Samuels introduced Mr. James Smith and stated that he has been employed loyed. wi# h the City since May 3, 1973. Mr. 4 ait?: is a Driver- Engineer for the Euless .Fire Department. Mayor Samuels presented Mt. Smith- with his ten-year service pin, and the City Council thanked hire; for his years of service. ITEM 2: SECOND AND FINAL READING OF ORDINANCE NO. 740 Mayor Pro—' em McCormick roved to approve second and final reading of Ordinance 3o. 740 for a change of zoning frc "R-1' Single Family Dwe...... ncf District to "R,_r :r Multi-Family Dwelling District with "CUD" for Conforming Housing, for certain property out of the R. Crowley Survey, A-312, relating to Zoning Case No. 396. Mr. Walker seconded the motion. Aye's: Mrs. McCoi.mdckr, Messrs. ITEM 4: FURTHER' CONSIDERATION OF ZONING CASE NO. 395 Mayor Samuels advised that there :;could be further consideration of Zoning: Case No. 395, a request of Harry Chapman for a. change of zoning from "R-1" Single Family Dwelling- District to ?rte' -3" Mutt —Family Dwelling; District on Tracts 1A4 and 1P5, J.E. Field Survey, A-540, located south of Glade Road, north of Augustine Drive, east of Baze Road, and [Jest: of Clover Lane. 198:3 -101 Euless City Council Regular- Meeting - May 24, 1983 - Pace Three Mr. Harry Chapman explained that at the last City Council meeting he amended his zoning request of "R -3" low density .multi ie- -family dwelling district to 'R -2" Two-Family' amily Dwelling District. He expressed interest in building single family attached housing. He stated that since that meting he had .net with city staff members rs and had rerurended his zoning request to specifically include "R: -2" zoning, and to preclude any usage other than single family attached by quoting the specific articles out of the Euless Zoning Ordinance, Section 7 -201, 2 and 4; Section. 7-202, Nos. 1,2,4,6,8,9,1.0,11 and 12; Sections 7-204, 7- -203, 7-205, and 8 -501. This would limit usage to single family attached housing as describe; in the City of Euless zoning r~ecxtt_lati.ons. iir. Pippin moved to approve the amended zoning request for "R_2" with "CUD" for S'ing'le Family y Attached Housing, and for the enumerated articles to he printed on the face of the plat. Mr. Sternfels seconded the motion. ?ves: Messrs. Pippin, Sternfels, Eden, Walker, Mrs. McCormick Nays: Norte Mayor Samuels declared the motion carried. ITEM 5: P'JHLIC HEAPING FOR ZONING CASE NO. 400 Mayor Samuels opened the Public Hearing for Zoning Case No, 400, a request of Troy Fuller for a change of zoning from 'R-1" " Single Family- Dwelling- District to "R -2" Two-Family' Dwelling District, "C -1" Neighborhood . Business District, and "C-2" Community Business District, on Tract 1C, E. Taylor Survey, A-1550, located south and adjacent . to Glade Road, east and adjacent to North Main Street, and north of Cinnamon Ridge Addition. Mt. Troy Fuller, 109 Midway Drive, Euless, requested the zoning change on nine acre tract located at the southeast corner of North Main and Glade e Roca'.. ire went over current zoning across Glade Road. in Grapevine and dis- cussed the reasons this zoning was compatible with surrounding areas. Mr. Fuller stated that between ;la e Road and 157, North n Main and all the way up to Bear Creek is what they are calling ::ediui to low density. with cam- rercial on the property. He also pointed out R -2 and R-3 with heavy com- mercial at 157 and Hughes and Made Pnad.. At the northeast corner they have already zoned. abut 20 acres of C-2 heavy commercial, When they drew up the plans they tried to :catch the C -2 with the corner C -2 and the C-1 with the C -1. Mr, Pippin asked if there was a time frame for deve1orTent. Mr. Fuller said that the towithon s would start imediately and the commerical would probably start when most. of the houses were finished. 1983- -:102 Euless City Council Regular Meeting - May 24, .19 8 3 -- Pace Four Mayor Samuels asked if there were other proponents for the zoning request. There being none, he asked if there were any opponents to the zoning case. Jim Sturges, 108 Nutmeg Lane, Euless, stated that. his main concern was for what was Sturges, built around him, the value of the neighborhood, traffic, and the crime rate. Mr. Sturges turned in a petition signed by residents, although he realized they were not within 200 feet.. Mayor. Samuels read. the to of the petition and mentioned there were approximately 100 nanras listed. Mr. Sturges stated that when he Nought. the property it was zoned R-1. Richard Hubbard, 106 Nutmeg Lane, .Euless; Yake Owens, 2508 Nettle, Euless; Dwight Hough, 2404 Nettle Lane, Euless; Michael Schmidt, 2907 Le non Lane, Euless; Marsha Cranford, 2406 Nettle Lane, Euless, were also opposed to � G.• the zoning request. .ayor Samuels asked if there were any questions or discussion of the Council. 1r. Pippin asked Mr. Fuller if he anticipated building the same Style con- struction on this property that was built on Wilshire with the sa.;. me type of plans. Mt. Fuller responded that it would be more like the property across from Bedford Junior high School. Mayor Samuels closed he Public Hear inq . Mr. Eden moved to approve of the zoning case as represented, with Single Family Attached Housing. Mrs. McCormick seconded the motion. Ayes: NT. Eden, Mrs. Mk Co mick, Messrs. Pippin, Walker, Sternfels Nays: None • Mayor Samuels declared the motion carried. ITEM. 6: AUDTI-T:C E PEQt ES'T J BY BITTY F. BASS Mr. Billy F. :Bass, 700 Pauline Street, Euless, stated that he would like to propose a change to the Euless Zoning Ordinance so the older hones in Euless could install carports. He 'mentioned. that he had a petition. and photographs to turn in to the City Council for their review. Mr. Bass stated that it was a real need to have a carport at this residence for the protection of vehicles and the extra room added to the house. Mt. Pippin stated he would Like to suggest this matter he referred to the Zoning Board or the Inspection Department for potent:ia1. study to determine :.nether a revision to the zoning ordinance was advisable. He also stated that there was no recourse other than. a revision or the Zoning Board Adjust- ment. €•sir. ITEM 13: CITY ATTORNEY'S REPORT . Cribbs stated he had nothing to report. ITEM 14: CITY ENGINEER'S REPORT Mr. Knight stated he had nothing to report. ITEM 15: CONSIDERATION OF AUTHORIZATION TO THE CITY MANAGER Mt. Pippin. moved to authorize t: he City Manager to begin an engineering study and cost estimate for a sixteen inch water line along EM 157 and Pamela Drive. Mts. McCormick seconded the motion. Ayes: Mr. Pippin, Mts. McCormick, Messrse Eden, Sternfels, Walker Nay : None Mayor Samuels declared the motion carried .
