HomeMy WebLinkAbout1983-02-221983-028 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL FEBRUARY 22, 1983 CALL TO ORDER A regular meeting of the Euless City Council was called to order at 8:00 '.M„ Tuesday, February 22, 1983, in the Council Chambers of the Euless Municipal Building, by Mayor Harold D. Samuels. Councilrnernbers present were Mayor Pro Ter-3 Willie Mae McCormick, and C;ouTnciimen Robert Pippin, Bob Eden, Glenn Walker, and Ron Sternfels. Staff Men- bers Present W. M. APPROVAL OF ,MINUTES The minutes of the regular meeting on February 8, 1983, were approved as written, 1983 -029 Euless City Council Regular Meeting - February 22, 1983 - Page Two ITEM I: CONSIDERATION OF RESOLUTION NO. 83 -538 Mayor Samuels stated that this resolution was to call. a bond election for the City of Euless, but announced that consideration of this item would be postponed until a later meeting, pending research and advice on the part of the bonding company and the bond counsel. ITEM 2: CONSIDERATION OF RESOLUTION NO. 83 -539 Mr-, Pippin moved to approve Resolution No 83-539, authorizing the G'ity of Euless to seek financial assistance from the Texas Criminal Justice Division for establishment of a drug abuse unit for the Euless Police Department. Mr. Sternfels seconded the motion. Ayes: Messrs. Pippin, Sternfels, Eden, Walker, Mrs. McCorrnick Nays: None Mayor Samuels declared the motion carried. .STEM 3: CONSIDERATION OF CALLING A PUBLIC HEARING FOR ZONING CASE NO. 390 Mr. Eden moved to call a Public Hearing on March 22, 1983, for Zoning Case No. 390, a request of jack Reimer for a change of zoning from "R -1" Single Farnily Dwelling District to "R-5" Multi- Family Dwelling District with "CUD" for Conforming Housing, on Tract 4C, Levi Franklin Survey, A -513, located east and adjacent to FM 157, west of Bear Creek Estates, and north of Little Bear Creek. Mr. Walker seconded the motion. Ayes: Messrs. E.deri, Walker, Pippin, Sternfels, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. 1983-030 Euless City Council Regular Meeting - February 22, .1983 - Page Three ITEM 4: CONSIDERATION OF CALLING A PUBLIC HEARING FOR ZONING CASE Mr. Eden moved to call a Public Hearing on April 26, 1983, for Zoning Case No. 391, a request of D. Farr for a change of zoning from "PD" Planned Development to "PD" Planned Development with new Development Plan for offices, multi - family, and open space, on Tracts 5B, 5C2A & 5C3, T. Jasper Survey, A-816, located south of 51-1 1.83, north of Kynette Drive, west of Wilshire Drive, and east of 3. 1. Case Addition. Mr. Walker seconded the motion. Ayes: Messrs. Eden, Walker, Sternfeis, Pippin, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. ITEM 5: CONSIDERATION OF CALLING A PUBLIC HEARING FOR ZONING CASE NC). 3`32 Mr. Eden moved to call a Public Hearing on April 12, 1983, for Zoning Case No. 392, a request of J. R. McDearman for a change of zoning from "R-1" Single Family Dwelling District to "C--2" Community Business District and "R -4" ;Multi--Family Dwelling District on Tracts IA2 Si IA6, E, Taylor Survey, A -1550, located south and adjacent to Glade .Road, west of Fuller -Wiser Road, and east of North Main Street, Mr. Walker seconded the motion. !Ayes: Messrs. Eden, Walker, Sternfeis, Pippin, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. 1983-031 Euless City Council Regular Meeting - February 22, 198.3 - Page Four ITEM 6: CONSIDERATION OF BID AWARD On Wednesday, February 16, 1983, at 2:00 P.M., bids were opened for the purchase of police vehicles: .five marked patrol vehicles and four unmarked police vehicles. The bids were as follows: 1) Mid-Cities Chrysler Plymouth - 4 C $8,170.57 , $32,682.28 5 to $9,139.13 = 54.5,69.5.65 TOTAL $78,377.93 DELIVERY: 60-90 Days 2) Payton-Wright Ford Sales, Inc.