CALL TO ORDER

A regular meeting of the Euless City Council was called to order at 8 :00
P.M., Tuesday, February 23, 1982, in the Council Chambers of the Euless Municipal
Building, by Mayor Harold D. Samuels. Counciirnembers present were Mayor Pro
Ten: Willie Mae McCorrruck, and Councilmen Glenn Walker, Robert Pippin, Ron
Sternfels, and Bob Eden.

Mrs. McCormick moved to approve second and final reading of Ordinance
No. 697, vacating and abandoning a. public utility easement between Lots 12 and l3,
Block 6, Woodlands Addition.

ITEM III: CONSIDERATION OF AN ORDINANCE FOR EULESS WATER RATE
:Mr. Eden moved to table consideration of an ordinance for a Euless water
rate, and to authorize the City Manager to seek a legal opinion from the City.
Attorney.
Mr. Walker seconded the motion.
Ayes: Messrs. Eden, 'Walker, Pippin, and Sternfels, and Mrs. EMcC'orrnick
Nay: None
Mayor Samuels declared the motion carried.
ITEM IV: CONSIDERATION ION OF PLATTING OF QUAIL, RUN PHASE li
City Engineer .lames Knight stated that the platting was in conformance
with City standards, and that the tayes had been paid on thy: property.
Mr. Pippin moved to approve the final platting of Quail Run Phase II, in
accordance with the recommendations of the Planning and Zoning Commission.
Mr. Sternfels seconded the motion.
Ayes: Messrs. Pippin, Sternfels, Eden. and Walker, and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.
ITEM V: CONSIDERATION OF AN APPOINTMENT OF CITY HEALTH OFFICER
,'tr. Eden moved to approve the appointment of Don R. Warren, M.D., as
the City Health Officer for the City of Euless.
Mr. Pippin seconded the motion.
Ayes: Messrs. Eden, Pippin, Sternfels, and Walker, and Mrs. McCormick
Nays: None

ITEM VI: CONSIDERATION OF TEXAS POWER AND LIGHT COMPANY RATE
INCRE.A.SE REQUEST AND RESOLUTION NO. 82 -522
Mayor Samuels explained to those in attendance the various options the
City had when approached by Texas Power and Light Company for a rate increase
request, and pointed out that if the City Council did not act tonight, the requested
rates would take effect March 19th.
Mr, Walker moved to approve Resolution No. 82-522, thereby suspending
for one hundred twenty days any change in rates for Texas Power and Light
Company, said suspension being from March 19, 1982.

ITEM VII: CONSIDERATION OF CALLING PUBLIC HEARINGS
Mr. Walker moved to call Public: Hearings: A) on March 23, 1982, for
Zoning Case No. 359, a request of Kenneth Chenault for Homecraft Land
Development for a change of :toning from R-.1 Single Family Dwelling District to
R -2 Multi -- Family Dwelling District (SFA) Single Family Attached with CUD for
Conforming Housing, on northern and eastern portion of Sagepoint Addition,
located east of Baze Drive, west of North Main Street, and north of Little Bear
Creek Estates; P) on April 13, 1982, for Zoning Case No. 360, a request of ?unior
Aired for Al Sankary for a change of zoning from C-2 Community Business District
to C -2 Community B usiness District with SP Special Permit for Nightclub and
Lounge, on Tract 5, T.3asper Survey, A-861, located south of Airport Freeway and
west of Al's Formal Wear; and C) on April 7.7, 1982, for Zoning Case No. 361, a
request of Gabor Sztarrenits for a change of coning from C -2 Cornmunity Business
District to 0 -2 Community Business District with SP Special Permit for Truck

Mr. Pippin seconded the motion.

