Samuels. Councilmembers present were Mayor Pro-Tem Willie Mae McCormick', and Councilmen. Robert Pippin, Bob Eden, Glenn Walker and Ron Sternfels, Staff Members Present Sustaire City Manager Bob McFarland, City Attorney James Knight, City Engineer Kay Rainey, City Secretary Diana Kopecky, Secretary Visitors present were: Scott Heitman, Bob Yosten, Mr. V.3 Mrs. M. Stephens, Marion Oberbeck, Nelson Oberbeck, Mrs. Dianh Afsahi, Mrs. Judy Earmer, Mrs- Jo Henry, Richard W. Peters, john R. Norman, Mrs. john Norman, Mr, Mrs. Decker, Edward 0. Skoog, John and Peggy Vandiver, Karl Hibvrecht, Ernest W. Leonard, E. N. Drake, James S. Tuell, George W. Zahn, Roland Baugh, Don Lewis, Patty Lewis, Sharon Emrick, Lowanda Adams, Sheryl Nhys, Donald Oxford. INVOCATION The invocation was given by Councilman Glenn Walker, 1982.-192 Euless City Council. Regular Meeting - October 26, 1982 - Page Two ITEM I: THIRD AND FINAL READING OF ORDINANCE NO, 719 Mr< Pippdn moved to approve third. and final reading of Ordinance #719 to adopt a tax rate of $0.70 cents per $100 valuation of property on the assess- ed. tax rolls for the City of. Euless, \1r. Walker seconded the motion. Aves: Messrs. Pippin, Walker, Eden, Sternfeis, Mrs. McCorimi.ck Nays: None Mayor Samuels declared the motion carried. ITEM II: SECOND AND FINAL READING OF ORDINANCE NO, 720 Councilman Walker aude a recommendation to table- this motion until the plat corrections that were required by the Planning and Zoning Commission have been made. Mr. Sternfels seconded the motion. Ayes: Messrs. Walker, Sternfels, Eden, Pippin, Mrs. McCormick Nays : .N011.€. Mayor Samuels declared the motion carried, ITEM Ill: AUDIENCE REQUESTED BY JAMES S. TUB" Mr. .James S. Tuell, 711 Marlene Court, Euless, spoke regarding the parking of camper trailers. He made a request that. City Council consider an ordinance prohibiting camper trailers from parking closer than 6 to an adjacent property line. Three reasons given were 1) creation et a fire hazard, 2) impos- ing an. taconvienence, and 3) decreasing property values. He presented. signatures in. support of this proposal and made a slide presentation. Persons speaking in opposition to such an ordinance were Mr. Decker, 701 Royce Drive, Euless: John. Vandiver, 808 Clebud Drive, Euless; George Zahn, 701 Royce Drive, Euless Mrs. john Vandiver, 808 Clebud u, Euless. Their reasons for opposition inci uded. invasion of privacy, invasion of rights of property owners, and creation of a detriment to the recreational vehicle sales industry. Mr. Tueli agreed with their negatives, but still felt a remedy should be :,ought. Citv Attorney Bob McFarland. stated. Le would look into Mr. Tuell's situation. 1982-193 Euless City Council Regular Meeting - October 26 , 1982 . - Page Three ITEM IV: CONSIDERATION OF A CALLING PUBLIC HEARING FOR ZONING CASE NO, 378 Mr. Eden mcwed to call a Public Hearing on November 23, 1982, for Zoning Case No. 578, a request of Wayne Brewer for a. chnage of zoning from "P-1" Single Family Dwelling District to "C-2" Commercial Business District en Lots 11-15, Block 3, and Lots 1-4 & 23, Block. 4, Bell. Ranch Terrace Addi- tion, located south of Euless Town Centro, west of and adjacent to FM 157 and north of Signet Drive. Mr. Pippin seconded the motion. Ayes: Messrs. Eden, Pippin, Sternfels, Walker, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. ITEM V: PUBLI C HEARJNG FOR ZONING CASE NO. 373 Mayor Samuels opened the Public Hearim for Zoning Case No. 373, a recluest of Barry Hudson for Michael A, Block for a change of zoning from "C-2" Commercial Business District to "R-5" Multi -Family Dwelling District with "GUI)'' for Conforming Housing on Tracts 11)1, 1E1 F.T 1E1A, J. Groves Survey, A-599, located south of West Pipeline Road, north. of SH 10, east of Raider Drive, and west of Westpark Way. MT, David Farrington, President of Farrington Associates, represent ing Michael A. Block, presented the request for change of zoning and explained why they feel. the requested zoning is appropriate. Their proposal included a 250 foot buffer strip south. of West Pipeline to be restricted to 16 dwelling units per acre witli . an overall density for the entire tract of 21 dwelling units per acre for a total of 598 units. Fie noted. that the development in Irving named. Casa Colinas was constructed at an overall density of 20 dwelling units per acre although the property was zoned for 25 dwelling units per acre_ Mayor Samuels asked. if there were any other proponents to the :zoning case, There being none, he asked . if. there were any opponents to the zoning case. Persons speaking in opposition to the rezoning were Scott Hietman, 508 Live Oak DliVe, Euless; Sharon Emerick, 913 Warwick, BedfoTd; Ed Schoon, 2307 Wostpark Way Circle, Euless; Don. Lewis, 808 Warwick, Bedford; Earl Drake, 908 Warwick, Bedford; Sheryl Mays, 804 Warwick, Bedford; Lowanda Adams, 2305 Windsor Court, Bedford. Their reasons for opposition included traffic. hazard, crime and drainage problems. Councilman Sternfols asked Mr. Farrington if they. would consider a. lower R-4 density. Mr. Farrington said they would need son e. time to see if it would be economically feasible- 198?-194 Euless City Council Regular Meeting - October 26, 1982 - Page Four Mayor Samuels asked. if there were any questions or discussion of the council- There being none, he declared. the Public Hearing closed, Mrs. McCormick moved to table a decision OP the zoning change and let the developer look into the possibility of lower density. Mr. Sterni::els seConded the motion, Ayes: Mrs. McCormick, Messrs. Sternfels, Pippin, Eden, Walker Nays: None Mayor Samuels declared the motion carried. ITEM VI: CITY ATTORNEY'S REPORT Mr. McFarland. stated that he had nothIng to report. ITEM VII: CITY ENGINEERS RPEORT Mr. Knight stated that the construction work on fIimes Drive and Limestone Drive were complete except :for minor cleanup; and that the water line improvements along PM 1S7 also had minor cleanup work to be done. COMMENTS Mr. Sustaire informed the Council he would. not be in town the rest of this week. and next week, except for Monday. Mayor Sanuels stated that the. City- Council was encouraging citizens to celebrate Halloween on. Saturday night instead of Sunday. ADJOURNMENT There being no further business before the City.
