G. F u l l e r . The following councilmen w e r e present: B i l l y Owens, H. M. Huffman, B i l l y Byers, and Roy B r a s w e l l , A l s o present w e r e City Manager W. F. Condron, Jr. , City Secretary Vada F e r r i s , City Attorney J a m e s Cribbs, and City Engineer J i m Davies. c INVOCATION’ H. M. Huffman. PRESENTATION OF MINUTES The invocation w a s given by Councilman Minutes of t h e C i t y Council meeting of November 12, 1963, w e r e approved by general consent of t h e members of the council, and t h e reading of the minutes w a s not requested. A f t e r d i s c u s s i o n , a l l councilmen p r e s e n t w e r e i n agreement with the project, b u t , desired t o have more information concerning s a m e , Councilman Owens made t h e motion t h a t City Manager Condron contact t h e H a l t o m C i t y Council and determine t h e prorata share for Euless (if Euless does participate i n t h e p r o j e c t ) , secure a l l details pertai’ning to t h e project, present t h i s information t o Mayor F u l l e r and requested t h a t the Mayor make t h e decision to accept or reject t h e proposal. Councilman Byers seconded t h e motion which c a r r i e d unanimously. I11 , ORDINAVCE NO. 208 (REZONING PART OF BLOCK 3)-, WILSHIRE VILLAGE, SECTION 5, FIRST R-EADING MR. HERMAN S M I T H No. 208, e f f e c t i n g rezoning f r o m , Residential ?‘A1’ t o R e s i d e n t i a l rrA-21r Duplex: Two Family Dwelling U n i t , d e s i g n a t i o n of a tract of land i n t h e C i t y of Euless, Tarrant County, Texas, being a part of Ordinance No. 33, be amended City Manager Condron presented Ordinance I I I to read as follows: I 22 Being a l l of Lots One-R ( 1 -R ) Through Eleven-R ( 1 1-R ) , Block Three ( 3 ) , Wilshire Village Addition, Section 5, t o the c i t y of Euless, Tarrant County, Texas, according t o the plat dated October 3, 1963; said Lots being f r o m the East Line of S i e r r a Drive, as it extends North f r o m Kynette Drive, East t o the W e s t l i n e of Wilshire Drive$,-being 940 feet of frontage on Kynette Drive, s a i d tract of land being out of t h e T e r r e l l Jasper Survey. A f t e r discussioq,Councilman Huffman made t h e motion which was seconded by Councilman Owens t h a t Ordinance No. 208 be approved as presented, however, it w a s specified t h a t t h e permit be issued i n accordance with the p l a n s p r e s e n t e d by M r , Speight, representing t h e Hicks-Speight Mortgage Company, at t h e council meeting November 12, 1963 ( I t e m I1 of Council Meeting Minutes of November 12, 1963). CONTRACT PROPOSAL FOR ARCHITET (JARVIS, PUTTY AND JARVIS) City Manager Condron requested t h a t City Attorney Cribbs present and explain the c o n t r a c t which had been prepared by t h e City Attorney for J a r v i s , Putty and J a r v i s , A r c h i t e c t s . M e m b e r s of t h e council w e r e presented copies of t h e c o n t r a c t and City Attorney Cribbs made comments, p o i n t i n g o u t specific changes f r o m the . c o n t r a c t t h a t had be'en submitted by the A r c h i t e c t . informed m e m b e r s of the council t h a t he.and M r . C r i b b s had spent much t i m e with the a r c h i t e c t s i n D a l l a s and had discussed t h e c o n t r a c t . . . M r . Condron stated he had t r a v e l e d with M r . Halford Survey, r e s i d e n t i a l to commercial) ( l o c a l business to apartments.) After discussion, Councilman Owens made the motion t h a t t h e Ordinance be tabled u n t i l more information could be secured concerning s a m e , . , and, the City Manager was asked to finalize t h i s Ordinance before it is again presented t o t h e C i t y Council. Councilman B r a s w e l l seconded the motion which c a r r i e d unanimously. (FIRST READING -REZONING FRED TUCKER City Manager Condron s t a t e d t h a t a V I I , COMMERCIAL BUILDING PERMIT FOR BANQUET FACILITIES AT WESTERN HILLS City Manager Condron presented plans f o r banquet facilities at Western H i l l s Inn with a request fpr a building permit submitted by Mr. B e r t Heyl. Members of the council examined the plans, -and, after discussion, Councilman Owens made the motion t h a t t h e plans be approved. The motion w a s seconded by Councilman Byers and and carried unanimously. ( M r . Heyl advised the City Secretary t h a t the -approximate valuation of t h e building, exclusive of 'furnishings, is $138,000.00; and, the seating capacity of the ballroom is 800 people, plus.) J. flDOC*T HYDE) proposed recreation program f o r t h e C i t y of Euless, (such proposal having been presented t o m e m b e r s of the council at a previous meeting). made reference t o several phases of the proposed program.., City Manager Condron explained t h a t it is necessary f o r c i t y council approval of the plans before it can be i n i t i a t e d into t h e Capital Improvement Program. A f t e r considerable discussion, Councilman Owens made t h e motion t h a t E x h i b i t TTCITo f t h e