ITEM VIII: PUBLIC, HEARING FOR TARRANT COUNTY WASTE DISPOSAL RATE
INCREASE REQUEST
Mayor Samuels opened the Public Hearing for the rate increase request of
Tarrant County Waste Disposal Company, and explained the Pudic Hearing
procedures to the audience. Mayor Samuels recognized Mr. Buck Hubbard to speak
for the proponents of the rate request,
Mr. Buck Hubbard, General Manager, Tarrant County Waste Disposal,
presented the rate increase request proposal on hehaif of Mr. Curtis McCaffity.
Mr. Hubbard outlined the figures previously presented to the Euless City Council,
and stated the rate increase was needed for the purchase of new equipment,
maintenance of present equipment, salary increases, and other operating costs
which have risen due to the economy and inflation. He stated also that they
wanted to paint all their containers brown, which would be an expensive project.
Mayor Samuels asked why the rates varied from city to city. Mr. Hubbard
explained that the rates will vary from city to city because the service provided
to each city will vary. Sorne cities have all cans or all plastic bags; some cities
have more commercial customers; some cities have fewer or more pickups per
month; and some cities do not provide the services to their citizens :like Euless
does, such as the pickup of 'white goods' like stoves and refrigerators.
Mr. Pippin asked if Tarrant County Waste Disposal would pick up old
tires. Mr.Hubbard stated they would, but sometimes a pickup truck would have to
be sent out.
Mr. Hubbard stated that they have a supervisor for residential and
commercial customers, and try to handle complaints and keep then: down to a.

Mr. Eden asked if their insurance was expensive. Mr. Hubbard stated it
was very costly to them: about $27 per $100.
Mayor Samuels asked if there were any other proponents for the rate
increase. There being none, he asked if there were any opponents to the rate
increase request.
Mr. Lucian B. Holmes, 806 Oakwood, Euless, asked what percentage of the
total cost was for labor. The answer was, "Approximately 25 %5" from Councilman
Walker. Mr. Hubbard stated that the drivers take home about $204 per week and
the pickup men take home about $189 per week, plus fringe benefits.
Mayor Samuels asked if there were any other opponents to the rate
increase request. There being none, he asked if there were any further questions
or discussion at the Council. There being none, he declared the Public Hearing
closed.

Mr. McCaffity stated there are basically t hree reasons why the Euless
rate is higher than that of other area cities: (1) the commercial volume is less; (2)
there is no volume €irnit for pickups and if a customer is missed an extra pickup
will be made; and (3) 'white goods' be picked :gyp in Euless. These three
services are included in the Euless rate structure. Other cities may have a limit
of two bags per pickup, with no 'white goods' being picked up, and other limits on
the service they provide to their citizens.
Mr. ;lack Stoltze stated that he as a customer and citizen, did not know
many of these services, were provided, and can better see now why the Euless rates
are higher.
Mrs. McCormick moved to table action on the rate increase request of
Tarrant County Waste Disposal until after the. April 3rd election, and to add a
referendum question to the April 3rd ballot, as to whether or not citizens preferred
to use trash cans or plastic bags for their garbage pickup service.
Mr. Sternfels seconded the motion.
Ayes: Mrs. McCormick, and Messrs. Sternfels, Eden, ' calker, and
pippin
Nays: None
Mayor Samuels declared the motion carried.
ITEM IX: CITY ATTORNEY'S REPORT
Mr. Crihbs stated he had nothing to report.
ITEM X: CITY ENGINEER'S REPORT
A) AUTHORIZATION TO ADVERT €SE FOR BIDS ON WATER LINES
Mr. Knight stated that the plans are complete for the water
improvements and loop system in the northern section of Euless, and requested
authority from the City Council to advertise for bids for completion of this work.

Mrs. .McCormick moved to authorize the City Engineer to advertise for
bids for water line improvements in this section of Euless,.
Mr. Eden seconded the motion.
Ayes: Mrs. McCormick, and Messrs. Eden, Pippin, Sternfels, and Walker
Nays: None
Mayor Samuels declared the motion carried.
B) DICKEY DRIVE CONSTRUCTION
Mr. Knight re ported that the project on Dickey Drive was progressing
well and they are putting in curbs and gutters at this time.
COMMENTS
Mayor Srrnuels recognized Eldred Pruitt, Director of Environmental
Health, for the City of Euless, and welcomed hirer to the meeting.
