EULESS CITY COUNCIL FEBRUARY 8, 1983 C.A.L TO ORDER 1983 -021 A regular meeting of the Euless City Council was called to order at 8:08 P.N1., Tuesday, uesday, February 8, 1983, in the Council Chambers of the Euless Municipal Building, by Mayor Harold D. Samuels. C uncilmembers present were Mayor Pro Tem Willie Mae McCormick, and Councilmen Robert Pippin, Bob Eden, Glenn Walker, and Ron Sternfeis, Staff Members Present W. Samuels. APPROVAL OF MINUTES The minutes of the regular meeting on January 25, 1983, were approved as written. 1983 --022 Euless City Council Regular Meeting - February 8, 1983 -- Page Two ITEM l: SECOND AND FINAL. READING OF ORDINANCE NO. 732 Mr. Pippin moved to approve second and final reading of Ordinance No. 732, for a change of zoning from °'R -.l' Single Family Dwelling District to "C --1f' Neighborhood Business District, for certain property out of the A. M. Downing Survey, -415, relating to Zoning Case No. 381. Mr. Walker seconded the notion. Ayes: Messrs. Pippin, Walker, Sternfe.is, Eden, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. ITEM 2: PUBLIC HEARING FOR ZONING CASE NO. 382 Mayor Samuels explained the Public Hearing process to those in attendance, and opened the Public Hearing for Zoning Case No 382, a request of Norma Gardner for a change of zoning from "C -2" Community Business District to "C -2" Community, Business District with Special .Permit for Tavern and Billiards, on Lot 3, f3icck 3, Euless Gardens No. _ Addition, located north of Town Creek Drive, south of East Midway Drive, east of North Main Street, and west of Salem Drive. Ms. Norma Gardner and Ms. Barbara Lindsay addressed the City Council concerning the zoning request. They explained that the location had previously been a neighborhood bar, and outlined the taxes paid by the establishment to the. City, as well as other benefits provided to the City. Ms. Gardner stated she had operated the former business from 1977 to 1981, at which time she closed down due to her husband's illness, Mayor Samuels asked if there were any other proponents for the zoning change. There being none, he asked if there were any opponents to the zoning change. There being none, he asked if there were any questions or drsc.uss.ion of the Council. There being none, he declared the Public Hearing dosed, City Attorney Bob McFarland stated that since the Planning and Zoning Cornrni.ssion had denied the request, it would require a..three-fourths affirmative vote on the part of the City Council to approve the case, Mrs. McCormick moved to accept the recommendation of the Planning and Zoning Commission and deny the zoning change request. Mr. Pippin seconded the motion. Ayes: Mrs. McCormick, Messrs. Pippin, Eden, Sternfels, Walker Nays: None Mayor Samuels declared the motion carried. 1983 -0s23 Euless City Council Regular Meeting - February 8, 1983 r Page Three ITEM 3: CONSIDERATION OF CALLING ;\ PUBLIC HEARING FOR ZONING CASE NCO 386 Mr. Walker moved to call a Public Hearing on April 26, 1983, for Zoning Case No. 386, a request. of Paul Spain for a change of zoning from "C-2" Community Business District to "R -5 " Multi- Family Dwelling District with "CUD" for Conforming Housing, on portions of Tracts 1 and 2, R. Crowley Survey, A -312, and a portion of Tract 6, S. Tucker Survey, A-- 1.51.2, located east of Fuller - Wiser- Road, west of Airport Freeway, and north of Little Bear Creek. Mr, Pippin seconded the motion, Ayes: Messrs. Walker, Pippin, Ster-nfels, Ellen, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. ITEM 4: CONSIDERATION OF CALLING A PUBLIC HEARING FOR ZONING CASE NO. 388 Mr. Eden moved to call a Public Hearing on March 8, 1983, for Zoning Case No. 388, a request of Steve McCollum for a change of zoning from ".h --I." Single Fan -iii; Dwelling District to " "I-Z -3" Mufti-Family Dwelling District with "CUD" for Townhomes, on Tracts 2A3, 2A2A, 3 Si 3A, 1. P. 1-lalford Survey, A -711, .located east of H.i.mes Drive, west of North Main Street, north of SH 183, and south of Midway Drive. Mr, Walker seconded the motion. Ayes: Messrs. Eden, Walker, Sternfels, Pippin, Mrs, McCormick Nays: None Mayor Samuels declared the motion carr.iee.d. ITEM 5: CONSIDERATION OF CALLING A .PUBLIC HEARING FOR ZONING CASE NO. 389 Mr, Eden moved to call a Public Hearing on March 22, 1983, for Zoning Case No. 389, a request of Glen Hinkley for a change of zoning from "R -1" Single Family Dwelling District to "C - -2" Community Business District and "R -5" Multi - Family Dwelling District on Tracts 2C, 3B, 413, 2, 3, & 4, B. Harrington Survey, A -808, and Tracts 4D, 4F, & 4F1, Levi Franklin Survey, A --513, located east of FM .157, west of l3aze Road, and south of Glade .Road. Mr. Walker seconded the motion. Ayes: Messrs, Eden, Walker, Sternfels, Pippin, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. Euless City Council Regular Meeting - February 8, 1983 T Page Four ITEM 6: CONSIDERATION OF A BOARD RESIGN /MON 1983-024 Mrs. McCormick moved to accept the resignation of Mrs. Mina. Hefter from the Advisory Board for Social Concerns, and for the appropriate certificate of appreciation to be sent to her. Mr. Sternfels seconded the motion. Ayes: Mrs. McCormick, Messrs, Sternfels, Eden, Walker, Pippin Nays: None Mayor Samuels declared the motion carried. ITEM is CONSIDERATION OF AN APPOINTMENT TO THE NORTHEAST SECTOR OF TARRANT COUNCIL ON ALCOHOLISM & DRUG ABUSE Mayor Samuels stated this item would be considered at the time of the May appointments. He attended the last meeting of the organization, and planned to attend the next one. ITE!! S: CONSIDERATION OF PLATTING Mr. Eden moved to approve the replat of Arbors of Euless 1I, Lot 2R. -I, Block E, being a revision of Midway Square Addition Phase III, Lot 2, Block E, located north of Midway Drive, east and west of Fuller-Wiser Road, and south of Harwood Drive, in accordance with the recommendation s of the Planning and Zoning Commission. Mr. Pippin :seconded the motion. Ayes: Messrs, Eden, Pippin, Sternfels, Walker, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. 1'983 -02. Mr. Pippin seconde d the motion. Ayes: Messrs. Walker, Pippin, Sternfels, Eden, Mrs.McCormick fslays: None Mayor Samuels declared the motion carried. ITEM 10: CITY ATTORNEY'S ORNEY'S REPORT Mr, McFarland stated he had nothing to report. ITEM 11: CITY ENGINEER'S REPORT Mr. Knight stated he had nothing to report, COMMENTS Mr. Sternfels inquired when the two remaining dunopsters would be removed. The City Manager explained they would be relocated prior to Sparkle Week, with an explanation and reap appearing in the next Mayor's Newsletter, ADJOURNMENT There being no further business before the City Council, the meeting was adjourned at 8:43 P.M.; whereupon the City Council went into Executive Session to discuss personnel matters.
