A regular meeting of the Euless City Council was called to order at 7 :00 P.M., Tuesday,
May 10, 1983, in the Council Chambers of the Euless Municipal Building, by Mayor
Harold D. Samuels. Councilrnernbers present were Mayor Pro Tern asf'illie Mae
McCormick, and Councilmen Bob Eden, Robert Pippin, and Ron Sternfels. Councilman
Glenn Walker joined the meeting at 8:30 P.M., during consideration of hem 7.

ITEM 1: CONSIDERATION OF AUTHORIZATION TO CITY MANAGER TO ADVERTISE
FOR BIDS
Mr. Eden moved to authorize the City Manager to advertise for bids for one sign truck
for the Public Works Department.
Mr. Sternfels seconded the motion.
Ayes: Messrs. Eden, Sternfels, Pippin, Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.
ITEM 2: CONSIDERATION OF REPLATTING
Mrs. McCormick moved to approve the replatting of Woodcreek Addition, a portion of
Lot 1, Block G, into Lots 1R. and 2R, Block G, located north of East .Denton Drive, south
of Harwood Road, east of Rock Creek Drive, and west of Fuller- -Wiser Road, in
accordance with the recommendations of the Planning and Zoning Commission.
Mr. Pippin seconded the motion.
Ayes: Mrs. McCormick, Messrs. Pippin, Eden, Sternfels
Nays: None
Mayor Samuels declared the motion carried.
ITEM :3: CONSIDERATION OF CALLING A PUBLIC HEARING FOR ZONING CASE. NO.

Mr. Eden moved to call. a Public Hearing on June 14, 1983, for Zoning Case No. 399,
a request of Don Davis for a change of zoning from "L--1" Light Industrial District to
"R-5" Multi - Farnily Dwelling District with "CUD" for Conforming Housing, on a portion
of Tracts 4E and 4E1, Levi Franklin Survey, A- .51.3, located east and adjacent to FM 157
and west of Bear Creek Estates.
Mr. Pippin seconded the motion.
Ayes: Messrs. Eden, Pippin, Sternfels, Mrs. McCormick
Nays: None

ITEM 4: CONSIDERATION OF CALLING A PUBLIC HEARING FOR ZONING CASE NO.

Mr. Sternfels moved to call a Pudic Hearing on June 14, 1983, for Zoning Case No 402,
a request of Craig Germain Development, Inc., for a change of zoing from "R-3': Multi-
Family Dwelling District with "CUD" {T:_ wnhorrmes) to "R -3" ;1uiti- Eami1y Dwelling
District, on a portion of Tract 2, Ray Shelton Subdivision, located north and adjacent
to Harwood Road, east of North Main Street, and west of Fuller -Wiser Road.
Mr. Pippin seconded the motion.

ITEM 5: CONSIDERATION OF CALLING A PUBLIC HEARING FOR ZONING CASE NO.

Mrs. McCormick moved to call a Public Hearing on :June 28, 1983, for Zoning Case No.
403, a request of Ronnie and 'uanell McClendon: for a change of zoning from "C -2"
Community Business District to "C- -2" Community. Business District with "SP" Special
Permit for Commercial Amusement (Teen Club) for .Lease Space No. 82 of Tract A,
Wilshire Village Shopping Center.
Mr, Sternfels seconded the motion.
Ayes: Mrs. Mccon-Erick, Messrs. Sternfels, Eden, Pippin
Nays: None
Mayor Samuels declared the motion carried.
ITEM 6: CONSIDERATION OF A SPECIAL REQUEST
Mr. Ron Haynes, Crow Development Company, 2001 Bryan Tower, Dallas, Texas,
requested the City Council consider allowing the utilization of escrow funds designated
for the construction of Cheek- Sparger Road arid Fuller-Wiser Road to be directed to the
construction of a portion of North Main Street, His two main areas of concern were
(1) the preservation of large pecan trees at the construction site, and (2) the safety in
construction of a bend in this portion of North Main Street, He informed the City
Council that Crow Development would soon be finished with their project in the area
and construction of the street will fall in the future to someone else who may not have
the intense interest and concern with these features.
Mayor Sa.rnuels stated that the City would like to construct North Maim Street north of
Little Bear Creek at the same time in one project, rather than by pieces and sections.
With h the upcoming bond election and engineering studies going on in that area at this
time, there could possibly develop an avenue to complete the street, If this could take
place, these monies could play a part. Mayor Samuels advised Mr. Haynes that the City
would keep him appraised of the situation.

