CALL TO ORDER
A regular greeting of the Euless City Council was called to order at 8:00
F.M., Tuesday, June 14, 1983, in the Council Chambers of the Euless
Municipal Building, by Mayor Harold O. Samuels. Councilmembers present
were Mayor Pro -Tem Willie Mae McCormick, Councilman Bob Eden, and Council-
man Ron Sternfels. Councilmen Glen Walker and Robert Pippin were absent.

The invocation was given by Mayor Pro -Tem Willie Mae McCormick.
APPROVAL OF MINUTES
The minutes of the called meeting on May 21, 1983, and the regular meeting
on May 24, 1983, were approved as written.

ITEM 1: SPECIAL PRESENTATION
Mayor Samuels announced that the City of Euless had won the Governor's
Competition for the Community Achievement Award, for the Beautification of
Texas Cities. He stated that most cities that enter this competition must
attempt several times before winning, or at least start 12 to 18 months in
advance. The City of Euless began work on this program five or six months
before the deadline. Through concerted efforts of the Euless Park and
Recreation Board, the Euless Park and Recreation Department, and many, many
interested and enthusiastic citizens, the City of Euless won first place in
their category of population for this award. City representatives will
travel to Lubbock, Texas, for a presentation of this award on June 17. The
Governor will present the award at formal ceremonies,
Mayor Samuels explained that the City wanted to acknowledge those persons
who contributes so much of their time and efforts for this successful
endeavor. Although many people worked very hard, the Council felt that
these four people were especially concerned and spent an extraordinary
amount of extra hours on the project. The City Council recognized: Mrs.
Carolyn Park, Chairperson of the "Beautify Euless" Committee and member of
the Euless Park and Recreation Board; Mrs. Julia Wakely, Director of
Recreation for the City of Euless; Mr. Bob Phillips, Director of Parks for.
the City of Euless; and Mr. Kevin Smith, Horticulturist for the City of
Euless. Mayor Samuels presented each of these persons with a plague in
their honor. The City Council members thanked each of their for their fine
work and contributions to the City of Euless.
OLD BUSINESS
ITEM 2: SECOND AND FINAL READING OF ORDINANCE NO. 739
Mrs. McCormick moved to approve second and final reading of Ordinance No.
739, for a change of zoning from "R -I" Single- Family Dwelling District to
"C-2" Community Business District and "R -4" and "R -5" Multi- Family Dwelling
District, on property out of the B. Harrington Survey, A -808, and the Levi
Franklin Survey, A -5I3, relating to Zoning Case No. 389.
Mr. Eden seconded the motion.
Ayes: Mrs. McCormick, Messrs. Eden and Sternfels

ITEM 3: SECOND AND FINAL REEDING OF ORDINANCE NO. 742
Mayor Samuels stated this item was for a change of zoning from "R -1" Single -
Family Dwelling District to "R -2" Two - Family Dwelling District with ''CUD:'
for Single- family Attached Housing for certain property out of the J. E.
Field Survey, A -540, relating to Zoning Case No. 395.
Mayor Samuels advised that this item would be considered at a later meeting
in order to give the developer an opportunity to submit the required site
plan.
ITEM 4: SECOND AND FINAL READING OF ORDINANCE NO. 743
Mayor Samuels stated this item was for a change of zoning from "R -1" Single -
Family Dwelling District to "R -2" Two - Family Dwelling District, "C -1"
Neighborhood Business District, and "C -2" Community Business District for
certain property out of the E. Taylor Survey, A- 1550, relating to Zoning
Case No. 400.
Mayor Samuels stated this item would he considered at a later meeting in
order to give the developer an opportunity to submit the plans necessary for
this zoning case.
ITEM 5: PUBLIC HEARING FOR ZONING CASE NO, 402
Mayor Samuels explained the public hearing process and opened the public
hearing for Zoning Case No. 402, a request of Craig Germain Development,
Inc., for a change of zoning from "R -3" Multi-Family Dwelling District with
"CUD" (Townhomes) to 'R -3" Multi- Family Dwelling District, on a portion of
Tract 2, Ray Shelton Subdivision, located north and adjacent to Harwood
Road, east of North Main Street, and west of Fuller -Wiser Road. Mayor..
Samuels recognized Mr. Bob Perkins, proponent for the zoning case.
Mr. Bob Perkins, with Paul Heberman Architects, represented Craig Germain
Development, Inc., and presented the rezoning request. He stated that the
present zoning on the property was for "R -3" with "CUD" for townhome units.
He stated he was simply asking for the "CUD" designation to be moved,
thereby leaving the property with straight "R -3" zoning. This would enable
them to build apartments rather than townhomes, while keeping the same
number of units per acre. Mr. Perkins asked if the Council had any
questions.
Mr. Eden asked the difference between the number of units that were
previously designated for the property and the number of units they proposed
to build. Mr. Perkins advised the number of units would be the same, being
12 units per acre.

