MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL ON AUGUST 10, 1982 CALL TO ORDER 1982 --I42 A regular meeting of the Euless City Council was called to order at 8 :05 P.M., Tuesday, August 10, 1982, in the Council Chambers of the Euless Municipal Building, by Mayor Pro Tem Willie Mae McCormick. Councilmembers present were Glenn Walker, Robert Pippin, Bob Eden, and Ron Sterntels. Mayor Harold D. Samuels was absent. Staff Members Present W. M. Su faire, City Manager Bob McFarland, City Attorney James .Knight, City Engineer Kay Rainey, City Secretary Visitors Jimmy C. Payton Mr. and Mrs. :lames W. Armstrong Mr. and Mrs. Don L.. Armstrong, Jr. Mr. and Mrs. Don L. Armstrong, Sr. David Armstrong George Bradford Bill Byers INVOCATION The invocation was given by Councilman Glenn Walker. APPROVAL OF MINUTES The minutes of the regular meeting of July 27, 1982, were approved as wri.tTen. 1982-143 Euless City Council Regular Meeting - August 10, 1982 - Page Two ITEM I: SECOND AND FINAL READING OF ORDINANCE NO, 707 Mr. Pippin moved to approve second and final reading of Ordinance No. 707, vacating and abandoning a public utility easement on a portion of Lot 1, Lott 2- AR and Lot 2-BR, Block, 1, Westpark Medical Plaza addition. Mr. Sternfels seconded the motion. Ayes. Messrs. Pippin, Sternfels, Eden, Walker, Mrs. McCormick Nays: None Mayor Pro Tern McCormick declared the motion carried. ITEM 11: SECOND AND FINAL READING OF ORDINANCE NO. 708 Mr. Eden moved to approve second and final reading of Ordinance No. 708 vacating and abandoning a public utility easement on a portion of Lot 24, Alexander &.. Cullum Subdivision. Mr. Pippin seconded the motion. Ayes, Messrs. Eden, Pippin, Walker, Sternfels, Mrs. McCormick Nays: None Mayor Pro Tem McCormick declared the motion carried.. ITEM III. SECOND AND FINAL READING OF ORDINANC_. NO. 709 Mr. Pippin moved to approve second and final reading of Ordinance No. 709, to adopt a rate for Texas .Power and Light (:ornpany. Mr. Sternfels seconded the motion. .Ayes; Messrs. I' piny Sternfels, Eden, Walker, Mrs, McCormick Nays: None Mayor Pro Tern McCormick declared the motion carried. Euless City Council Regular Meeting - August 10, .1982 - Page Three ITEM IV: SECOND AND FINAL READING OF ORDINANCE NO, 710 1982 -144 Mr. Sternfels moved to approve second and final reading of Ordinance No 710, to allow military service credits for inclusion in the Texas Municipal Retirement Systern. Mr. Pippin seconded the motion. Ayes: Messrs. Sternfels, Pippin, Walker, Eden, Mrs. McCormick Nays: None Mayor Pro 'Tens McCormick declared the motion carried. ITEM V: PRESENTATION OF SERVICE PIN TO CITY EMPLOYEE Mrs. McCormick introduced Mrs. Geneva Armstrong and stated that Mrs. Armstrong has been employed with the City since August 14, 1962. Her tenure of service with the City has been with the Library Department. Mrs. McCormick remarked that Mrs. Armstrong has been a major contributing force behind the growth and development of the Euless Public Library. Mrs. McCormick presented Mrs. Armstrong with her 20-year service pin and the City Coc > -cil thanked her for her years of .service. ITEM VI: CONSIDERATION OF A SIGN VARIANCE SPECIAL, PERMIT Mr. Eden moved to grant a sign variance special permit to the First National Bank of Euless to allow them to install a larger sign than the present City ordinance allows, Mr. Wacker seconded the motion. Ayes: Messrs. Eden, Walker, Sternfeis,, Pippin Nays;. None Abstentions: Mrs. McCormick Mrs. McCormick declared the motion carried. 1982-145 Euless City Council Regular Meeting -- August 10, 1982 - Page Four ITEM VII: CONSIDERATION OF AN ORDINANCE Mr. Eden moved to approve first reading of an ordinance authorizing and allowing updated service credits to employees and retirees of the Texas Municipal Retirement System. Mr. Pippin seconded the motion, Ayes: 'Messrs, Eden, Pippin, Sternfels, Walker, Mrs. McCormick Nays: None Mayor Pro Tem McCormick declared the motion carried. ITEM VIli: CONSIDERATION 'OF CALLING A PUBLIC HEARING Mr. Sternfels moved to call a Public Hearing on Tuesday, September 14, 1952, at 8:00 P,M. for Zoning Case No. 370, a request of Dori A. Tipton for Brodsky /Glperton for a change of zoning from "PD" Planned Development to ''R -1" Single Family Dwelling District, ''C -2" Community Business District, and "CUD" Conforming Housing for "R-3," "P, -4," and "R -.? Multi- Family Dwelling District densities on Tracts A, B. and C, and portion of Tract 2, Levi Franklin Survey, S,- 5.13, located south of f3ear Creek Drive, west of. North Main Street, and north of proposed Cheek Sparger Road. Mr. Pippin seconded the motion. Ayes: .Messrs. Sternfels, Pippin, Eden, Walker, Mrs. McCormick Nays: None Mayor Pro Tern McCormick declared the motion carried. ITEM IX: CITY Y ATT ©RNE'Y '.S REPORT Mr. McFarland stated he had nothing to report.
