CALL TO ORDER
The regular meeting of the Euless City
Council was called to order at 8 :00 P. M, by Mayor W. G. Fuller with the
following councilmen in attendance: Bill Byers, Roy Braswell, Bob Fuller,
H. M. Huffman and Billy Owens. Also present were City Secretary Vada Fer-
ris and City Attorney James Cribbs.
INVOCATION
Councilman Billy Owens presented the
invocation.
PRESENTATION OF MINUTES
Minutes of the regular council meeting
of December 10, 1963 were approved as written.
VISITORS
Visitors present were: John L. Hendry,
III, Raymond Himes, Mr, and Mrs. W. W. Fuller, Paul McAfee, E. N. Mumford,
James R, Wimbish, Ned A. Finney, Warren Fuller, Laurance E. Myers, Tex Jones,
Jim Davies, W, T. McKenzie and Lee Cowell.

MR. SAM LANCASTER
PROGRESS EDITION
Mr, Sam Lancaster, reporter for the Daily
News Texan, advised council that the News Texan was preparing a special pro-
gress edition to be published February 23, 1964, advertising the cities in
this area,. . information concerning homes, schools, business, and the advan-
tages of living in this part of the country... and, that each city would be
responsible for paying for a portion of, this edition. Mayor Fuller advised
Mr. Lancaster that he and the council, considered this a very worthwhile pro-
ject, however, tax money can not be used for advertising purposes, according
to the Charter of the City of Euless. Mayor Fuller thanked Mr. Lancaster
for appearing before the council and stated that he would be willing to help
with this project as a private citizen,
II.
ZONING CASE NO. 110, TRACT "A"
BLOCK 23, OAKCREST ESTATES 2ND.
Mr, James Wimbish, representing the M. P.
Crum Company, was present concerning the change of zoning classification for
Tract "A ", Block 23, Oakcrest Estates 2nd., now zoned residential. His re-
quest is that the 2.46 acres of the J. E. Whitener Estate as,i:ndicated in Zoning
Case No. 110 be rezoned as "B" - Local Business. After discussion *, Council-
man Owens made the motion that the rezoning request be approved and City
Attorney Cribbs prepare an Ordinance to this effect for presentation on First
Reading on January 28, 1964. Councilman Fuller seconded the motion which
carried unanimously.

III .
ZONING CASE NO. 111, PART OF TRACT "B"
BLOCK 21, OAKWOOD 'TERRACE NORTH
Mr. Warren Fuller was present , repre-
senting The Tri- Cities Development Corp., requesting a change of zoning
classification for a part of Tract "B ", Block 21, Oakwood Terrace North..
now zoned Residential. The request is for the zoning to be changed to
"C" - Commercial. Messrs .E. N. Mumforc., Jr. , Ned A. Finney, and Laurance
E. Myers were present in opposition to the rezoning. Mr. Finney, act-
ing as spokesman for the group, stated that they desired that the pro-
perty remain zoned Residential, expecially for eighty (80) foot section
that is presently used as a playground; Mr. Warren Fuller stated that
this property is on record at the Tarrant County Courthouse as being
zoned Commercial by the Euless City Council; the plat in the city off-
ices dated April 10, 1962, and signed by the Mayor and City Secretary
of the City of Euless, and the chairman of the Planning and Zonning Com-
mission dated December 3, 1963, Councilman Owens made the motion that
Zoning Case No. 111 be tabled until the next regular meeting of the
city council, January 28, 1964, and, that the Chairman of the Planning
and Zoning Commission, A* Frank Douglass or his representative, be pre-
sent at this meeting to advise the council the reason and /or reasons for
denying the re- zoning of this tract of land by the Planning and Zoning
Commission, Councilman Byers seconded the motion which carried unanimously.
IV .
ZONING CASE NO, 112 - 1,896 ACRE
TRACT ON NORM MAIN STREET
Mr. and Mrs. W. W. Fuller were present
requesting a change of zoning classification for 1.896 acre tract on
North Main Street, Exhibit A - tract located in the J. P. Halford Survey,
Abstract No. 711 in the City of Euless, Tarrant County, 'Texas. Mr. and
Mrs. W. W. Fuller wexe requesting the property be rezoned from Residential
to Local Business. After discussion, Councilman Owens made the motion that
the request be approved and instructed the City Attorney to prepare an Ord-
inance for First Reading... First Reading to be January 28, 1964. Council-
man Huffman seconded the motion and the vote is as follows:
AYES: Councilmen Byers, Fuller, Owens and Huffman.
Abstained: Councilman Braswell.
V.
ZONING CASE NO. 113 - PART OF 'TRACT "A"
BLOCK 16, OAKWOuD 'TERRACE NORTH
Mr. Warren Fuller was present represent-
ing Tri- Cities Development Corp., requesting a change of zoning elassifica-
for a part of Tract "a ", Block 16, Oakwood Terrace North.. now zoned Re-
sidential, the request that the zoning be changed to Commercial. After
discussion, Councilman Byers made the motion which was seconded by Council-
man Braswell that the zoning change be approved and an Ordinance to this
effect be prepared for First Reading at the January 28, 1964, meeting.
The motion carried unanimously.

