A regular meeting of the Euless City Council was called to order at 8:08 P.M., Tuesday,
October 23, 1984, in the Council Chambers of the Euless Municipal Building, by Mayor
Harold D. Samuels. Councilmernber s present were Mayor Pro Tem Willie Mae
McCormick, and Councilmen Bob Eden, Robert Pippin, and Ron Sternfels. Councilman
Glenn Walker was absent.

ITEM 1; PRESENTATION OF EMPLOYEE SERVICE PIN
Mayor Samuels presented a 25 -year service pin to Jack Bullard, Director of Streets and
Utilities for the City of Euless, employed since August 1, 1959, and pointed out that this
was only the second 2.5 -year pin to be given. City Manager W. M. Sustaire had received
the first one. The Mayor and Councilmembers expressed appreciation for the time and
dedication Mr. Bullard has afforded the City, emphasizing further that his good work had
been a great benefit to help the City of Euless grow into such a good community. The
Mayor expressed the hope that Mr. Bullard would remain in the City's employ for many more
years.
OLD BUSINESS
ITEM 2; CONSIDERATION OF SECOND AND FINAL .READING-; OF ORDINANCE NO. 817
Mrs. McCormick moved to approve second and final reading of Ordinance. No. 81.7, relating
to Zoning Case No. 84 -24, for a change of zoning from R -1 to R -1 -A, on certain property
out of the B. Harrington Survey.
Mr. Pippin seconded the motion.
Ayes: Mrs. McCormick, Mr. Pippin, Mr. Sternfels

Abstentions; Mr. Eden
Mayor Samuels declared the motion carried.
ITEM 3; CONSIDERATION OF SECOND AND FINAL READING OF ORDNANCE NO. 8.18
Mr. Sternfels moved to approve second and final reading of Ordinance No. 818, relating to
Zoning Case 8t" --27, for a change of zoning from C--1 to R -2, on certain property out of Cedar
Hill Estates.
Mrs. McCormick seconded the motion.

ITEM 4: CONSIDERATION OF SECOND AND FINAL READING OF ORDINANCE NO. 819
Mr. Eden moved to approve second and final reading of Ordinance No. 819, relating to Zoning
Case No. 84-16, for a change of zoning from R•1 to Planned Development for multi-family
(condominiums) and cornmercial uses, on certain property out of the Bell Ranch Terrace
Addition, as presented at the public hearing on September 11, 1984.
Mrs. McCormick seconded the motion.
Mr. Pippin inquired if Crowe Drive would not be abandoned. Mayor Samuels confirmed that
they had decided not to do this. Mr. Sternfels expressed concern over there being no
additional discussion with some reasonable alternatives offered. He was still concerned with
the north/south access, neighborhood property values, and the final development of the
entire addition. Mayor Samuels stated that the City would like to have a north/south access
from the property, but the proponent had no control over the access area since he does not
own it.
City Engineer James Knight asked that the motion include the stipulation that a revised site
plan which reflects the current zoning request as approved be provided to staff for their
review and inclusion in the ordinance. Mayor Samuels agreed that this was necessary.
Mr. Sternfels asked about the status of the rest of the neighborhood if this P1) was appoved.
City Attorney Bob McFarland explained the City's options in this regard, i.e. initiating a
change of zoning on the remaining lots. Mr. Sternfels was referring to all the other lots
in the Bell Ranch Terrace Subdivision. He asked if the City Council could rnakE.: a motion
to consider adding PD to the case. Mr. McFarland replied that it could not be made a
condition of this zoning case; that it would have to be a separate case, and would require
a separate motion, Mr. Eden, Mrs. McCormick, and Mr. Pippin stated that they were not
opposed to such an action. Mayor Samuels added that he believed Councilman Walker would
not be opposed to it, either, and added that it was not the responsibility of Mr. Brooks, but
rather, was the City's. It was confirmed by Messrs. Eden, Pippin, and Sternfels that the
PD change would not affect the C-2 areas, just the undeveloped R-1 areas in the Bell Ranch
Terrace Subdivision, in order to provide continuity. Mrs. McCormick asked if the change
should he PD or C.:LJD. Mr. McFarland replied that this zoning case was PD, but the others
probably should be CUD.
Mr. Eden amended his motion to move approval. of second and final reading of Ordinance No.
819, relating to Zoning Case No. 84-16„ as presented at the public hearing, without the
closing of Crowe Street on the south end; and that a new site plan be provided to staff for
review and inclusion in the ordinance.

ITEM 5: SECOND AND FINAL READING OF ORDINANCE NO 820
Mr. Pippin moved to approve second and final reading of Ordinance No. 820, regarding the
vacation of a portion of Benbow Drive, a public street in the bell Ranch Terrace Addition
in tI"ke. City of Euless.
Mrs. McCormick seconded the motion.

ITEM 6: SECOND AND FINAL READING OF AN ORDINANCE
Mr. Pippin moved to deny the second and final reading of an ordinance for the vacation of
a portion of Crowe Drive, a public street in the Bell Ranch Terrace Addition in the City.

