Council members present were Glenn ' `alker, Robert Pippin, Bob Eden, and Ron Sternle s. Mayor Harold D. Samuels was absent. AP.PROV,a,L OF MINUTES The minutes of the regular meeting of March 9, 1982, were approved as written. 1982 --056 Euless City Council Regular Meeting - March 23, 1982 - Page Two ITEM I; PRESENTATION OF SERVICE PIN TO CITY EMPLOYEE Mayor Pro Tem Willie Mae McCormick presented a Fifteen-year Service Pin to Mr. Monroe Wagoner, with the Streets Department. Mr. Wagoner has been employed with the City of Euless since March 3, 1967. ITEM Ili PRESENTATION OF A PLAQUE TO A EULESS CITIZEN Mr. Bob Phillips, Coordinator of the Parks Department, explained that Mr. and Mrs. Bill Byers had donated an antique weather vane for the gazabo at Carr Park, and that they had for many years been great assets and friends to the City of Euless. Mayor Pro Tem Willie ''.Iae McCormick presented to Mr. Bill Byers a plaque suiting the appreciation of the City for their efforts. ITEM III; CONSIDERATION OF BIDS The following bids were received on February 10, 1982, for the construction of a central fire station for the City of Euless. 1. Accent Builders $381.900.O0 2. Steele & Freeman $376,591.00 tinder the circumstances of all bids corning in far above the amount budgeted, Mr. Pippin Moved to reject all bids received. Mr. Walker seconded the motion. Ayes: Messrs. Pippin, Walker, Eden, and .5ternfels, and Mrs, McCormick Nays: None Mayor Pro Tern McCormick declared the motion carried. 1.9824)57 Euless City Council Regular Meeting -- March 23, 1982 - Page Three ITEM IV: SECOND AND FINAL READING OF ORDINANCE NO< 699 Mr. Eden moved to approve second and final reading of Ordinance No. 699, regarding Zoning Case No< 358, for a change of zoning from "C Community Business District, to "R --4 " Multi - Family Dwelling District, on Tracts iAl and 1A1A, 3ohn Groves Survey, A-599. Mrs, McCormick seconded the motion. Ayes: Mr. Eden, Mrs. McCormick, and Messrs, Walker and Sternfels Nays: Mr. Pippin Mayor Pro Torn McCormick declared the motion carried. ITEM V: PUBLIC HEARING FOR ZONING CASE NO. 359 Mr. Kenneth Chenault, Homecraft Development Corporation, requested the City Council table this item for one month. The delay was requested for the purpose of meeting with the citizens of Little Bear Creek Estates and determining what their wishes are and to seek a compromise on the development of this particular tract of land. Mr. Chenault said Homecraft would pay the costs of legal notifications. Mr. Pippin asked if this action was regeusted to alter the zoning change in some .fashion. Mr. Chenault stated this was what Homecraft had in mind. Mr. Sternfels asked if it is possible that Homecraft may not reapproach the City Council if an agreement cannot be reached. Mr. Chenault stated this was possible. Mr. Eden stated it may not he fair to the citizens here tonight to have to come hack. Mr. Pippin shared this opinion with Mr. Eden, but stated it the delay will benefit the citizens in the manner of some mutual concern and agreement, it may be beneficial. i\ir. Chenault stated that Homecraft Development would meet with the citizens of Little Bear Creek and talk with there. Mr. Pippin stated that he would be in favor of tabling the matter if that can be the case, hut if it is just a maneuver to deter a voice and participation of the citizens, he would not favor it, and pointed out that this has happened in the past. Mr. Chenait stated thi s was not the �t the intent of the developer. 1982 -058 Euless City Council Regular Meeting -- March 2.3, 1982 - Page Four Mr, Walker" moved to table the zoning case until notified by Hor 3ecrafi that they wish to proceed. Mrs. McCormick seconded the motion. Axes :1r. Walker, Mrs. McCormick, and Mr. Pippin Nays: Messrs, Eden and 5terntels Mayor Pro Tem McCormick declared the motion carried. Mrs. McCormick stated that she wanted to impress upon Mr. Chenault that due to the circumstances, unless some changes are made it would be useless to reappear before the City Council on this zoning case as it now stands, Mr. Bob Hembrel, 402 Cherry Ann, Euless, asked if the case would go .back to the Planing and Zoning Commission. Mr. McFarland explained what had occurred tonight and outlined the possible routes the zoning case may now take. 1IErM VI: CITY ATTORNEY'S REPORT Mr. McFarland stated he had nothing to report. ITEM VII: CITY ENGIN'EER'S REPORT City Engineer Jan-les Knight stated the progress at Dickey Drive was at the stage where the curb and gutter is almost complete, and the driveways are being done now. COMMENTS Mr. Troy Fuller-, 1004 West Euless Boulevard, Euless, expressed displeasure with the new platting regulations recently passed by the City of Euless, He outlined a particular problem he had with the development of a tract of land in west Euless. Mr. McFarland explained that this City ordinance was passed to bring the City in compliance with new State legislation, and that the City had no choice but to comply. Mr. Eden stated that if there was any way the City could work with Mr. Fuller and assist hire with his problem, they would. Mr. McFarland stated he would meet with Mr. Fuller and see what could be worked cut. 1982-059 Euless City Council Regular Meeting - March 23, 1982 - Page Five ADJOURNMENT There being no further business before the City Council, the meeting was adjourned at 843 P.M.
