I1 . 0 ELECTRICAL ORDINANCE NO. 206 FIRST READING City Manager Condron ihformed m e m b e r s of the council t h a t t h e proposed electrical ordinance had been revised, studied by the attorney, t h e building inspector, and m e m b e r s of the electrical board, and, was t o be presented t o the council at t h i s t i m e f o r consideration and first reading. He advised the council t h a t m e m b e r s of t h e electrical board are: M r . Paul Huffhines, Building Contractor; Mr. George Gordon, Eleckrical Contractor; M r . B i l l Cumbie, E l e c t r i c a l Contrac t o r ; M r . Howard Kuehn, T. P. & L. Representative; Mr, Jack Bullard City? Electrical Inspector. Several comments w e r e made by members of the counc i l and the m e m b e r s of the electrical board, Mr. Kuehn and M r . Gordon. After discussion, Councilman B r a s w e l l made the motion that Ordinance No. 206 be approved on F i r s t Reading. The motion was seconded by Councilman Fuller and carried unanimously. REAVES , GREGORY AND KNOWLTON , ENGINEERS PROPOSED AGREEMENT I Ci t y Manager Condron informed t h e ri c o u n c i l t h a t Ci t y At torney Cribbs, n e g o t i a t i n g wi th m e m b e r s of t h e iI Engineering Firm, had prepared an agreement, which w a s read and explained by City Attorney Cribbs. The City Attorney requested t h a t members of the council read the agreement i n its e n t i r e t y ; however, members of the council s t a t e d they w e r e pleased with the a-greement as presented. M r . Gregory commented t h a t the Agreement was s a t i s f a c t o r y with m e m b e r s of h i s f i r m , t h e r e f o r e , Councilman Byers m a d e the motion t h a t the City Council enter i n t o t h i s agreement with the s t i p u l a t i o n t h a t Section Five (5) i n d i c a t e "within twenty-four (24) months?' it is a n t i c i p a t e d t h a t these events set Councilman Fuller and carried unanimously. WHITENER ESTATE City Manager Condron presented Ordinance No. 209, e f f e c t i n g the now zoned llR1f R e s i d e n t i a l , be zoned ItBtr Local Business ... Part of Block One, J. E. Whitener Estate, Euless, Tarrant County, Texas, being more f u l l y described by m e t e s and bounds i n Ordinance No. 209. A f t e r discussion, it was agreed by a l l councilmen t o ' table t h i s Ordinance u n t i l M r . Tex Jones could attend a council meeting concerning the rezoning request of t h i s property. V I . 27 MR. WARREN FULLER, ZONING CASE 111 REQUEST FOR REZONING OF TRACT B, OAKWOOD TERRACE NORTH FIRST FILING M r . Warren Fuller was present i n an attempt t o determine t h e reason for the rezoning request being denied by the Planning and Zoning Board at t h e i r meeting of December 3 , 1963. . . such request having been submitted f o r Tract By Block 21, Oakwood Terrace North F i r s t Filing, being zoned from Residential t o D i s t r i c t rlCrr Commercial. A f t e r discussion , Councilman Byers made t h e motion t h a t Tract A and Tract B be scheduled for a Public Hearing at the regular council meeting, January 14, 1964. Councilman Fuller seconded the motion which carried unanimously. V I I . LETTER FROM LIBRARY ADVISER, MR. N. W. TILLINGHAST City Manager Condron read a letter from M r . N. W. T i l l i n g h a s t , Lidrary Adviser, in which Mr. T i 1 inghast expressed h i s opinion concerning a new Library for t h e City of Euless. The letter is as follows: (Dated) November 28, 1963 The City Council City of Euless I I Euless , Texas I 1 Gentlemen: Since appointment as Library Adviser for the City of EXrless, I have given much thought and study t o our f u t u r e needs for a l i b r a r y . This thinking has led each t i m e t o a conclusion which I would l i k e t o bring up for your consideration. It is the conclusion t h a t our l i b r a r y should be separate from t h e hustle and bustle t h a t occurs around a c i t y h a l l . It should be a place of quiet dignity where our children and a l l the c i t i z e n s can enjoy the warmth and goodness of the books i n our l i b r a r y . I envision a separate l i b r a r y building of adequate size t o serve our people. I envision a w e l l landscaped lawn surrounding t h e building. I envision a place of respectable quiet. It is f u r t h e r recommended for your consideration t h a t we name t h i s building t h e Tippett Memorial Library in memory of our fellow Texan. Should