Proposed Recreat ion Program be t e n a t i v e l y approved wi th the condition t h a t it be f i n a l i z e d and resubmitted t o the City Council at a later date. Councilman B r a s w e l l seconded t h e motion which carried unanimously, f i l e d with minutes of t h i s meeting). M r , Hyde was invited to discuss the Mr. Hyde (Exhibit l*C?T was submitted t o the City Secretary and is Expression of appreciation w e r e . forthcoming by members of the council for t h e e f f o r t s of M r . Hyde and the Recreation Committee. FRIENDS OF LIBRARY Mayor Fuller informed m e m b e r s of the council t h a t the Friends of the Library had held t h e i r i n i t i a l meeting I ' and w e r e , at the present t i m e , s e l l i n g membership i n t h e n a t i o n a l 2.4 organization of the Friends of t h e .Library for the City of Euless Library. He s t a t e d t h a t the membership fee is $1.00 for adults and $.25 for children, and, he explained t h a t t h i s organ2zation is one way t o aid i n the l i b r a r y , work. X. BUILDING FOR CITY OFFICES Councilman B r a s w e l l inquired as to whether or not the City Manager had given any thought t o the building recently vacated (next door t o the c i t y h a l l ) for possible use by the c i t y employees... mention was made of the crowded conditions that now e x i s t i n the c i t y o f f i c e s ' present l o c a t i o n . . . . a l s o , t h a t it may be t i m e before new quarters can be b u i l t . City Manager Condron informed m e m b e r s of the council t h a t he was a w a r e of the building having been vacated a few days ago and he would i n v e s t i g a t e the p o s s i b i l i t y of a lease and the c o s t f o r same and report t o the council. s ome XI PROCLAMATION: PERIOD OF MOURNING (PRESIDENT JOHN F. KENNEDY) Councilman B y e r s made the motion t h a t a Proclamation for a Thirty Day Period of Mourning f o r -the late President of the United States, John F. Kennedy, be issued by members of the Euless City Council, Councilman Owens'seConded the motion which carried unanimously. (Attorney Cribbs was advised t o prepare the Proclamation.). . After discussioq,Councilman Huffman made the motion which was seconded by Councilman Owens that Ordinance No. 208 be approved as presented, however, it was specified that the permit be issued in accordance with the plans presented by Mr, Speight, representing the Hicks-Speight Mortgage Company, at the council meeting November 12, 1963 (Item I1 of Council Meeting Minutes of November 12, 1963). The motion aarried unanimously, IV . CONTRACT PROPOSAL FOR ARCHITET (JARVIS, PUTTY AND JARVIS) City Manager Condron requested that City Attorney Cribbs present and explain the contract which had been prepared by the City Attorney for Jarvis, Putty and Jarvis, Architects. Members of the council were presented copies of the contract and City Attorney Cribbs made comments, pointing out specific changes from the . contract that had be'en submitted by the Architect. informed members of the council that he.and Mr. Cribbs had spent much time with the architects in Dallas and had discussed the contract.. . Councilman Byers seconded the motion which carried unanimously. of a Right-of-way Deed, specifically a five foot strip off of the West Side of Block 1, J. E. Whitener Estate, a part of the W. G. After discussion, Councilman Owens made the motion that the Ordinance be tabled until more information could be secured concerning same,., and, the City Manager was asked to finalize this Ordinance before it is again presented to the City Council. Councilman Braswell seconded the motion which carried unanimously. Members of the council examined the plans, -and, after discussion, Councilman Owens made the motion that the plans be approved. The motion was seconded by Councilman Byers and and carried unanimously. After considerable discussion, Councilman Owens made the motion that Exhibit TTCIT of the Proposed Recreation Program be tenatively approved with the condition that it be finalized and resubmitted to the City Council at a later date. Councilman Braswell seconded the motion which carried unanimously, filed with minutes of this meeting). FRIENDS OF LIBRARY Mayor Fuller informed members of the council that the Friends of the Library had held their initial meeting I' and were, at the present time, selling membership in the national 2.4 organization of the Friends of the .Library for the City of Euless Library. He stated that the membership fee is $1.00 for adults and $.25 for children, and, he explained that this organ2zation is one way to aid in the library, work. X. BUILDING FOR CITY OFFICES Councilman Braswell inquired as to whether or not the City Manager had given any thought to the building recently vacated (next door to the city hall) for possible use by the city employees... mention was made of the crowded conditions that now exist in the city offices' present location.... also, that it may be time before new quarters can be built.