- 4 @ $8,779,98 , $35,119.92 5 @ $9,298.08 $46,490.40 TOTAL $81,610.32 DELIVERY: 30-45 Days on unmarked units 45-60 Days on marked units Police Chief 3. M. Wilson recommended purchasing all vehicles (except two unmarked units) from the low bidder, Mid-Cities Chrysler Plymouth. He further recommended purchasing two unmarked units from the higher bidder because of the earlier delivery date. He advised that the Criminal Investigation Division was in dire need of two vehicles as soon as possible, and Payton-Wright Ford has agreed to immediate delivery of two vehicles. Both bidders have expressed agreement to this arrangement. Mrs. McCormick moved to accept the recommendation of the Police Chief and award the bid for five patrol units and two administrative vehicles from the low bidder, Mid-Cities Chrysler Plymouth; and to purchase two administrative vehicles from Payton- Wright Ford Sales due to the need of immediate delivery of two vehicles for the Criminal Investigation Division. Mr. Walker seconded the motion. M., bids were opened for the repairing and painting of the exterior of two water storage tanks. Bids were received as follows: 1) R.E.Dow & Sons Company 2) Don L. Owen, Inc. 111 - $ 6,88 320 //2 - $ 7,833.60 $14,716.80 111 - $ 6,538.00 #2 - $ 7,569.00 $14,107,00 3) Water Tank Service Company, Inc. First Bid - Commercial Sandblast & Aluminum Paint 111. - $ 4,445.00 #2 - $ 5,000.00 $ 9,445.00 Second Bid -- Near White Sandblast & Color of Our Choice 11 - $ 6,743.00 /12 - $ 8,000.00 $14,745.00 Mr. Sternfels moved to accept the second recommendation of the Director of Streets and Utilities, and award the bid to Water Tank Service Company at the bid price of $14,745.00. Council Regular Meeting - February 22, 1983 - Page Six IT.M 8: CONSJDERATION OF AUTHORIZATION TO CITY MANAGER Mr. Pippin moved to authorize the City M anar er to sill the remaining rairirg street bonds at market value and related $3,000,001 of already authorized water and sewer revenue bonds at market value, on April 12, 19/ Mr. Walker seconded the motion. Ayes: Messrs. Pippin, Walker, Eden, .Sternfe.ts, Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. ITEM 9: CONSIDERATION OF A BOARD APPOINTMENT Mrs. McCorrnick moved to approve the appointment of Mr. Chuck Canton as a regular member of the Euless Library Board, to fill the vacancy left by the resignation of Mrs. Ginger Smith, for the term ending at the time of the 1983 appointments. lr. Pippin seconded the motion. Ayes: Mrs. McCormick, Messrs. Pippin, Walker, Sternfels, Eden Nays: None Mayor Samuels declared the motion carried. ITEM 10: CITY ATTORNEY'S REPORT Mr. McFarland stated he had nothing to report. ITEM 1.1: CITY ENGINEER'S REPORT Mr. Knight stated he had nothing to report. 1983 -034 Euless City Council Regular Meeting - February 22, 1983 - Page Seven COMMENTS Mr. Sterrfels inquired when the bid award would be considered for the extracatio >n rescue tool. Mr. Sustaire advised it would be on the next agenda. Mr. Eden inquired if the City would respond to Tarrant County Waste Disposal for recent complaints received, Mayor Samuels advised he would prepare a letter to be sent to Tarrant County Waste Disposal. Mr. Pippin asked the status of the new ambulance service. :Mr. Sustaire advised that Hurst -- Euless - Bedford Hospital was ready to begin ambulance service on March 1st; that their personnel had been riding, with the .Euless Police and Fire Department personnel to learn the city streets and procedures during emergency situations; and that the ambulance personnel and equipment was the most professional and up -to -date the City has ever had available for the citizens.
