn, Sam Lancaster, Warren Fuller, and the following councilmen
from Haltom City: George K. Winn, _Jack Garner, and Don Magness.

SAFETY SIGNS - COUNCKMAN W I NN

Mr. Garner , and Mr, Magness, members of .-the- City Council 'of-,-Haltom City, and,
informed the council members that Mx.- Winn -.was-prresent for the purpose of
advi,sing the,couicif of safety signs- that can-be obtained for this area.. ,
that members of the City Council of Haltom City are speaking to organizations,
councils and clubs in eastern Tarrant_ County in attempt to work out an
arrangement with those who are interested in securing the signs. He
presented a pamphlet with a description of the signs, quoted sizes and the
price of the signs, and informed the council that a decision is needed
during the month of November as to whether or not the City of Euless wishes
to have the signs located in this city. Mayor Fuller requested that
Mr. Winn submit a letter to the City Council of Euless supplying all the details
of this project,,. sizes, prices, etc. Mr. Winn stated he would comply with
this request and thanked the City Council for permitting him to inform them
of this project, Mayor Fuller and members of the council expressed
appreciate. -on to Messrs. Winn , Gar-ner., and Magness for their presentation.

PUBLIC HEARING - REZONING OF PART OF
BLOCK 3, WILSHIRE VILLAGE ADDITION
SECTION NO. 5
Mr. Herman Smith was present requesting
a change in zoning for twelve lots in Wilshire Village - Single Family to
Duplex (District A-2, Duplex: Two- Family Dwelling Units) ( Zoning Case No. 109).

After discussion, Councilman Owens made the motion that a re -plat be made
as indicated on Plat No. 4207 (Copy attached with official minutes of
this meeting), Councilman Huffman seconded the motion which carried
unanimously, After further discussion, Councilman Owens made the motion
that the change in zoning be made as requested - from Residential "All
t o Residential "A -2" Duplex: Two Family Dwelling Unit .... the re- zoning
having been recommended by the Planning and Zoning Commission. Mr. Speight,
representing the Hickcs- Speight Mortgage Company, advised the members of
the council that the approximate value of the dwellings planned for this
tract of land is in the $27,500.00 to $30,000.00 range. After further
discussion, and viewing of the plans submitted, Councilman Byers seconded the
motion which carried unanimously. Attorney Cribbs was instructed to prepare
an Ordinance to this effect.
III.
ARCHITECT'S CONTRACT
(JARVIS, PUTTY AND JARVIS)
City Manager Condron advised the
council that City Attorney Cribbs had prepared a contract for the architect
as requested by members of the council at a previous meeting, Mr. Cribbs
commented on the contract (all members of the council being in receipt
of a copy of the contract). City Attorney Cribbs advised the council
that some changes had been made in the contract that the Architect had
presented... members of the council expressed appreciation for Mr. Cribbs
preparation of the contract and agreed that City Manager Condron should
contact the Architect, discuss the contract, and submit any changes, plans,
etc. to the City Council at the next regular meeting.
IV.
REQUEST FOR COMMQIEtCIAL BUILDING
( HIGHWAY 183 AND RIDGECREST)
Mr. Reinhardt, representing the
Pearlco Corporation, presented plans for an office building with a request
for a building permit, After viewing the plans and being advised that the
approximate value of the building would be $60,000.00, Councilman Byers
made the motion that the plans be approved and the building permit be
granted. Councilman Fuller seconded the motion which carried unanimously,
City Manager Condron requested that a final drawing of the plans be
submitted to his office when available.
V.
Wfl[TENER ESTATE - 2.46 ACRES FDR RE- ZONING
Mr, Wimbish, representing the M. P.
Crum Company, informed the council that it had been established that 2.46
acres of a tract of land owned by the M. P. Crum Company, was not zoned
"B" in the original re- zoning plans. After considerable discussion, it was
agreed by members of the council and Mr. Wimbish that the M. P. Crum
Company apply for re- zoning of this property, a Public Hearing be called,
and all procedures be followed pertaining to re- zoning. The council
members further agreed that M. P. Crum Company should not be required to
pay the established fee, thisteing a second application due to procedure
requirement failure.
VI .
THANKSGIVING PROCLAMATION
City Manager Condron read a Thanksgiving
Proclamation for the City of Euless, which is as follows:
THANKSGIVING PROCLAMATION
OF THE
CITY OF EULESS
WHEREAS, on the fourth Thursday in the month of November
of each year we traditionally observe the Thanksgiving
Holiday founded by our Pilgrim forefathers, and
WHEREAS, it is the custom and practice for all of us -to
pause on Thanksgiving Day to offer thanks to God for our
freedom and our material blessings, and
)SEAS, the citizens of Euless, Texas, share with all
men a bountiful harvest of peace and prosperity,
NOW, THEREFORE, EE IT PROCLAIMED by She Euless C i t y
Council that Thursday, November 28, 1963, be officially
recognized as Thanksgiving Day and that the citizens of
Euless be urged to observe the traditional holiday of
Thanksgiving in an attitude of sincere respect and
gratitude to our Creator.

