discussion, Councilman B r a s w e l l made the motion that Ordinance No. 206 be approved on F i r s t Reading. The motion was seconded by Councilman Fuller and carried unanimously.

MR. N. W. TILLINGHAST City Manager Condron read a letter from M r . N. W. T i l l i n g h a s t , Lidrary Adviser, in which Mr. T i 1 inghast expressed h i s opinion concerning a new
Library for t h e City of Euless. The letter is as follows: (Dated) November 28, 1963 The City Council City of Euless I I Euless , Texas I 1 Gentlemen: Since appointment as Library Adviser
for the City of EXrless, I have given much thought and study t o our f u t u r e needs for a l i b r a r y . This thinking has led each t i m e t o a conclusion which I would l i k e
t o bring up for your consideration. It is the conclusion t h a t our l i b r a r y should be separate from t h e hustle and bustle t h a t occurs around a c i t y h a l l . It should
be a place of quiet dignity where our children and a l l the c i t i z e n s can enjoy the warmth and goodness of the books i n our l i b r a r y . I envision a separate l i b r a r
y building of adequate size t o serve our people. I envision a w e l l landscaped lawn surrounding t h e building. I envision a place of respectable quiet. It is f u r t h e r recommended
for your consideration t h a t we name t h i s building t h e Tippett Memorial Library in memory of our fellow Texan. Should t h e City Council agree t h a t a separate l i b r a r y
is worthy of consideration, I hereby pledge the sum of two hundred d o l l a r s t o help defray t h e cost of having a q u a l i f i e d a r c h i t e c t prepare preliminary designs

informed m e m b e r s of t h e council t h a t the Friends of t h e Library had secured s e v e r a l hundred m e m b e r s during t h i s d r i v e , and are still accepting memberships.

s t Euless Blvd., could be leased by t h e City for t h e sum of t w o hundred t e n dollars ($210.00) per month...which sum would include t h e p r e s e n t fee of $20.00 per month
parking p r i v i l e g e s ; t h e council having requested t h i s information at a previous meeting. A f t e r discussion, t h e City Council adjourned to the b u i l d i n g (next
door t o t h e p r e s e n t C i t y H a l l ) to view t h e premises. s h o r t t i m e later i n t h e council chambers, Councilman F u l l e r made t h e motion t h a t t h e City
Manager n e g o t i a t e with Mr. Ross Cannon to lease t h e b u i l d i n g for one year with six (6) months increment options. Councilman Byers seconded t h e motion which carried
unanimously. The City Manager was requested t o d i s c u s s with M r . Cannon t h e heating, o u t l e t s for air c o n d i t i o n i n g , and any other i t e m s necessary for t
h e maintenance of the building. (It was also mentioned t h a t space might be obtained i n t h e b u i l d i n g for t h e L i b r a r y ) . After reconvening a X. REGULAR MEETING (DECEMBER

PROPOSED AGREEMENT I
i City Manager Condron informed the r I council that City Attorney Cribbs, negotiating with members of the i
Engineering Firm, had prepared an agreement, which was read and explained
by City Attorney Cribbs. The City Attorney requested that members of the
council read the agreement
in its entirety; however, members of the council
stated they
were pleased with the a-greement as presented. Mr. Gregory
commented that the Agreement was satisfactory with members of his firm,
therefore, Councilman Byers made the motion that the City Council enter
into this agreement with the stipulation that Section Five (5) indicate
"within twenty-four (24) months?' it is anticipated that these events set
Councilman Fuller and carried unanimously. (Signatures were affixed
to the copies of the Agreement

County, Texas, being more fully described by metes and bounds in Ordinance
No. 209. After discussion, it was agreed by all councilmen to' table
this Ordinance until Mr. Tex Jones could attend a council meeting
concerning the rezoning request of this property.

Commercial. After discussion , Councilman Byers made the motion that
Tract A and Tract B be scheduled for a Public Hearing at the regular
council meeting, January 14, 1964. Councilman Fuller seconded the motion
which carried unanimously.

MR. N. W. TILLINGHAST
City Manager Condron read a letter
from Mr. N. W. Tillinghast, Lidrary Adviser, in which Mr. Ti1 inghast
expressed his opinion concerning a new Library for the City of Euless.
The letter is as follows:

Gentlemen:
Since appointment as Library Adviser for the City of EXrless,
I have given much thought and study to our future needs for a library.
This thinking has led each time to a conclusion which I would
like to bring up for your consideration.
It is the conclusion that our library should be separate from
the hustle and bustle that occurs around a city hall. It should be
a place of quiet dignity where our children and all the citizens
can enjoy the warmth and goodness of the books in our library. I
envision a separate library building of adequate size to serve our
people. I envision a well landscaped lawn surrounding the building.
I envision a place of respectable quiet.
It is further recommended for your consideration that we name this
building the Tippett Memorial Library in memory of our fellow Texan.
Should the City Council agree that a separate library is worthy
of consideration, I hereby pledge the sum of two hundred dollars
to help defray the cost of having a qualified architect prepare
preliminary designs
or sketches for further consideration by the
council.

Mayor Fuller and council members expressed appreciation for
Mr. Tillinghast concern and offer ...May or Fuller advised the
council that the Friends of the Library for Euless had concluded
their initial membership drive. He introduced Mr. O'Daniel,
President of the Friends of the Library. Mr. O'Daniel informed
members of the council that the Friends of the Library had sec-
ured several hundred members during this drive, and are still acc-
epting memberships.

City Manager Condron informed the
council that he had been advised by
Mr. Ross Cannon that the building
at 201 West Euless Blvd., could be leased by the City for the sum of
two hundred ten dollars ($210.00) per month...which sum would include
the present
fee of $20.00 per month parking privileges; the council
having requested this information at a previous meeting. After dis-
cussion, the City Council adjourned to the building (next door
to the present City Hall) to view the premises.

The City Manager
was requested to discuss with Mr. Cannon the heating,
outlets for air conditioning, and any other items necessary for the
maintenance of the building. (It was also mentioned that space might
be obtained in the building for the Library).

After discussion concerning the fact
that the next regular meeting of the City Council will be December 24th,
(Christmas Eve), it was agreed that Friday, December 13th, 1963, would
be scheduled as the next regular meeting, thereby cancelling the meeting
of December 24th.
