OF THE
EULESS CITY COUNCIL
Tuesday, June 13, 2017
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:34 p.m. on Tuesday, June 13, 2017, in the Precouncil Conference Room of City Hall,
201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem
Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Linda Eilenfeldt, Harry
Zimmer, and Perry Bynum.
During the Precouncil meeting:
➢ Council Member Linda Eilenfeldt expressed her appreciation to the Library and
Parks and Community Services Departments for organizing the wonderful Season
of Sounds concert featuring Fin City — A Jimmy Buffett tribute band held Friday,
June 9, 2017, at the Texas Star pavilion.
➢ Mayor Linda Martin introduced Tim Sralla, who is filling in for City Attorney Wayne
Olson.
➢ City Secretary Kim Sutter announced that the petition for a local option election
issued April 28, 2017, was returned Monday, June 12, 2017. She advised that the
City will contract with Tarrant County Elections to verify the signatures. If the
petition meets the required number of signatures, the local option election will be
ordered following a 30 day waiting period.
➢ Assistant City Manager Chris Barker introduced Jim Tharp, Principal Architect,
Oxley Williams Tharp Architects.
Mr. Tharp presented a video tour of the proposed library renovation and discussed
the design elements, including elements related to compliance with the Americans
with Disabilities Act (ADA).
➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ Assistant City Manager Barker provided the Utility Billing update and reviewed the
enhancements to the format of customer utility bills and the new customer portal
that can be used for monitoring individual water usage.
➢ Lead Code Inspector James Patterson presented the Code update for the month
ending May 2017, including community outreach efforts and statistics related to
parking violations and mosquito abatement efforts.

➢ Assistant City Manager Barker advised that SouthGate Constructors announced
that the Main Street bridge will be reopened no later than 6:00 a.m. Monday, June
19, 2017.
➢ Assistant to the City Manager Betsy Deck provided an update on the City's
participation in the Drowning Prevention Campaign coordinated by Safe Kids
Tarrant County and Cook Children's Hospital. She outlined the campaign activities

including story time at the Mary Lib Saleh Euless Public Library and local daycare
centers, swim lessons at local pools, and the distribution of drowning information
cards.
CLOSED SESSION

The City Council convened into closed session at 6:30 p.m. for deliberation regarding the
following:
Deliberate the appointment, employment, evaluation, reassignment, duties discipline
or dismissal of a public officer or employee as authorized by Section 551.074 of the
Texas Government Code related to:
Planning and Zoning Commission
The City Council recessed closed session at 6:43 p.m.

Mayor Linda Martin gave the invocation.
PLEDGE OF ALLEGIANCE
Council Member Jeremy Tompkins led the pledge of allegiance.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Police Chief Mike Brown introduced Senior Police Officer Jay Blount. Jay was
accompanied by his wife, Annette, sons, Joshua and Caleb, daughters, Hannah and
Sarah, and members of the Police Department. Mayor Martin presented Jay with a
service pin commemorating his 20 years of service with the City.
CONSENT AGENDA (items 2 through 5)
Mayor Martin asked Assistant City Manager Chris Barker to read each item into the
record.
Council Member Stinneford motioned to approve the consent agenda items number 2
through 5.
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford,
Tompkins, Eilenfeldt, Zimmer, and Bynum
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 2. APPROVED RESOLUTION NO. 17-1506
Approved Resolution No. 17-1506, approving the Trinity River Authority(TRA) Resolution
authorizing the issuance, sale and delivery of Trinity River Authority of Texas (Tarrant
County Water Project) Improvement Revenue Bonds. The TRA contract with the cities
of Euless and Bedford requires approval by the Euless and Bedford City Councils for TRA
bond sales.

ITEM NO. 3. AUTHORIZED THE PURCHASE OF NEW ELECTRICAL
INSTALLATIONS AND ELECTRICAL MAINTENANCE AND
REPAIR SERVICES
Approved a contract with the Ed's Electric Lighting Service, Inc., 7160 Baker Boulevard,
Richland Hills, Texas, for new electrical installations and electrical maintenance and
repair services, through an interlocal purchase agreement with the City of Grand Prairie.
The contract will be for a one year term with three renewal options. Actual expenditures
will be on an as needed basis. The estimated expenditure is $300,000.
ITEM NO. 4. AUTHORIZED PURCHASE OF DIGITAL LIBRARY MATERIALS
FROM BIBLIOTHECA, INC.
Authorized the purchase of digital library materials (e-books and e-audiobooks) from
Bibliotheca, Inc., PO Box 38052, Edmonton, Alberta, Canada, the sole source provider of
materials for the Cloud Library platform in use by the library. The estimated expenditure
is $60,000.

Approved City Council minutes of the regular meeting of May 23, 2017.
REGULAR AGENDA
ITEM NO. 6. APPROVED SITE PLAN NO. 15-09-SP
Senior Planner Stephen Cook presented the site plan to the City Council. He advised
that Bloomfield Homes is proposing to develop 44 lots on 9.194 acres located at the
southeast corner of Cullum Drive and East Euless Boulevard. The property is currently
zoned planned development (PD) zoning district. The Planned Development ordinance
associated with this property (Ordinance No. 2070) specifically requires the approval of a
site plan for a single family residential development. The Planning and Zoning
Commission considered this site plan at their regular meeting of May 16, 2017, and voted
to recommend approval with a vote of 6-0-0.
Council Member Bynum requested that Mr. Cook ensure Bloomfield Homes understands
the importance of the masonry screening wall and architectural design elements.
Council Member Tompkins expressed his appreciation to the Development Services
Group for ensuring the long-term beauty of landscaping within the development.
Council Member Eilenfeldt motioned to approve the Site Plan No. 15-09-SP, for Single
Family Residential Development proposed to be located on 9.194 acres of the A.J. Huitt
Survey, Abstract No. 709, located at the intersection of Cullum Drive and East Euless
Boulevard to be platted as Oak Crest Estates, Block A, Lot A, Block B, Lots 1-20, Block
C, Lots 1-24.

Council Member Zimmer seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford,
Tompkins, Eilenfeldt, Zimmer, and Bynum
Nays: None
Mayor Martin declared the motion carried.

City Attorney
Mayor Martin introduced Tim Sralla, who is filling in for City Attorney Wayne Olson.
City Council
Council Member Eilenfeldt expressed her appreciation to City staff for their efforts and
time away from family during the upcoming budget process.
Mayor Martin announced that a Town Hall meeting will be held Thursday, June 15, 2017,
7:00 p.m., and advised that the date of the Main Street bridge reopening will be
announced at that time.
