August 23, 1983
CALL TO ORDER
A regular meeting of the Euless City Council was called to order at 8:00
P.M., Tuesday, August 23, 1983, in the Council Chambers of the Euless
Municipal Building, by Mayor Harold 0. Samuels. Councilmembers present
were Mayor Pro -Tem Willie Mae McCormick, Councilman Robert Pippin,
Councilman Glenn Wacker, and Councilman Ron Sternfels. Councilman Bob
Eden was absent.

APPROVAL OF MINUTES
The minutes of the regular meeting on July 26, 1983, and August 9, 1983,
were approved as written.

OLD BUSINESS
ITEM 1: SECOND AND FINAL READING OF ORDINANCE NO. 754
Mrs. McCormick moved to approve second and final reading of Ordinance No.
754, relating to Zoning Case No. 410, providing for a change of zoning
from "R-1" Single- family Dwelling District, "I -1" Light Industrial
District, "C -2" Community Business District, and "PD" Planned Develop -
ment, to "R6.3" "R-4" and "R-5" Multi - family Dwelling District with "CUD"
Conforming Housing, "C -1" Neighborhood Business District, "C -2' Community
Business District, and "1 -1" Light. Industrial District, for certain
property out of the S, Tucker Survey, A -1512, R. Crowley Survey, A-312,
and A. Bradford Survey, A-152.

Ayes: Mrs, McCormick, Messrs. Sternfels, Pippin, Walker
Nays: None
Mayor Samuels declared the motion carried.
ITEM 2: PUBLIC HEARING FOR ZONING CASE NO. 408
Mayor Samuels opened the public hearing for Zoning Case No. 408, a request
of Neitzel- Wiides Investment Company for a change of zoning from "R -1"
Single-family Dwelling District to "C -2°' Community Business District, on
Tract A7, J. E. Field Survey, A -540, located south and adjacent to Glade
Road, west of Quail Run Estates, and east. of Baze Drive.
Mr. Mike DeWitt, 3040 Bedford Road, Bedford, Texas, presented the request
for rezoning. He stated that, at this time, they wish to amend their
request from "rC -2" to "C-1" to better serve the community. Mr. DeWitt
stated that the Planning and Zoning Commission denied the rezoning
request, even though only one person spoke in opposition to the zoning
change. The reason for the opposition was concern of creating a traffic
hazard at the location. The intersection: of Glade Road and Baze Drive
seemed to pose a problem with the Planning and Zoning Commission. Mr.
DeWitt stated that he was here to answer any questions or provide any
further information that was needed.
Mayor Samuels asked if there were other proponents for the zoning. There
being none, he asked if there were any opponents to the zoning case. There
being none, he asked if there were any questions or discussion of the
Council.

Mr. Sternfels asked if Mr. DeWitt had talked with the City of Grapevine
regarding the development that was proposed just to the north of Glade
Road. Mr. DeWitt stated he had not, but he did have a Grapevine Master
Plan, and provided it for the City Council's review at this time. Mr.
Sternfels also asked Mr. DeWitt if he had spoken with his one opponent at
the Planning and Zoning Commission meeting and discussed the problem of
creation of a traffic hazard with him. Mr. DeWitt stated that he had not.
Mr. Sternfels stated that he still did have some concern with the hill,
the width of the road, and the traffic situation with this location.
Mrs. McCormick stated that she was concerned with the traffic situation
now. The collector street and thoroughfare that will prevail in the
future should help the area. She felt the requested zoning does not lend
itself well to the "R -1" Single-family area.
Mayor Samuels asked if there were further questions from the Council.
There being none, he declared the public hearing closed.
Mr. Sternfels moved to concur with the recommendation of the Planning and
Zoning Commission, and to deny Zoning Case No. 408.
Mr. Walker seconded the motion.

Nays: Mrs. McCormick
Mayor Samuels declared the motion carried.
ITEM NO. 3: PUBLIC HEARING FOR ZONING CASE NO. 409
Mayor Samuels opened the public hearing for Zoning Case No. 409, a request
of Miller - McDonald Electricals, Inc., for a change of zoning from "PD"
Planned Development for "C--1" Neighborhood Business District uses to "C-
2" Community Business District, on Tract 1A1A, d. E. Field Survey, A-540,
located west and adjacent. to North Main Street and south of Glade Road.
Mr. Gerald McDonald, with Miller - McDonald Electrical, Inc., presented the
request for the zoning change. Mr. McDonald stated that the Planning and
Zoning Commission had approved the zoning case and recommended the City
Council approve it. He stated they were planning to upgrade their
business location and build better facilities with some storage area in
the rear of the property. Mr. McDonald stated he was present to answer any
questions and provide any further information as needed.
Mayor Samuels asked if there were other proponents for the zoning case.
There being none, he asked if there were any opponents to the zoning case.
There being none, he asked if there were any questions or discussion of
the Council, There being none he declared the public hearing closed.