ITEM 7: PUBLIC HEARING FOR ZONING CASE NO. 84 -28
Mayor Samuels explained the public hearing process and opened the public hearing for Zoning
Case No. 84 -28, a request of Richard Bran }blett for a change of zoning from Community
Unit Development, an average density of 16 units per acre with no access allowed to West
Pipeline .Road to the same zoning only with no access restrictions, located south and
adjacent to West Pipeline Road, west of Westpark Way, north and adjacent to S.H. 10, and
east of Paula Drive.
Keith Wallace, Washington c Wallace Engineers, presented the request for rezoning the
multi-- family site south of West Pipeline Road and north of SH 10. He stated that this zoning
request was to remove the access restrictions onto West Pipeline Road, at the northern
section of the property. A traffic study had been done which pointed out that if people want
to go to .Pipeline Road, they will drive to it in a round -about wa.y, rather than a direct way.
The developer does not plan to have a series of driveway cuts onto Pipeline, but rather, if
necessary, only one road. The .Planning and Zoning Commission approved the case with the
stipulation that access be roade onto Pipeline after it is improved. Mr. Wallace's client
prefers that no restrictions be given, but at least, the approval is requested in accordance
with the Planning and Zoning Commission's condition.
lr. Sternfels asked if the property owner Would be willing to aid with costs of improving
West Pipeline Road. Mr. Wallace stated that he would ask.
Mayor Samuels asked if. there were any other proponents for the zoning case. There being
none, he asked if there were any opponents to the zoning case. There being none, he asked
if there were any questions or discussion of the Council. There being none, he declared the
public hearing closed.
Mr. Sternfels moved to table the decision on Zoning Case No. 84 -28 until a reply could be
received from the owner of the property regarding costs of improving Pipeline Road.
Mrs. McCormick and Mr. Pippin agreed that the project does need a northern access.

Mr. [den moved to approve Zoning Case No. 84 -28 in accordance with the recommendations

ITEM 8: CONSIDERATION OF PLATTING NO P_84 -41
Mr. .Pippin asked City Engineer James Knight if the platting was in order. Mr. Knight
confirmed that it was.
Mr. Pippin moved to approve Platting No. P- 84 -41, final platting for Harwood Crossing, Lots
1, 2, 3, Block 1, located on the southeast corner of Harwood Road and North Main Street,
in accordanc :e with the recommendations of the Planning and Zoning Commission.
Mrs. McCormick seconded the motion.

ITEM 9: CONSIDERATION OF PLATTING NO. P-84-52
Mr. Sternfels asked City Engineer :Tames Knight if footage was allowed for right -of -way to
the north Q this property. Mr. Knight stated that it had. City Manager W. M. Sustaire

.Lot 1, Block 1, Main Street Shopping Center - Phase I, located south and adjacent to S..1-1.
10, east and adjacent to South Main Street, west of Cullum Drive, and north of Alexander,
in accordance with the recommendations of the Planning and Zoning Commission.

ITEM 8: CONSIDERATION OF PLATTING NO. P -84 -4I
• Mr. Pippin asked City Engineer James Knight if the platting was in order. Mr. Knight
confirmed that it was.
Mr. Pippin moved to approve Platting No, P- 8441, final platting for Harwood Crossing, Lots
I„ 2, 3, Clock 1, located on the southeast corner of Harwood Road and North Main Street,
in accordance with the recommendations of the .Planning and Zoning Commission.
Mrs. McCormick seconded the motion.
Ayes: Mr. Pippin, Mrs.McCorrnick, Messrs. Eden, Sternfels
Nays: None
Mayor Samuels declared the motion carried.
ITEM 9: CONSIDERATION OF PLATTING NO. P- 84--52
Mr. Sternfels asked City Engineer James Knight if footage was allowed for right-of-way to
the west of this property. Mr. Knight stated that it had. City Manager W. M. Sustaire
added that was part of -the agreement, and negotiations are continuing for 25 more feet at
the corner. Mr. Sternfels commended Staff for the foresight to negotiate for the additional
right -of -way along Main Street.
Mr. Eden moved to approve Platting No. P- 84 -.52, combined preliminary and final plat for
Lot I, Block 1, Main Street Shopping Center - Phase I, located south, and adjacent to S.H.
10, east and adjacent to South Main Street, west of Cullum Drive, and north of Alexander,
in accordance with the recommendations of the Planning and Zoning Commission.

ITEM 10: CONSIDERATION OF PLATTING NO. P -84 -5
Mrs. McCormick moved to approve Platting No. P-84-54, preliminary and final plat for
Sunshine Meadows, located west and adjacent to Baze Road, and bordered on the north, west,
and south by Carlisle Pines Subdivision, in accordance with the recommendations of the
Planning and Zoning Commission.
Mr. Pippin seconded the motion.
Ayes: Mrs. McCormick, Messrs. Pippin, Sternfels

