CALL TO ORDER A meeting of the Crime Control and Prevention District (CCPD) Board was called to order by President Ron Shields on Monday, June 9, 2016, at 5:00 p.m. in the Conference Room in City Hall, 201 North Ector Drive, Euless. Board members present included: City Council Member Linda Eilenfeldt City Council Member Jeremy Tompkins City Council Member Perry Bynum (arrived at 5:05 p.m.) City Council Member Eddie Price Citizen Member Mike Pruitt Citizen Member Ron Shields President Citizen Member Warren Wilson Director of Finance Janina Jewell, Treasurer City Secretary Kim Sutter, Secretary Additional staff and Council members present included: City Manager Loretta Getchell Deputy City Manager Bob Freeman Assistant City Manager Chris Barker Police Chief Mike Brown Assistant Director of Finance Jackie Theriot Budget/Treasury Manager Diana Ayala Administrative Assistant Eva Carrera-Foshee ITEM 2. ELECTION OF OFFICERS Upon motion by Council Member Linda Eilenfeldt and second by Council Member Jeremy Tompkins, Ron Shields was appointed to serve as the President of the Board. The motion carried by a unanimous vote. Upon motion by Council Member Linda Eilenfeldt and second by Council Member Eddie Price, Jeremy Tompkins was appointed to serve as the Vice President of the Board. The motion carried by a unanimous vote. Upon motion by Council Member Linda Eilenfeldt and second by Citizen Member Mike Pruitt, Kim Sutter was appointed to serve as the Secretary of the Board. The motion carried by unanimous vote. CRIME CONTROL AND PREVENTION DISTRICT MINUTES JUNE 9 2016 PAGE 2 ITEM 3. APPROVED MINUTES OF JUNE 8, 2015 MEETING Upon motion by Council Member Eddie Price and second by Citizen Member Mike Pruitt the minutes of the June 8, 2015 meeting were approved as presented by unanimous vote. ITEM 4. ACCEPTANCE OF ANNUAL AUDIT FOR EULESS CRIME CONTROL AND PREVENTION DISTRICT FISCAL YEAR ENDING SEPTEMBER 30, 2015 Director of Finance Janina Jewell referred to the Comprehensive Annual Financial Report (CAFR) for Fiscal Year Ending September 30, 2015, for the City of Euless, which had been previously distributed. She advised that the external auditors, Weaver, LLP, conducted the audit and issued an unmodified opinion, which is the highest level of assurance that can be provided. Ms. Jewell presented the total revenues, expenditures, and ending fund balance for the fiscal year: Revenues General Sales Tax and interest earnings $2,274,257 Total Expenditures $1,936,467 Baseline Expenses — salaries, benefits, and crime prevention supplies and Capital outlay expenditures (debt payment on police radio system, imaging project, and radar units) Ending Fund Balance $1,023,966 Ms. Jewell advised that the ending fund balance exceeded the FY 2015 projected fund balance by $477,830 for the year, due mainly to the increase in sales tax revenue and a reduction in expenditures during the fiscal year. Upon motion by Citizen Member Pruitt and second by Council Member Eilenfeldt, the audit for the Euless Crime Control and Prevention District budget for Fiscal Year 2015 was accepted by unanimous vote. ITEM 5. HELD PUBLIC HEARING ON EULESS CRIME CONTROL AND PREVENTION DISTRICT PROPOSED BUDGET FOR FISCAL YEAR 2016-2017 President Shields opened the public hearing at 5:06 p.m. to receive input on the proposed Crime Control and Prevention District (CCPD) Budget for Fiscal Year 2016-2017. Finance Director Jewell presented a summary of the current year's budget and reviewed the projected revenues and expenditures for Fiscal Year 2016, and advised that the projected fund balance for the end of the fiscal year is $1,010,005, which is $186,555 over the original budget projections due to increases in sales tax revenue. Beginning Fund Balance $1,010,005 Revenues Sales Tax and Interest earnings $2,601,325 (Based on 5 percent increase in sales tax receipts) Expenditures Salaries and benefits $2,147,750 (includes modest pay plan increase and 19 positions) Operations $134,620 Capital outlay expenditures (Northeast Tarrant County Radio $142,110 Consortium (NETCO) and debt payment on police radio system) Total Expenditures $2,424,480 Excess Revenue over Expenditures $176,845 Ending Fund Balance $1,186,850 Supplemental Requests $172,452 Capital Request FY 2016-2017 $275,747 Estimated Ending Fund Balance (9-30-2017) $738,651 Required Reserves (60 days) $426,893 Excess Revenues $311,758 Police Chief Mike Brown reviewed the proposed supplemental and capital expenditures items, in detail, for fiscal year 2016-2017, including funding for the following: Supplemental Requests: - Continued funding of part-time Public Service Officers $72,537 - Part-time Dispatcher program $48,960 - L3 Video Camera System $50,955 Capital Reauests - Replace Duty Pistols (95 pistols & accessories) $69,000 - Computer Software and Licenses $38,700 - Assorted Police Equipment $32,587 - Emergency Operations Center (EOC) AV Upgrade $75,000 - Body Camera Grant Match $24,000 - Office Furniture $36,460 CRIME CONTROL AND PREVENTION DISTRICT MINUTES JUNE 9. 2016 PAGE 4 President Shields asked for any comments from the audience. There being no others requesting to speak, President Shields closed the public hearing at 5:32 p.m. Police Chief Brown addressed questions related to the proposed capital expenditures and supplemental request items. ITEM 6. APPROVED OF EULESS CRIME CONTROL AND PREVENTION DISTRICT BUDGET FOR FISCAL YEAR 2016-2017 Upon motion by Council Member Tompkins and second by Council Member Price, the Crime Control and Prevention District Budget for Fiscal Year 2016-2017 was approved as presented by unanimous vote. ITEM 7. ADJOURNMENT President Shields recognized Chief Mike Brown and the entire Police Department staff with regard to their response in dealing with the shooting death of Police Officer David S. Hofer. Chief Mike Brown expressed his appreciation to City Manager Loretta Getchell for her leadership during the difficult time that the entire city dealt with the shooting death of Police Officer Hofer. City Manager Getchell recognized the entire team for their amazing response and efforts related to the shooting death of Police Officer Hofer. Upon motion by Council Member Eilenfeldt and second by Council Member Price to adjourn the meeting, President Shields adjourned the meeting at 6:06 p.m. APPROV D: ATTEST: Ro Shi Ids, Fyresident Sutter, Secretary
