Samuels. Counci.lmembers present were Mayor Pro Tern Willie Mao McCormick, and Councilmen Bob Eden, Glenn Walker, Robert Pippin, and R.or: Sternfels. Staff Members Present W. M. The minutes of the regular meeting on January 11, 1983, were approved as 1983 -013 Euless City Council Regular Meeting - January 25, 1983 _ Page Two ITEM 1: SECOND AND FINAL READING OF ORDINANCE NO. 728 Mr. Pippin moved to approve second and final reading of Ordinance No, 728, for arEnexa.tion of .3.3 acres of land south of I lig sway- 183. Mr. Walker seconded the motion, Ayes: Messrs. .Pippin, \Volker, Eden, Sternfeis, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. ITEM 2: SECOND AND FINAL READING OF ORDINANCE NO. 730 Mr. Eden moved to approve second and final reading of Ordinance No. 730, for a change of zoning to "R -5" Multi - Family Dwelling District and "C-1" Neighborhood Business District for certain property out of. the R. Crowely Survey, A-312, relating to Zoning Case No. 380. Mrs. McCormick seconder: the motion. Ayes: Mr, Eden, Mrs. McCormick, Messrs, Ster. nfels, Walker, Pippin Nays: None Mayor Samuels declared the motion carried. ITEM 3: AUDIENCE REQUESTED BY CAROLYN PARK Mrs. Carolyn Park, Euless Park and Recreation Board, and Chairperson of the Euless Beautification Committee, presented an update on the Euless Beautification Program. She outlined the various a.ctivities undertaken by several groups who had worked and were still working very hard on the projects. Mr. Billy Owens, Chairman of the Parks and Recreation Board, and Mr..Kerry McCornhs, a member of the Parks and Recreation Board, presented the City Council rem ers with individual plaques expressing appreciation for their support of the Beautification Program. 1983-014 Euless City Council Regular Meeting - January 25, 1983 -- Page Three ITEM 4: CONSIDERATION OF ORDINANCE NO. 731 -9r. Walker mov1ed to approve Ordinance No. 731 on an emergency basis at first reading, amending Article III of the Euless Code providing for a hotel occupancy tax, to redefine the term "occupancy," and to provide a maxir num tax authorized by law. Mr. Sternfels seconded the motion. Ayes: Messrs. Walker, Sternfels, Eden, Pippin, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. ITEM 5: CONSIDERATION OF PLATTING Mr. Walter Elliott presented the request for plat approval of Sycamore Square Addition, and asked if the City Council had any questions concerning, the plat. Mr. Eden moved to approve the preliminary platting of Sycamore Square Addition, located south of Needles Street, north of SH 10, and east and adjacent to Raider Drive, in accordance with the recommendations of the Planning and Zoning Commission. Mr. Pippin seconded the motion. Ayes: Messrs. Eden, Pippin, Walker, Sternfels, Mrs. s-9cCorrnick Nays: None Mayor Samuels declared the motion carried. ITEM 6: CONSIDERATION OF PLATTING Mr. Kevin - vondet, Henry S. Miller Company, presented the request for platting approval for the Flory Addition. He stated the drainage problem had he -en addressed, and they would be installing a pipe with a cover at this time, due to the planned future expansion of FM 157, Mr. Pippin moved to approve the combined preliminary and final platting of Flory Addition, located north of Midway Drive, west Of Parker Drive, and east and adjacent to FM 157, in accordance with the recommendations of the Planning and Zoning Commission. Mr. Walker seconded the motion. Ayes: Messrs. Pippin, Walker, Eden, Sternfels, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. 1983-015 Euless City Council Regular Meeting -- January 25, 1983 -- Page Four ITEM 7: PUBLIC HEARING FOR ZONING CASE 381 Mayor Samuels opened the Public Hearing for Zoning Case No..381, a request of Robert W. Cummings for Donald H. D.itrnore for a change of zoning from "R-I" Single Farnily Dwelling District to "C -1" Neighborhood Business District, on Tracts 1.A & 1A1, A. M. Downing Survey, A -415, located north of SH 10, south of Mary Drive, east of Debra Drive, and west of Marlene Drive. Mr. Greg Boyd, :tones & Boyd Consulting Firm, Dallas, presented the zoning change request. He outlined the location of the property and stated that the zoning case had been approved by the Planning and Zoning Commission. Fourteen buildings with a victorian architecture were proposed for this project, with a center courtyard and a pond or fountain. It was believed that this development would greatly enhance activity along West Euless Boulevard. A screening fence would be installed at the north of the property, separating it from the single family residences. Mr, Sternfels asked if the developer planned to purchase the Phillips Petroleum and Dairy Queen properties it this location. Mr. Boyd stated they had made such an offer and would make the purchase if an agreement can be reached in the future; however, the project was proceeding at this time without the two locations, Mayor Samuels asked if there were any other proponents for the zoning case. There being none, he asked if. there were any opponents to the zoning case. There being none, he asked it there were any further questions or discussion of the Council. There being none, he declared the Public Hearing closed. Mr. Pippin moved to approve Zoning Case No. 381 in accordance with the recommendations of the Planning and Zoning Commission, which includes the "C-I" Neighborhood Business District designation. Mr. Walker seconded the motion. Ayes: Messrs. Pippin, Walker, Eden, Sternfels, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. 