Abstentions: Mr. Eden
Mayor Samuels declared the motion carried.
City Attorney Bob McFarland advised that all the screening requirements regarding this
platting had been requested to be waived by the petitioner. He added that an ordinance will
need to be prepared, property owner notices sent out, and public hearings conducted by the
Planning and Zoning Commission and the City Council, in order to accomplish this.
ITEM 11: CONSIDERATION OF PLATTING NO, P-84-55
City Attorney Bob McFarland advised that neither this plat, nor the ordinance relating to
the abandonment of this portion of Kynette would be filed with the Tarrant County Deed
.Records until payment had been received for the property,
Mr. Sternfels asked Mr. McFarland whether or not the City could establish a time frame on
this Mr. McFarland asked James Knight how much time was left for filing the plat from
the time of the :coning case approval.. Mr. Knight answered that there were ISO days left
before the deadline. Mr. Sternfels asked Mr, Knight whether or not a 60 .foot right -of -way
at Renee Drive would be sufficient due to the commercial building to the east. Mr. Knight
answered that a Gtr --foot right --of -way will handle four lanes of traffic. Mr. Suern.feis
remarked that he had second thoughts about abandoning Kynette and asked Mr. Sustaire if
he recommended proceeding with it. Mr, Sustaire replied that he did recommend abandoning
this portion of Kynette due to its close proximity to Euless Town Centre. Another curb cut
on FM 157 that dose to Euless Town Centre would create a dangerous traffic situation.
Mr. Eden moved to approve Platting No. P-- 8455, replotting of Lots 9 -15, Block 3; Lots
4,
& 23, Block 4, Bell Ranch Terrace Addition, into Lot 9R, Block 3 and Lots 1R and 23R,
Block 4, Bell Ranch Terrace, located west and adjacent to S.H. 157, south of Euless Town
Center, and north and west of Chief Auto Parts, in accordance with the recommendations
of the Planning and Zoning Commission and subject to satisfactory negotiation for right-of-
way.
Mr. Pippin seconded the motion.

ITEM 12: CONSIDERATION PLATTING NO, P -84 -56
Mrs, McCormick moved to approve Platting No. P-84-56, .final plat for Lot 2, Block 11,
Villages of Bear Creek, First Installment, located north of Harwood, east of Bear Creek
Parkway, south of Ash Lane, and west of Minters Cha.pei Road, in accordance with the
recommendations of the Planning and Zoning Commission.
Mr, Pippin seconded the motion.
Ayes: Mrs. McCormick, Messrs. Pippin, Eden, Sternfels

Mayor Samuels declared the motion carried.
ITEM 13: CONSIDERATION OF CALLING A PUBLIC HEARING
Mrs. McCorm.ic.k moved to call a public hearing on December 11, 1984, for Zoning Case 29, a request of Quik Trip (John C. C:iabbert) for a change of zoning on Tract 2R, Westpark
Central Addition, a total of 1,2 acres of land from C -2 to C - -2 w/ SP" for increased height
and area of sign, located on the southeast corner of Westpark Way and Airport Freeway
service road.
Mr. Eden seconded the. motion.

ITEM 14: CONSIDERATION OF RESOLUTION NO, 84 -578
Mr-s. McCormick moved to approve Resolution No. 84- 577, regarding the completion of the
extension of State Highway 360 from State Highway 183 to State Highway 121, along the
western boundary of the DFW Airport.
Mr. Pippin seconded the motion.

ITEM 15: C.ONSII:)ERATION OF AIJTNORIZATION TO CITY MANAGER TO ADVERTISE.
FOR BIDS
Mr. Eden moved to authorize the City Manager to advertise for bids for the following items:
(A) Storm Drainage lrnprovements in Royal Oaks Estates,
Oakland Estates, and Oak Forest;
(B) Storm Drainage .Improvements in Oakland Estates
and Trailwood Estates; and
(C) Paving and Drainage Improvements on North Main
from Little. Bear Creek to Glade Road.
Mr. Pippin seconded the motion.
Ayes: Messrs. Eden, Pippin, Sternfels, Mrs. Mc.Corrnick
Nays: None
Mayor Samuels declared the motion carried.
:Mr, Sustaire advised that the City is not ready right now to advertise for the bids for North
Main Street improvements, and will be coming back with more information at a later date.
Staff did want to get the Council's approval to go ahead and advertise when other paperwork
is completed. Hopefully, this will lessen the length of time in the improvement process.
ITEM 16: CONSIDERATION OF RESOLUTION Ni 84 --579
Mr. .Sternfels moved to approve Resolution No, 84-579, authorizing the City of Euless to
obtain a license regarding the extension of Mid- Cities Boulevard onto DEW airport property
to West Airfield Drive.

ITEM 17: CITY ATTORNEY'S REPORT
Mr. McFarland stated he had nothing to report.
ITEM 18: CITY ENGINEER'S REPORT
Mr. Knight stated he had nothing to report.
COMMENTS
Mr, Sternfels remarked that a month ago he asked that the existing sign ordinance be looked
at for possible updating. He stated he would like to have that done prior to December 1.1,
1984.
Mr, Sternfels commended Mayor Samuels on the good job he did as Master of Ceremonies
at the recent J--Iurst- Euless - Bedford Chamber of Commerce Annual Meeting and Banquet.
Mr. Sustaire advised the City Council of the death of a City employee. Clyde Britt passel
away. He had been ill with cancer.

There being no further business before the City Council, the meeting was adjourned at 9:38
P.M.
