HomeMy WebLinkAbout1982-09-28a (special called)MINUTES OF A CALLED MEETING OF THE EULESS CITY COUNCIL ON SEPTEMBER 28, 1982 CALL TO ORDER. .1982 -.169 A caked meeting of the Euless City Council was called to order at 7:31 P.M., on Tuesday-, September 28, 1982, in the Council Chambers of the Euless Municipal Building, by Mayor Harold D. Sarnuels. Councilmembers in attendance were Mayor Pro Tern Willie Mae McCormick, and Councilmen Bob Eden, Glenn Walker, Robert Pippin, and Ron Stern €els. Staff inerubers present were City Manager W.M. `ustaire, City Secretary Kay Rainey, City Engineer 3ames Knight, City Attorney Bob Mc-- Farland, Director of Finance James R. l--lickerson, and Director of .Environmental Health Eldred Pruitt, Guests included W.G.i_',uddy Ragley, Tax Assessor- Collector 13111 Brown, Frank Douglass, Mrs. 1 : :ldred Pruitt, R. T. Hall, Wi.11iarm R. Denny, Francisco Ruiz, Liz Newlin, and Clara Tuma. ITEM .b PL BL1C (-HEARING ON PROPOSED TAX REVE.:NUE .INCREASE Mayor Sarnuels explained that the purpose of this meeting was to hold a Public Hearing on a proposed tax revenue increase, but there would _r no vote on the tax rate at this time He opened the. Public Hearing and requested to hear from the City Staff regarding budget figures for fiscal year 1982 - -83, City Manager W. M. Sustaire stated that the budget for the 1982 -83 fiscal year was approximately 12% more than the 1981 -82 budget, 'T'hi_, was dure• t l n f l a.tion and a five to seven percent raise for city employees. Mayor Samuels expiainec to those in attendance that the City Council was considering adopting a. 10,70 tax rate per $100 of valuation assessed on the 1982 ad valorem tax rolls, while granting a twenty percent homestead exemption and the $10,700 exemption to homeowners over sixty -live years of age and disabled veterans. This action would figure approximately $60, 00 more than required to meet the 1982 --83 budget, and the City Council felt that a small cushion was needed to cover errors and protested assessments in the 1982 tax rolls, 1982-170 Euless C, ty' Council Called Meeting -- September 28, 1982 - Page Two Mr. Buddy Rag ley stated that he supported the twenty percent homestead exemption and commended the City Council for their efforts with this year's budget. He stated further that he .felt the rate was a reasonable one Mr. Ragley inquired ,.bout the makeup of the Tarrant. Appraisal District and asked what voting power the City of Euless held with this District. Mayor Samuels explained how the voting members of TAD representated the various cities and other taxing political subdivisions. Mr. Frank Douglass asked about the technicalities of the homestead exemptions being entered into the computer. Some discussion was had on how The s exemption would be worked out. Mayor Sanituels asked if there were any other proponents for the proposed tax revenue increase. There being none, he asked if there were any opponents to the proposed tax revenue inC :ease. There being none, he asked if there were any questions or discussion of the Council. There being none, he declared the Public Hearing closed. Mr. Walker moved to set October 4, 1982, at 5:30 P.M. for a public: meeting to vote on the tax rate, Mr. Pippin seconded the motion. Ayes: Messrs. Walker, Pippin, Eden, Sternfels, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried.