1983 -016 Euless City Council Regular Meeting - January 25, 1983 -- Page Five ITEM 8: CONSIDERATION OF PLATTING Mr. Sternfels moved to approve combined preliminary and final platting of Victoria Park Addition, located north of SI-I 10, south of Mary Drive, east of Dehra Drive, and west of Marlene Drive, in accordance with the recommendations of the Planning and Zoning Commission. Mrs. McCormick seconded the motion. Ayes: Mr. Sternfels, Mrs. McCormick, Messrs. Eden, Pippin, Walker Nays: None Mayor Samuels declared the motion carried. ITEM 9: CONSIDERATION OF CALLING A PUBLIC HEARING Mr. Sternfels moved. to call a Pudic Hearing on March 8, 1983, for Zoning Case No. 371, a request of Dean Conlin for H. K, Huie for a change of zoning from "R-- I" Singe Family Dwelling District to "C-2" Community Business District, on portions of Tract 2 of the A. 3. .Huitt Survey, A-709, and abandoned right -of -way of t- Iimtington Drive, located south of Highway 183, east of Dickey Drive, west of FAA Boulevard, and north of Atkerson Lane North. Mr. Pippin seconded the motion, Ayes: Messrs, Sternfels, Pippin., l: den, Walker, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. ITEM 10: CONSIDERATION OF CALLING A PUBLIC HEARING Mr. Sternfels moved to call a Public Hearing on March 22, 1983, for Zoning Case No 384, a request of Jim Dunaway for Jim Harris for a change of zoning from ":PD /R-2" Planned Development with Two - Family Dwelling District to "PD/R-2" Planned Development/Two-Family Dwelling District with revised site plain of Northgate Addition, located south and adjacent to Glade Road, west of North Main Street, and east of Quail Run Estates. Mr. Pippin seconded the motion. Ayes: Messrs. Sternfels, Pippin, Eden, Walker, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. 1983-017 Euless City Council Regular Meeting - January 25, 1983 - Page Six ITEM II: CONSIDERATION OF CALLING A PUBLIC HEARING Mr, Sternfels moved to call a Public Hearing on April 12, 1983, for Zoning Case No. 385, a request of jack Craycroft for Frank E. Crumley for a change of zoning from "R-1" Single Family Dwelling District , "R -2" Two - Family Dwelling District , and "R-5" (Multi - Family Dwelling District to "PD" Planned Development for Multi-Family (R- 3 Density), 0-Lot Line Single Family, and Office Complex, on Tracts 2, 2A u 3. J. Matson Survey, A -- 1080, located east of Westpark Way, north and south of Marlene Drive, and west of Oakwood Terrace North Addition. Mr. Pippin seconded the motion. Ayes: Messrs. Sterrifels, Pippin, Eden, Walker, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. ITEM 12: CONSIDERATION OF BOARD RES1GNAT!ONS Mr, Pippin moved to accept the resignation of (A) William R. Vestal from the Advisory Board for Social. Concerns, and (13) Ginger Srnith from the Library Board, and to send them the appropriate letters of appreciation. Mr. 't Vaiker seconded the motion. Ayes: Messrs. Pippin, Walker, Eden, Sternfels, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. ITEM 13: CONSIDERATION OF BOE'.RD APPOINTMENTS Mrs. McCormick moved to appoint (A) Larry Ingram as a regular member of the Advisory Board for Social Concerns; and (B) to table the appointments to the Library Board and the Northeast Tarrant County Council on Alcohol & Drug Abuse until a later date. Mr, Walker seconded the motion. Ayes: Mrs. McCormick, Messrs. Walker, Eden, Sternfels, Pippin Nays: None Mayor Samuels declared the notion carried. 1983 -018 Euless City Council Regular Meeting W January 25, 1983 - Page Seven ITEM 14: CONSIDERATION OF PARTICIPATION Mrs, McCormick moved for the City of Euless participate with the Trinity River. Authority for lowering wastewater lines currently crossing Sulphur Branch Creek, in the Morrisdaie Addition. Mr. Eden seconded the motion. Ayes: Mrs. McCormick, Messrs. Eden, Pippin, Sternfel.s, Walker Nays: None Mayor Samuels declared the motion. carried. ITEM 1.5: CITY ATTORNEYS REPORT James Cribbs stated he had nothing to report. ITEM 16: CITY ENGINEER'S REPORT Mr. Sustaire stated that City Engineer :iarrtes Knight was on a well deserved vacation this week. He also reported that the Library data processing program is progressing well. They are on line with the vomputer and hope to have the system complete by the end of the year COMMENTS Mr. Pippin stated that he was glad to be back in the country, and that he is glad to see the progress in signal light improvements on Highway 19 at Ector and Simmons Drive. Mr. Sustaire added that all signalization improves: -gents and upgradings on Highway 10 should be complete in another sixty days at the most.