t h e City Council agree t h a t a separate l i b r a r y is worthy of consideration, I hereby pledge the sum of two hundred d o l l a r s t o help defray t h e cost of having a q u a l i f i e d a r c h i t e c t prepare preliminary designs or sketches for f u r t h e r consideration by the council. T i l l i n g h a s t concern and o f f e r ...May or F u l l e r advised t h e council t h a t t h e Friends of the Library f o r Euless had concluded t h e i r i n i t i a l membership d r i v e . He introduced M r . O ' D a n i e l , President of t h e Friends of t h e Library. M r . O'Daniel informed m e m b e r s of t h e council t h a t the Friends of t h e Library had secured s e v e r a l hundred m e m b e r s during t h i s d r i v e , and are still accepting memberships. t h e committees who worked so d i l i g e n t l y during the d r i v e should be complimented . Mayor F u l l e r stated t h a t Mrs. Jane Davis and V I I I . MR. J I M DUNAWAY, REQUEST FOR APPROVAL OF FINAL PLATS, SECTION 6 and 7, WILSHIRE VILLAGE of Section 6 and 7, Wilshire Village, for approval by t h e council. . A f t e r d i s c u s s i o n , Councilman B r a s w e l l made t h e motion t h a t t h e plats be approved, subject t o receipt of tax statements. Councilman Huffman seconded t h e motion which carried unanimously. M r . J i m Dunaway presented plats IX. OFFICE SPACE FOR CITY OFFICES City Manager Condron informed t h e council t h a t he had been advised by Mr. R o s s Cannon t h a t the b u i l d i n g at 201 W e s t Euless Blvd., could be leased by t h e City for t h e sum of t w o hundred t e n dollars ($210.00) per month...which sum would include t h e p r e s e n t fee of $20.00 per month parking p r i v i l e g e s ; t h e council having requested t h i s information at a previous meeting. A f t e r discussion, t h e City Council adjourned to the b u i l d i n g (next door t o t h e p r e s e n t C i t y H a l l ) to view t h e premises. s h o r t t i m e later i n t h e council chambers, Councilman F u l l e r made t h e motion t h a t t h e City Manager n e g o t i a t e with Mr. Ross Cannon to lease t h e b u i l d i n g for one year with six (6) months increment options. Councilman Byers seconded t h e motion which carried unanimously. The City Manager was requested t o d i s c u s s with M r . Cannon t h e heating, o u t l e t s for air c o n d i t i o n i n g , and any other i t e m s necessary for t h e maintenance of the building. (It was also mentioned t h a t space might be obtained i n t h e b u i l d i n g for t h e L i b r a r y ) . After reconvening a X. REGULAR MEETING (DECEMBER 24th, 1963) After discussion concerning t h e fact t h a t t h e next regular meeting of t h e City Council w i l l be December 24th, (Christmas Eve), it was agreed t h a t Friday, December 13th, 1963, would be scheduled as t h e next r e g u l a r meeting, thereby c a n c e l l i n g t h e meeting of December 24th. REAVES , GREGORY AND KNOWLTON , ENGINEERS PROPOSED AGREEMENT I i City Manager Condron informed the r I council that City Attorney Cribbs, negotiating with members of the i Engineering Firm, had prepared an agreement, which was read and explained by City Attorney Cribbs. The City Attorney requested that members of the council read the agreement in its entirety; however, members of the council stated they were pleased with the a-greement as presented. Mr. Gregory commented that the Agreement was satisfactory with members of his firm, therefore, Councilman Byers made the motion that the City Council enter into this agreement with the stipulation that Section Five (5) indicate "within twenty-four (24) months?' it is anticipated that these events set Councilman Fuller and carried unanimously. (Signatures were affixed to the copies of the Agreement ... Mr. Paul Gregory, signing for Reaves, Gregory and Knowlton, Consulting Engineers; and, Mayor W. G. ORDINANCE NO. 208 (SECOND READING) WILSHIRE VILLAGE, SECTION 5, REZONING PART OF BLOCK 3 No. 208, effecting rezoning from Residential IIA1' to Residential 1vA-211 Duplex: Two Family Dwelling Unit, designating a tract of land in the City of Euless, Tarrant County,' Texas, being a part of Ordinance No. 33.. . Being all of Lots One-R (1-R) through Eleven-R (ll-R), Block three (3), Wilshire Village Addition, Section 5, to the City of Euless, Tarrant County, Texas, according to plat dated-october 3, 1963; said