ITEM 7: PUBLIC HEARING FOR THE MAY BOND ELECTION

Mayor Samuels explained the Public 1-Hearing process and opened the Public Hearing to
receive citizen comments and proposals regarding the May 21, 1983, Capital Im-
provements provements fond Election.
City Manager W. M. Sustaire explained the proposed use of funds to upgrade streets and
drainage systems within the city. He pointed out areas in Euless which have previously
had the most flooding, especially those areas which. have had water in homes. He
pointed out streets in Euless which are considered to be the most urgent for
reconstruction and improvement.
City Engineer .James Knight explained details of the first preliminary study done on
flooding in E.uiess, emphasizing Morrisdale Addition, Royal Oaks Addition, and l'railwood
Addition.
Mr. Martin Case stated he was for the bond program which would improve street and
drainage facilities in Euless. He expressed concern that the monies would be spent in
these areas. Mayor Samuels explained to hire that the planned capital improvements
would greatly improve the flooding situation and upgrade some streets in Euless, but
would not cure all the drainage problems, nor bring all streets into top condition. To
accomplish that level of improvement program would take several more million dollars.
Mr. Case also asked the status of the Bluebonnet Drive bridge removal project, City
Engineer James Knight brought him up to date on that issue.
Mayor Samuels asked if there were any other proponents for the bond program. There
being none he asked if there were any opponents to the bond program. There being
none, he declared the Public Hearing closed, and urged everyone to vote on May 21st.

ITEM 8: SECOND AND FINAL READING OF ORDINANCE NO. 738
Mr. Pippin moved to approve second and final reading of Ordinance No. 738 for a change
of zoning frroin "PD" Planned Development to "PD" Planned Development with Offices,
M €.lti- Family, and Open Space, for certain property out of the T. jasper Survey, A --861,
relating to Zoning Case No, 391.
Mr. Sternfels seconded the motion.
Aves: Messrs. Sternfels, Walker, Mrs. McCormick
Nays: None

ITEM 9; PUBLIC HEARING FOR ZONING CASE NO. 39.5
Mayor Samuels opened the Public Hearing for Zoning Case No. 395, a request of Harry
Chapman for a change of zoning from "R--1" Single Family Dwelling District to "R -3"
Multi - Family Dwelling District on Tracts 1A4 and IA5, E. Field Survey, A --540,
located south of Glade Road, north of Augustine Drive, east of Baze Road, and west of
Clover Lane.
Mr. Harry Chapman presented the request for rezoning of this property. He explained
that the Planning and Zoning Commission denied the zoning request with an `fR --2" duple:
designation with twelve units per acre. There was no public opposition to the zoning
request. The Planning and Zoning Commission did at the time ask if the petitioner
would consider a density of nine units per acre. After re- evaluation, Mr. Chapman felt
that nine units to the acre would be feasible, and that was his request to the City
Council. His contract on the property would not allow him to start the rezoning
process over, but he was agreeable to amending his request at this time.
Discussion was had concerning the designations of duplex and single family attached
housing units.
Mayor Samuels asked if there were any other proponents for the zoning case. There
being none, he a.ske, if there were any opponents to the zoning case.
Mr, Dane White, 1700 Acorn Drive, Euless, stated he was opposed to this zoning district
because of the traffic load increase. in the area and the drainage problems it would
create. Mr. Michael Love, 505 Augustine, Euless, stated he was not opposed if the
development consisted of private -owned single family attached dwellings, but he was
concerned with the traffic loads on the streets in the area. An unknown lady in the
audience stated she was not opposed to the zoning, but wanted a privacy fence installed
between it and her property. which is in the northwest corner of the proposed
development.
Mayor Samuels asked if there were any additional opponents to the zoning case, There
being none, he asked if there were any questions or discussion of the Council. There
being none, he declared the Public Hearing closed.
Mir. Pippin moved to table a decision on this zoning case untii. the May 24, 1983,
meeting, in order to give the petitioner an opportunity to present plans to the City
Engineer for evaluation and recommendation:. Such plans should either be an "R -2" with
"CUD" or Single Family Attached with "CUD" according to this evening's conversation.
Mr. Walker seconded the motion.
Mrs, McCormick stated that the petitioner is to be commended for lowering the density
request of his project. Mr. Eden stated he felt the "CUD" method would he fine and
would serve to protect the City. Mr. Sternfels agreed this would serve to clarify the
lots and encourage home ownership.

