Regular Meeting
of the
Euless City Council
December 13, 1963
CALL TO ORDER
Council was called to order
following members present:
Huffman, and Roy Braswell.
The regular meeting of the Euless City
at 7:30 P. M. by Mayor W. G. Fuller with the
Councilmen Bobby Fuller, Billy Byers, H. M.
Also present were City Secretary
Vada Ferris and City Attorney James Cribbs.
VISITORS
Present were Mr. Jack Bullard, City
of Euless Building Inspector, and, the following Fiscal Agents:
1. Mr. J. D. Buchanan, Jr. - Walker, Austin and Waggener.

Morris A. Dudley - Almon, McKinney and Dudley, Inc.

Mr.
B. H. Estes - Eppler, Guerin
and Turner, Inc,
4.
Mr.
Noel Johnson, Mn Fickes, and
Mr. Davis - Columbian

Securities Corporation
Keller, representing
5.
Mr.
Henry Keller - First of Texas
Corporation
6.
Mr.
John T. Peyton - Metropolitan
Dallas Corporation.
7.
Mr,
Jerome Thornton - Thornton and
Company.
(Mr. Arthur H Postel has been invited to make a presentation, but was
not present at this meeting).
ELECTRICAL ORDINANCE
Mayor Fuller advised the council
that the Electrical Ordinance No. 206 was scheduled for Second Reading.
After discussion, Councilman Byers made the motion that Ordinance No. 206
be approved. The motion was seconded by Councilman Huffman and carried
unanimously. Mayor Fuller informed Mr. Bullard, City Inspector that
Electrical Ordinance No. 206 was duly approved on Second Reading and was
now officially declared the Ordinance that the City of Euless would
recognize, (Official copy of Ordinance signed by Mayor and City Secretary
and filed in Office of City Secretary).
FISCAL AGENTS
The Mayor and City Council invited
Fiscal Agents to present a resume of their qualifications, brochures, and,
they appeared in the following alphabetical order:
1. Mr, Buchanan, representing Walker, Austin and Waggener
2.
Mr.
Dudley, representing
Almon, McKinney and Dudley, Inc.
3.
Mr.
Estes, representing
E�?pler, Guerin and Turner, Inc.
4.
Messrs. Johnson, Fickes,
and Davis, representing Columbian Securities
5.
Mr.
Keller, representing
the First of Texas Corporation
6.
Mr.
Peyrton, representing
the Metropolitan Dallas Corporation
7.
Mr.
Thornton, representing Thornton and Company

Each representative stated that their firm operates under the Municipal
Advisory Council of Texas, and, each mentioned previous cities they have
been agents for - or their present affiliations.
After each representative had been
heard by the council, Mayor Fuller advised the Fiscal Agents they would
be notified of the decision made by the council, however, it would
probably be January 1, 1964, before a decision was reached.
After further discussion , the council
members decided to select several of the agents to be contacted and ask for
another presentation. Those selected were:
1. Mr. Bill Estes, representing Eppler, Guerin and Turner, Inc.
2. Mr. Henry Keller, representing the First of Texas Corporation.
3. Mr. John T. Peyton, representing Metropolitan Dallas
Corporation.
After discussion, it was agreed to submit the names to the engineering
firm, Reaves, Gregory and Knowlton, and the architect, Jarvis, Putty and
Jarvis and ask each to submit a written report stating whether or not
their firm had worked with any or all of these firms, their recommendation
and any other information or opinion they might have.
Mayor Fuller informed the council
that the Financial Advisors of the City of Euless - Mr. Munsell of the
First National Bank and Mr. Tibbetts of the First State Bank had invest-
igated the Bonding Firms and had talked with some of the agents; and
have submitted the following report:

Dear Mr. Fuller:
It has been our pleasure to give serious consideration to the various
bonding companies presented to us in regard to servicing revenue bonds,
if and when our city decides to buy the Municipal Service Company.
We have nothing but good reports concerning each of these companies,
and it has been extremely difficult to narrow the field down to one
recommendation. We are recommending Eppler, Guerin & Turner, Incorporated
of Dallas, Texas, primarily because we felt their experience in servicing
the needs of our Hurst - Euless- Bedford Independent School District for
a number of years could be of some additional value.
We express our appreciation for the opportunity to be of service
and trust you feel free to call us at any time we may be helpful.

After further discussion, a definite date for the meeting was not
established ... the council deciding to let the Mayor set a date.
ADJOURNMENT
The meeting adjourned at 9:15 P. M.
by general consent of the members present.