Lots being from the East line of Sierra Drive, as it extends north from Kynette Drive, East to West line of Wilshire Drive, being 940 feet of frontage on Kynette Drive, said tract of land being out of the Terrell Jasper Survey ..... After dis- cussion, Councilman FulZer made the motion that the Ordinance be app- roved and proper signatures affixed. Councilman Huffman seconded the motion which carried unanimously. (Original copy of Ordinance No. 208 filed in Office of City Secretary). City Manager Condron presented Ordinance V. ORDINANCE NO. 209 (SECOND READING) J. E. WHITENER ESTATE City Manager Condron presented Ordinance No. 209, effecting the now zoned llR1f Residential, be zoned ItBtr Local Business ... Part of Block One, J. E. Whitener Estate, Euless, Tarrant County, Texas, being more fully described by metes and bounds in Ordinance No. 209. After discussion, it was agreed by all councilmen to' table this Ordinance until Mr. Tex Jones could attend a council meeting concerning the rezoning request of this property. VI . 27 MR. WARREN FULLER, ZONING CASE 111 REQUEST FOR REZONING OF TRACT B, OAKWOOD TERRACE NORTH FIRST FILING Mr. Warren Fuller was present in an attempt to determine the reason for the rezoning request being denied by the Planning and Zoning Board at their meeting of December 3, 1963. . . such request having been submitted for Tract By Block 21, Oakwood Terrace North First Filing, being zoned from Residential to District rlCrr Commercial. After discussion , Councilman Byers made the motion that Tract A and Tract B be scheduled for a Public Hearing at the regular council meeting, January 14, 1964. Councilman Fuller seconded the motion which carried unanimously. VII . LETTER FROM LIBRARY ADVISER, MR. N. W. TILLINGHAST City Manager Condron read a letter from Mr. N. W. Tillinghast, Lidrary Adviser, in which Mr. Ti1 inghast expressed his opinion concerning a new Library for the City of Euless. Should the City Council agree that a separate library is worthy of consideration, I hereby pledge the sum of two hundred dollars to help defray the cost of having a qualified architect prepare preliminary designs or sketches for further consideration by the council. Tillinghast( Signed) Euless Library Adviser 213 Mayor Fuller and council members expressed appreciation for Mr. Tillinghast concern and offer ...May or Fuller advised the council that the Friends of the Library for Euless had concluded their initial membership drive. He introduced Mr. O'Daniel, President of the Friends of the Library. Mr. O'Daniel informed members of the council that the Friends of the Library had sec- ured several hundred members during this drive, and are still acc- epting memberships. the committees who worked so diligently during the drive should be complimented . Mayor Fuller stated that Mrs. Jane Davis and VIII. MR. After discussion, Councilman Braswell made the motion that the plats be approved, subject to receipt of tax statements. Councilman Huffman seconded the motion which carried unanimously. OFFICE SPACE FOR CITY OFFICES City Manager Condron informed the council that he had been advised by Mr. Ross Cannon that the building at 201 West Euless Blvd., could be leased by the City for the sum of two hundred ten dollars ($210.00) per month...which sum would include the present fee of $20.00 per month parking privileges; the council having requested this information at a previous meeting. After dis- cussion, the City Council adjourned to the building (next door to the present City Hall) to view the premises. short time later in the council chambers, Councilman Fuller made the motion that the City Manager negotiate with Mr. Ross Cannon to lease the building for one year with six (6) months increment options. Councilman Byers seconded the motion which carried unanimously. The City Manager was requested to discuss with Mr. Cannon the heating, outlets for air conditioning, and any other items necessary for the maintenance of the building. (It was also mentioned that space might be obtained in the building for the Library). After reconvening a X. REGULAR MEETING (DECEMBER 24th, 1963) After discussion concerning the fact that the next regular meeting of the City Council will be December 24th, (Christmas Eve), it was agreed that Friday, December 13th, 1963, would be scheduled as the next regular meeting, thereby cancelling the meeting of December 24th.