ITEM 10: PUBLIC HEARING FOR ZONING CASE NO. 396
Mayor Samuels opened the Public Hearing for Zoning C.a.se No. 396, a request of Paul
Spain for a change of zoning fron -t "R -1." Single Family Dwelling District to "R -5" Multi-
Family Dwelling District with "CUD" for Conforming Housing on Tracts 4131, 4B1 A and
4D, R. Crowley Survey, A -312, located south of .Little Bear Creek, west of DFW Airport,
east of Fuller- ;Wiser Road, and north of Harwood Road.
Mr. Paul Spain, Terra international, Dallas, Texas, presented the request for rezoning.
The request was for a density of twenty units per acre with the noise abatement
standards recomrrrended by the City.. This addition was named Bear Creek Village Phase
Mayor Samuels asked if there were any other proponents for the zoning request. There
being none, he asked if there were any opponets to the zoning change.
Mr, Duane White, 1700 .Acorn Drive, Euless, stated he opposed the building of more
apartments in the northern section of Euless, due to increased traffic and drainage,
Mr. Don Harris, DFW Airport, presented the position of the Airport, outlining that they
oppose the building of any residential properties in Noise Zone B, and if such property
is developed for residential purposes, that an avigation easement be executed.
Mayor Samuels asked if there were any other opponents to the zoning case. There being
none, he asked if there were any questions or discussion of the Council. There being
none, he declared the Public Hearing closed.
Mr. Sternfels expressed concern with the loss of commercial property along Highway 360
right -of -way. Mr. Pippin was concerned with the lack of light industrial areas, as well
as with making a decision on the case before hearing the entire proposal for this area
of the city, Mr. Spain explained that for the two tracts involved in Zoning Case Nos.
396 and 397 -there was a time limitation on the contracts and i.t was necessary for him
to proceed at this ti.rne.
Mr. Eden moved to approve Zoning Case No. 396 in accordance with the recom-
mendations of the Planning and Zoning Commission,
Mrs. McCormick seconded the motion.
Ayes: Mr, Eden, Mrs. McCormick, Mr. Walker

ITEM 11: PUBLIC HEARING FOR ZONING CASE NO. 397
Mayor Samuels opened the Public Hearing for Zoning Case No 397, a request of Paul
Spain for a change of zoning from '°R -l" Single Family Dwelling District to "R-5" Multi -
Farnily Dwelling District with "CUD" for Conforming Housing on Tracts 4C and 4C1, R.
Crowley Survey, A -312, located south of Little Bear Creek, west of DFW Airport, east
of Fuller -Wiser Road, and north of Harwood Road.
Mr. Paul Spain, Terra International., Dallas, Texas, presented the request for rezoning of
this property, He stated this is the same development as proposed for Zoning Case No
397, but had to be filed as a separate case because of property ownership and contract
obligations.
Mayor Samuels asked if there were any other proponents for the zoning case. There
being none, he asked if there were any opponents to the zoning request.
Mr. Duane White, 1700 Acorn Drive, Euless, stated he was opposed for the same reasons
he opposed Zoning Case No, 396. Mr. Iron Harris stated he was opposed for the sans
reasons outlined in Zoning Case No. 396.
Mayor Sarrmueis asked if there were any further opponents to the zoning case. There
being note, he asked if there were any questions or discussion of the Council. There
being none, he declared the Public Hearing closed.
Mrs. McCormick moved to approve Zoning Case No, 397 in accordance with the
recommendations of the Planning and Zoning Commission.
Mr, Eden seconded the motion.

Nays: Messrs. Pippin, Sternfels
Mayor Samuels declared the motion carried.