Mayor Samuels asked if there were any other proponents for the zoning case.
There being none, he asked if there were any opponents to the zoning case.
There being none, he asked if there were any further questions or discussion
of the Council. There being none, he declared the public hearing closed.
Councilman Eden moved to approve Zoning Case No. 402, in accordance with the
recommendations of the Planning and Zoning Commission.
Mrs. McCormick seconded the motion.

Mayor Samuels declared the motion carried.
The Counci; members present agreed that they would rather see townhome
development, because it encourages private individual ownership, but since
the density would not be increased, they agreed to support the zoning
change. Mr. Sternfels also commented that he felt the "R -3" would be an
adequate buffer between the commercial and the single- family dwellings to
the east.
NEW BUSINESS
ITEM 6: CONSIDERATION OF CALLING A PUBLIC HEARING
Mr. Sternfels moved to call a public hearing on July 26, 1983, for Zoning
Case No 405, a request of Robert Darnell for a change of zoning from "R -1"
Single - Family Dwelling District to "C--1" Neighborhood Business District, on
Lot 18, Block 1, and "R-1" Single - Family Dwelling District to "R -3" Multi-
Family Dwelling District, on Lots 31 and 32, Block 2, J. E. Whitener
Estates, located east of South Main Street, north of Pipeline Road, west of
Knob Hill Mob i l e Home Park, and south of Whitener Drive,
Mr. Eden seconded the motion.
Ayes: Messrs. Sternfels, Eden, Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.

ITEM 7: CONSIDERATION OF CALLING A PUBLIC HEARING
Mr. Sternfels moved to call a public hearing on July 26, 1983, for Zoning
Case No. 406, a request of Coy and Billie Moon for a change of zoning from
J
"R -1" Single- family Dwelling District to "R -2" Two-family Dwelling District
with 'CUD" for Single - family Attached Housing, on Lot 20 and one-half of
Lot 21, Block 2, Arnett Addition, located north of Arnett Drive, south of
Alexander Lane, west of South Main Street, and east of Martha Street,
Mr. Eden seconded the motion,
Ayes: Messrs. Sternfels, Eden, Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.
ITEM 8: CONSIDERATION OF CALLING A PUBLIC HEARING
Mr. Sternfels moved to call a public hearing on August 9, 1983, for zoning
Case No. 407, a request of John Landon with Crow Development Company for a
change of zoning from "R -1" Single - family Dwelling District to "R -2" Two -
family Dwelling District, on Tract 23, B. Harrington Survey, A -808, located
south of Carlisle Pines, west and adjacent to Baze Drive, and north of Bear
Creek Estates.
Mr. Eden seconded the motion.
Ayes: Messrs. Sternfels, Eden, Mrs, McCormick
Nays: None

