CALL TO ORDER

A regular meeting of the Euless City Council was called t o order at 8 :10
P,M„ Tuesday, August 24. 1982, in the Council Chambers of the Euless Municipal
Building, by Mayor Harold D. Samuels. Councilmembers present were Mayor Pro
Tern Willie e Mae McCormick. and Councilmen Robert Pippin and Bob Eden.
Councilmen Glenn Walker and Ron Sternfels were absent.

INVOCATION
The invocation was given by Mayor Harold D. Samuels.
APPROVAL OF MINUTES
The minutes of the regular meeting on August 14, 1982, were approved
as written.
ITEM I: SECOND AND FINAL. L READING OF ORDINANCE NO. 711
Mrs. McCormick moved to approve second and final reading of
Ordinance N O. 711, authorizing and allowing updated service credits .to employees
and retirees from the City of Euless with the Texas Municipal Retirement
System.
Mr. Pippin seconded the motion.
Ayes: Mrs. McCormick, Messrs. Pippin and Eden
Nays: None
Mayor Samuels declared the motion carried,
ITEM.-. 11: PRF.SF.NTATION OF SERVICE PIN TO CITY MANAGER
Mayor" Samuels stated that W. M. Sustaire, City Manager, has been
employed with the City since August 12, 1957. Mr. Sustaire was the first police
chief for the City of Euless, later became the Director of Public Safety, and in
1974 was appointed City Manager. The Mayor and City Council commended Mr.
Sustaire for a fog well done, and presented him with his 25-year Service .Pin. Mr.
Sustaire was the first City employee to receive a 25-year piss.

ITEM E<M Ili: AUDIENCE REQUESTED BY TRAILWOOD HOMEOWNERS
Mr, Neal Adams, 201 Trailwood Drive, Euless, represented a group of
Trailwood Addition homeowners who had submitted a petition to the Euless City.
Council in support of an engineering study to review possible means of rectifying
the storm drainage problems related to Trailwood Addition, as well as the balance
of the City of -€ uless, and who also pledged support of a bond election to meet
the obligations of rectifying any needs identified in the engineering study. The
water drainage had adversely affected his neighbors and friends in the area, and
they had proceeded in a positive way to seek a remedy for the situation. There
were 150 homeowners in Trailwood Addition, with 195 signatures on the petition
submitted, These signatures represented 120 hones, which was approximately
80% of the addition.
Mr. John Deithloff, 300 Trailwood Drive, explained specific situations
where there had been a problem, He outlined that the water drainage situation
was caused by excessive rain water flowing down Shadow Lane, T imberlane,
Summit. Ridge, and both ends of Trailwood Drive. The water was generated at
high points and midpoints along these streets, and gained momentum and volume
as the water approached the inlets at low points The water flowed down streets
so rapidly that the storm: sewer inlets and collectors were not able to adequately
accept the necessary volume of water, As a result, water flowed over lots,
knocked down fences, and entered garages and homes. The lack of curb gutters
on Live Oak .Lane also contributed to the ;problem. He urged the City to engage
an engineering study to seek remedies for the situation.
Mr. Jim Harrison, 50.E Trailwood Drive, addressed the fact that Little
Bear Creek created a water problem. He expressed the opinion that if the creek
were cleaned out, it would largely eliminate water problems in Trailwood
Addition. He pointed out that the creek which runs parallel to Shenandoah Drive
posed a problem, since there was no place for the excess water to flow, He
mentioned that even if these two creeks were in good c ondition, there would be
a need for an annual maintenance program
Mr. Eden moved to authorize the City Manager to have a compre-
hensive drainage study done to evaluate flooding and water drainage throughout
the City of Euless, This would include an evaluation of creeks and water drainage
inlets in the various additions of the City.
Mr. Pippin seconded the motion.

ITEM IV: PUBLIC HEARING
Mayor Samuels opened the Public Hearing for review of proposed uses
of revenue sharing .funds for fiscal year 1982-83.
Director of Finance, James R. Hickerson, reviewed the proposed uses of
Revenue Sharing Funds as follows:
$50,500 for the Library's computer .system conversion;
S61,0QQ for police vehicles;
$81,804 for Parks Department heavy equipment and rebuilding of
restroom facilities;
$16,000 for Water Distribution System for the purchase of two vehicles.
Mr. Pippin pointed out that these funds are generally used to
supplement the City budget with expenditures that normally do not recur over a
five year period.
Mayor Samuels asked if there were any proponents for the proposed
uses of Revenue Sharing Funds. There being none, he asked if there were any
opponents. There being none, he asked if there were any questions or discussion
of the Council. There being none, he declared the Public Hearing closed.

Mayor Samuels opened the Public Hearing for consideration of the
budget for the City of Euless for fiscal year 1982 -83.
Finance Director Jarrles R. Hickerson presented the data for consid-
eration of the budget proposal.

A visitor asked what percentage this budget had increased over last
!fear's budget. Mr. Hickerson answered that it was about twelve and one-half
percent rr.ore, with the major or'tion being attributed to building rna.intenance. 1'C
also included a five to seven percent salary increase for employees, Mayor
Samuels added there was the expense of the new fire station, but also was the
revenue derived from the fire service contract with the City of Fort Worth.
Mayor Samuels also explained that the tax rolls had not been provided
so some figures refight change. A discussion was had concerning the Tax Appraisal
District, exemptions, and appraisals. The City Attorney explainer some aspects
of property appraisals conducted by the new tax district.
Mayor Samuels asked if there were any other proponents for the budget,
There being none, he asked if there were any opponents to the budget. There
being none, he asked if there were any questions or discussion of the Council.

Mayor Samuels opened the Public Hearing for consideration of a water
rate increase for the City of Euless,
City Engineer James Knight presented the reports, figures, and data
available. He explained how he arrived at the figures presented to the City
Council. Mr, Knight advised that with the current four-tier rate structure, the
City Would be approximately $200,000 short in revenues for pay for the purchase
of water during she 1982 --83 fiscal year. This was based on the best available
population and water sales figures.
Mayor Samuels stated this Public - Hearing was actually a continuation
of an earlier public hearing; that the City Council would not make a decision
tonight, but wanted to receive citizen input regarding the subject, The last water
rare increase was in 1977-78. There was a sewer rate increase in 1980, with the
present rate being rig set at 90%,, of the water usage up to a maximum of 12,000
gallons.
Members of the audience inquired about sewer rates and the rate
structure was explained to them by the City; Engineer, It was clarified that the
water and sewer system had not been supported in the past by ad valorem tax
revenue, but had always been self-supporting. Mayor Samuels pointed out that
the City payed more per gallon for the treatment of wastewater than it did for
the purchase of fresh water.
Ms. Jeannette C rekaj, 1410 Aransas, Euless, stated she objected to the
water increase due to the affect it would have on persons with fixed incomes.
She felt the City could eliminate some government waste, and stated the City
Council allowed the utilities to continually increase, The City Attorney explained
to her that the City Council did not set, nor allow the other utilities to .increase
He outlined the actions available to cities and informed her of what the City had
done in an effort to keep the other utilities down, Mr. Sustaire remarked that the
City itself had to pay a higher rate than did citizens for its utilities.
Mr. Pippin remarked that the higher water user should not receive a
discount, as it is set out in the present rate structure. Mrs, McCormick advised
that in the future the water and sewer utilities will be as large as the electric
bills.

being none, he asked if there were any opponents to the issue. There being none,