J, E. VVHI1'ENER ESTATE (PART OF
BLOCK ONE) - (MR. TEX JONES)
The members of the Euless City Council,
at a meeting on December 10, 1963, requested that Mr. Tex Jones appear be-
fore the council, to clarify the use of 17.047 acres of land he desired to
be rezoned from "R" Residential to "B" Local Business.. there having been
some discussion as to the use of the land of homeowners in that area. Mr.
Jones and the council members entered into a lengthy discussion, resulting
in a motion by Councilman Braswell that the zoning be approved, with re-
strictions, Councilman Braswell's motion died for a lack of second. After
further discussion, Councilman Puller , made the motion that' the zoning be
approved on Second Reading (Ordinance No. 209) and that each building per-
mit secured from the City of Euless by Mr. Jones, or his representative or
firm, designate the exact type of business establishment the permit is
issued for. Mr, Owens seconded the motion which carried unanimously. Mayor
Fuller declared Ordinance No. 209 approved on Second Reading. (Original

of -City Secretary. )

ZONING CASE NO. 114 - DR. ROY BRASWELL
PROPERTY ON NORTH MAIN STREET
Dr. Braswell was dismissed as a member
of the council to act in his behalf concerning the request for the rezon-
ing from Residential to Commercial a tract of land 160 feet wide North and
South and 440 feet long East and West out of the J. P. Halford 640 Acre Sur-
vey (legal description in zoning case file no. 114). After discussion,
Councilman Fuller made the motion that a Public Hearing before the City
Council of the; City of Euless, Texas , be held on February 11, 1964, con-
cerning the rezoning of this tract of land, Councilman Byers seconded the
motion which carried. unanimously.

AT ROSS AVENUE (MR. MCKENZIE
Mr. McKenzie presented preliminary plans
for apartment units to be constructed at Main Street and Ross Avenue, Euless,
to the city council for their suggestion and approval. He was thanked for
permitting the council to view the plans and it was suggested that the plans
be studied by the engineer and building inspector. Mr. McKenzie stated that
he would present his final plans as soon as they are prepared. Mayor Fuller
and members of the council thanked Mr. McKenzie for his appearance before
the council. (No action necessary.)
CUSTODIAL SERVICES
Mayor Fuller advised the council that the
city hall and police station were in need of custodial service. wfter dis-
cussion., Councilman Owens made the motion that the Mayor secure the necessary
services for the maintenance and custodial upkeep of the city hall, library
and police station, Councilman Fuller seconded the motion which carried un-
animously.

X.
LETTER FRAM SUPERINTENDENT
Mayor Fuller requested that Nhs, Ferris, r
City Secretary, read a letter from the Superintendent of Schools, Newell
Odell, which was advising the council members of the streets; near the new
high school site in Hurst, and, that some of the streets needed to be cut
through,. in order to make the school site more accessible for students
and teachers of the. school disctrict. After discussion, the council mem-
bers ana Mayor Fuller agreed to submit a letter to the Texas Highway De-
partment from the City of Euless pertaining.;to. the streets in the area
of the high school site in Hurst. (Letter., on file in the office of City
Secretary.)
XI.
MR. LEE COWELL
Mr. Lee Cowell, recently employed by
the City Council as City Manager of Euless and scheduled to resume his
duties in this position on January 20, 1964, was a visitor to:ithe council
meeting, Mayor Fuller welcomed Mr. Cowell and introduced him to the people
attending the meeting.

PROCL.AMaTIONt . SERTOMA CLUB
Mayor Fuller asked Mrs. Ferris* City
Secretary, to read the following Freedom Proclamation:
PROCLAMATION
I
WHEREAS, Sertoma International, a civic organization,
the motto of which is "Service to Mankind" has adopted a
Freedom Program dedicated to the re-emphasis of the value.
and responsibilities of man in a free society; and
WHEREAS, Sertoma International has prsmoted the dis-
tribution of copies of the Declaration of Independence
throughout its entire membership of clubs; and
WHEREAS, The Sertoma Club of Euless is planning to
carry out special patriotic and civic activities during the
1964 Freedom Week; and
.� WHEREAS, It seems proper and fitting to accord official
recognition to this patriotic movement,
NOW, THEREFORE, i, William G. Fuller, by virtue of the
authority invested in me as Mayor of the City of Euless, Euless
Texas, do hereby proclaim and designate the week of February
Sixteen through Twenty -Two, 1964, as Sertoma's Freedom Week in
Euless, Texas, and do urge the citizens of this city to support
the objectives of this day,
In witness whereof, I have hereunto set my hand and caused
the seal of the city of Euless, Texas, to be affixed this 14th
day of January, 1964.

Euless. All Council members agreed to the signing of this Proclamation.
XIII.
1963 TAX ASSESSING- CVLLECTING REPORT
The City Secretary submitted reports
from the School District Business Office for Tax Assessing and Collecting
for the period ending December 31, 1963. Each Councilman was given a copy
of the report. No action was necessary. (Copy of report on file in Office
of City Secretary.)