ITEM 9: CONSIDERATION OF CALLING A PUBLIC HEARING
Mr. Sternfels moved to call a public hearing on August 9, 1983, for Zoning
Case No. 410, a request of Paul Spain for a change of zoning from "R -1"
Single- Family Dwelling District, "I -1" Light- Industrial District, "C -2"
Community Business District, and "RD" Planned Development to "R -j ", "R -4 ",
and "R -5" Multi - Family Dwelling District with "CUD" for Conforming Housing,
"C -1" Neighborhood Business District, "C -2" Community Business District,
and -1" Light - Industrial District, on 12 tracts of land out of the S.
Tucker Survey, A- 151 ?, the R. Crowley Survey, A -312, and the A, Bradford
Survey, A -152, located west of DEW Airport, east of Fuller -Wiser Road, north
of SH 183, and south of Glade Road.
Mr. Eden seconded the motion.
Ayes: Messrs. Sternfels, Eden, Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.
ITEM 10: CONSIDERATION OF CALLING A PUBLIC HEARING
Mr. Eden moved to call a public hearing on July 5, 1983, for consideration
of a General Future Land Use Plan for the City of Euless.
Mrs. McCormick seconded the motion.
Ayes: Mr. Eden, Mrs. McCormick, Mr. Sternfels

ITEM 11: CONSIDERATION OF BID AWARDS
1983 -116
(A) Bids were received on May 25, 1983, at 2 :00 P.M., for the Purchase of two
tractors for the Parks Department. Bids received were as follows:

Trinity Equipment Company $24,636.18
7immerer Kubota, Inc. $19,974.00
American Lift Truck & Tractor $19,829.02
Bob Phillips, Director of the Parks Department, advised that American Lift
Truck and Tractor had the lowest bid, but did not meet the specifications.
He, therefore, recommended purchase from Zimmerer Kubota, Inc., at the bid
price of 519,974 for the two tractors.
Mr. Sternfels moved to approve staff's recommendation for the purchase of
two tractors from Zimmerer Kubota, Inc., at a cost of $19,974.
Mr. Eden seconded the motion.
Ayes: Messrs. Sternfels, Eden, Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.
(8) City Manager, W. M. Sustaire, advised that bids were received on June 8,
1983, for the purchase of one sign truck for the Public Works Department.
These bids fell within a model changeover and it will be necessary to
rewrite the specifications and rebid the item.
Mr. Eden moved to reject the bids for one sign truck, and resubmit the
specifications to accept bids at a later date.
Mr. Sternfels seconded the motion.

ITEM 12: CONSIDERATION OF BOARD AND COMMISSION APPOINTMENTS
Mayor Samuels advised this item would be considered at the June 28, 1983, City
Council Meeting. He stated that due to the absence of two councilmenibers, and
the fact that there was still one or two vacancies that needed to be filled, the
City Council had decided to wait and make these appointments when they could be
done in a complete fashion,
ITEM NO. 13: CONSIDERATION OF APPOINTMENT OF AUDITORS
City Manager, W. M. Sustaire, recommended the reappointment of Arthur Young &
Company as auditors for the City of Euless for fiscal year ending September 30,
1983
Mr. Eden moved to appoint Arthur Young & Company as City of Euless auditors for
fiscal year 1982-1983.
Mrs. McCormick seconded the motion.
Ayes: Mr. Eden, Mrs. McCormick, and Mr. Sternfels
Nays: None
Mayor Samuels declared the motion carried.
ITEM 14: CONSIDERATION OF RESOLUTION NO. 83 -548 AND AN APPOINTMENT TO THE
JOBS TRAINI N0 PROGRAM AC
Mr. Eden moved to adopt Resolution No. 83 -548, subject to the City Attorney's
review and the Mayor's approval, for the City of Euless to participate in the
forthcoming Jobs Training Program Act; and further moved to appoint Mr. Ron
Sternfels as the City of Euless representative for this program.
Mr. Sternfels seconded the motion.
Ayes: Messrs. Eden, Sternfels, Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.
ITEM 15: CITY ATTORNEY'S REPORT
City Attorney, Bob McFarland, advised there was no new litigation for the City.

ITEM 16: CITY ENGINEER'S REPORT
City Engineer, James Knight, stated that he had nothing to report.
COMMENTS
Mayor Samuels recognized Assistant City Manager, Tom Hart, and welcomed him
to the meeting,
Mayor Samuels recognized Paul Long, reporter with the Mid- Cities Daily
News, and complimented him on his recent article relating to the budget for
the City of Euless.
ADJOURNMENT
There being no further business before the City Council, the meeting was
adjourned at 8 :45 P.M. meeting