Mr. Walker moved to approve Zoning Case No. 409, in accordance with the
recommendations of the Planning and Zoning Commission.
Mrs. McCormick seconded the motion.
Ayes: Mr. Walker, Mrs. McCormick, Messrs, Pippin and Sternfels
Nays: None
Mayor Samuels declared the motion carried.
ITEM 4: CONSIDERATION OF PLATTING
Mayor Samuels announced that consideration of the replatting of Tract. A,
Bear Creek Estates Addition, would be considered at. the September 13,
1983, City Council Meeting.
NEW BUSINESS
ITEM NO. 5: CONSIDERATION OF PLATTING
Mr. Pippin moved to approve the repiatting of Lot 24, Block 2, Park
Crestmoor Subdivision, located north and adjacent to State Highway 10,
west of Skyway Drive, and east of Ridgecrest Drive, in accordance with the
recommendations of the Planning and Zoning Commission.
Mrs, McCormick seconded the motion.
Ayes: Mr. Pippin, Mrs. McCormick, Messrs. Walker and Sternfels
Nays: None
Mayor Samuels declared the ;motion carried.
ITEM NO. 6: CONSIDERATI +ON OF PLATTING
Mr. Walker moved to approve the combined preliminary and final platting of
Farr- Pacific Addition, located south and adjacent to State Highway 183,
east of Case Addition, and north of Kynette Drive, in accordance with the
recommendations of the Planning and Zoning Commission.
Mr. Sternfels seconded the motion.
Ayes: Messrs. Walker, Sternfels, Pippin, Mrs. McCormick
Nays: None

ITEM NO, 7: CONSIDERATION OF CALLING A PUBLIC HEARING
Mr. Sternfels moved to set a public hearing on September 13, 1983, for
consideration of the establishment of a new "R -1A" Single - family. Attached
Dwelling District, and amending Ordinance No. 347, the Zoning Ordinance
of the City of Euless.
Mr. Walker seconded the motion.
Ayes: Messrs. Sternfels, Walker, Pippin and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO, 8: CONSIDERATION OF CALLING A PUBLIC HEARING
Mr. Sternfels moved to set a public hearing on September 13, 1983, for
consideration of the proposed budget for the City of Euless for Fiscal
Year 1983 -1984.
Mr. Walker seconded the motion.
Ayes: Messrs. Sternfels, Walker, Pippin and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO. 9: CONSIDERATION OF CALLING A PUBLIC HEARING
Mr. Sternfels moved to set a public hearing on September 13, 1983, for
consideration of a tax rate for the City of Euless.
Mr. Walker seconded the motion.
Ayes: Messrs. Sternfels, Walker, Pippin and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.

ITEM NO. 10: CONSIDERATION OF CALLING A PUBLIC HEARING
Mr. Sternfels moved to set a public hearing on October 11, 1983, for
Zoning Case No. 417, a request of John Hallman for a change of zoning from
"R -1" Single - family Dwelling District. to "R-5" Multi- family Dwelling
District on Lots 1, 2, 3, 4, Block 1, Cedar Hills Estates, located on the
north side of Hollywood Boulevard, between Cannon Drive and South Main

Mr. Walker seconded the motion.
Ayes: Messrs. Sternfels, Walker, Pippin and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried.
ITEM NO. 11: CONSIDERATION OF CALLING A PUBLIC HEARING
Mr. Sternfels moved to set a public hearing on October 11, 1983, for
Zoning Case No. 418, a request of Richard Thomies for a change of zoning
from "CUD" Conforming Housing (R-2) to 'BPD" Planned Development for 0 -Lot
Line Homes and Single Family Attached Homes, on Block 1 and Block 3, Tall
Timbers Addition, located south and adjacent to Ash Lane, west of Fuller-
Wiser Road, and north of Meadowview Addition.
Mr. Walker seconded the motion.
Ayes: Messrs. Sternfels, Walker, Pippin and Mrs. McCormick
Nays: None
Mayor Samuels declared the motion carried,
ITEM NO. 12: CONSIDERATION OF CALLING A PUBLIC HEARING
Mr. Sternfels moved to set a public hearing on October 25, 1983, for
Zoning Case No. 419, a request of .I. B. Goldsteen for a change of zoning
from "C -2" Community Business District to "R -4" Multi - family Dwelling
District, on a portion of Tract 2C, A. M. Downing Survey. A -415, located
north and adjacent to State Highway 10, and west of the Del Prado
Apartments.
Mr. Walker seconded the motion.
Ayes: Messrs. Sternfels, Walker, Pippin and Mrs. McCormick
Nays: None

ITEM 13: CITY ATTORNEY'S REPORT
Mr. Cribbs stated that he had nothing to report.
ITEM 14: CITY ENGINEER'S REPORT
(a) Mr. Knight reported that the new General Future rand Use Map had been
approved and finalized and was now displayed in the Council Chambers.
(b) Mr. Knight reported that the traffic signal at Midway Drive and Farm
Roast 157 was in the planning process at this time. The engineering plans
were completed and coordinated with the City of Bedford. The plans are
now at the State Highway Department for their review and approval.
Hopefully there will be a bid opening in mid to late September. After the
equipment is received, installation should take approximately 45 days.
Air. Knight stated that there could be a possible delay of four to six
months after the bids were taken, to await the delivery of necessary
equipment.
(c) Mr. Knight reported that the designs for the new two - million gallon
water storage tank were being finalized now, and will soon be brought to
the City Council for their review.
COMMENTS
Mr. Pippin commented that Article III, Section 1053, of the City Code,
relating to occasional garage sales needed to be amended or enforced more
strictly, Mr. Pippin mentioned that perhaps this could be discussed in
further detail at a later meeting.
ADJOURNMENT
There being no further business before the City Council, the meeting was
adjourned at 8:50 P.M,