Councilman Fuller' made the motion, which was seconded by Councilman Owens
that the Thanksgiving Proclamation be adopted as presented. The motion
carried unanimously.

CONSIDERATION OF ENGINEERS
Rady and Associates, Engineers
Reaves , Gregory and Knowlton , Engineers
Mayor Fuller requested that members of
the council consider the engineering firms whose representatives had been
interviewed at a previous meeting, After considerable discussion,
Councilman Owens stated that he considered that any time a special agent
or firm is to be considered for employment by the City of Euless, that
such transaction should be conducted at a regular meeting of the council.

After further discussion, Councilman Byers made the motion that Attorney
Cribbs prepare a contract for the engineering firm of Reaves, Gregory
and Knowlton. Councilman, Fuller seconded the motion which carried.
unanimously. Mayor Fuller commented that, considering the many
considerations that must be faced by members of the City Council, and,
many decisions to be made, it may be necessary to have one council
meeting each week. No decision was made - concerning this suggestion.

REQUEST KKR CONSTRUCTION SPEED ZONE
ORDINANCE (ORDINANCE NO. 2 0 7 )
City Manager Condron advised members
of the council that a letter had been submitted to the city offices from
Mr. R.W. Crook., District, Engineer , Texas Highway Department, requesting
a construction ,speed zone ordinance.. . the specific. location is as
follows: From: Station 670 +40 '(West City Limits of Euless on St.at,e Highway
193) , Easterly... To: Station 847 +82 (3.360 m i l e s East of West City
Limits of Euless on State Highway 1.83), Control 94 -02. After discussion,
Councilman Owens made the motion that the request for regulating the
speed on Highway 183 be granted, and an Ordinance No. 207 be adopted
to this effect. Councilman Fuller seconded the motion which carried
unanimously.
IX..
MAYOR'S REPORT ON MUNICIPAL LEAGUE
MEETING IN HOUSTON
Mayor Fuller informed members of the
council that he and Mr, Condron had attended the Texas Municipal League
meeting in Houston recently and were very impressed with the sessions
they attended. He commehted that he had heard several outstanding
speakers and enjoyed the meeting very much.

LIBRARY NU T NG - INITIAL MEl✓171NG OF
FRIENDS OF LIBRARY
Mayor Fuller informed members of the
City Council that a meeting will be held in the council chambers on
November 14, 1963, at 7:30 P.M., for all persons interested in organizing
the Friends of the Library for Euless. Several comments of appreciation
were made concerning Dr. Braswell's generosity for permitting the use of
his land is the present library site. . I ,

POLL TAX
City Manager Condron informed the
council members that, at the request of Councilman Braswell, poll tax
receipts will be sold in the City Secretary's Office this year.
