Samuels. Counc_lcernbers present were Mayor Pro Tem Wi.l:lie Mae McCormick, and Councilmen Glenn Walker, Ron Sternfels, Robert Pippin, and Bob Eden. APPROVAL OF MINUTES The minutes of the regular meeting on January- 8, 1985, were approved. 196.% -018 Euless City Council Regu1 r Meeting - January 2.2, 198.5 - Page Two ITEM 1: PRESENTATION OF EMPLOYEE SERVICE: PIN Mayor Samuels presented Grover Howard both his 10 and 15 year service. pins. M. Howard works as a Public Works Inspector, and has been with the City since January 1, 1970. OLD BUSINESS ITEM 2: CONSIDERATION OF SECOND AND FINAL READING OF ORDINANCE N;. 825 It was moved by Mrs. McCormick to approve second and final reading of Ordinance No. 825, for a change of zoning from C -1 to Planned Development for uses with gasoline sales on certain property out of the S. Tucker Survey A --1512 and the R. Crowley purvey A-312, in accordance with the recommendation of the Planning & Zoning Commission. Mr. Pippin seconded the motion. Ayes: Mrs. McCormick, Messrs. Pippin, Eden, and Sternfels Nays: None Mayor Samuels declared the motion carried. (City Secretary's Notation: Mr. Walker was absent from the room during voting.) ITEM 3: CONSIDERATION SECOND AND FINAL READING OF ORDINANCE NO. 824 Mr. Sternfels moved to approve second and final. reading of Ordinance No. 624, determining the necessity of extending and improving Little Bear Creek Bridge and improving that portion of North Main Street in the City of Euless, Texas, which extends northward from Little Rear Creek to Glade Road. Mr. Eden seconded the motion. Awes. Messrs. Sternfels, Eden. and Walker Nays: N o n e Abstain : Mrs. McCormick Mayor Samuels declared the motion carried. ITEM 4: CONSIDERATION Of SECOND AND FINAL READING OF AN ORDINANCE Mr. Pippin moved to table consideration of second and final reading of an Ordinance unt?..1 February 26, 1985, regarding limitations on the type and location of satellite television reception dishes, and to call a public hearing for February 12, 1985, at 8 :00 p.m., to receive public input regarding this subject. Mrs. McCormick seconded the motion. Ayes Mr. Pippin- Mrs. McCormick, Messrs. Eden, Walker, and Sternfei.s Nays None Mayor Samuels declared the motion carried. l985-Ol9 Euless City Council Regular Meeting - 'January 22, 1985 - Page Three ITEM 5: CONSIDERATION OF PLATTING BP-84-51 Mr. Eden moved to approve Platting No. P-84-51, preliminary plat of Villages of Bear Creek Phase IV, located south and adjacent to Harwood Road, east and adjacent to Fuller-Wiser Road, north and adjacent to Airport Freeway, ‚and went. and adjacwoLto the D/FNAirport/City of Euless City Limits, in accordance with the recommendation of the Planning and Zoning Commission. Mr. Storo[ulu seconded the motion. Ayes:. Messrs. Eden, 3ternfolyr Pippin, Walker, and Mrs. McCormick Nays: None Mayor Samuels declared the motion carried. ITEM 6: CONSIDERATION OF PLATTING #P-85-04 Mr, Eden moved to approve Platting No. P-85-04` replotting of Lots 1, 2, and 3, Block I, Wostpork Central Addition, into Lots 18, 28' and 38, Block 1, Westpark Central. Addition, located south and adjacent to Airport Freeway, west and adjacent to WootPark Way` and east and adjacent to the [ulean/Bndford City Limits, in accordance with the recommendation of the Planning and Zoning Commission. Mrs. McCormick seconded the motion. Ayes: Mr. Eden, Mrs. McCormick, Maosro, Pippin, Walker, and Sternfelo Nays: None Mayor Samuels declared the motion carried. ` ` ITEM 7: [8�SI0ER�TIU� OF CALLING A PUBLIC HEARING Mrs. McCormick moved to call a public hearing on February 26, 1985` for Zoning Case No. 35-01, a request oyQ.F,D.C.° Inc., for a change of zoning on a portion of Tract A, Block 15, Oakwood Terrace Addition, a total of 0.4978 'acres of l'and, from C-2 to C-2V/"SP" for increased height and area of sign, located at the southwest corner of West Euless Boulevard and Simmons Drive. ITEM 8: CONSIDERATION OF CALLING t'A PUBLIC HEARING Mrs. McCormick moved to call a public hearing for March 12, 1985, for Zoning Case No 85 -02, a request of Triland Development, Inc. , Venture: Manager, for a change of zoning on portions of Tracts 3, jAI , 3A2, 4, and 5 out of the S. Tucker Survey, A- 1.512, 35.4 acres of land, from Community [snit Development (1.6 units per acre) to Community Unit Development $ units per acre), located north of Mid-Cities Boulevard, east and adjacent to Fuller-Wiser Road, and west and adjacent: to proposed State Highway 360; and for a change of zoning on portions of Tract. 511, 6A, and 68 of the R. ITEM 9: CONSIDERATION OF CALLING A PUBLIC HEARING Mrs, McCormick moved to call a pubic: hearing for March 12, 1985, for Zoning case No. 85-04, a request of Chelsea Park joint Venture for a change of zoning on Blocks A through 0, Chelsea Park Estates, a total of 39.11155 acres of land, from Community Unit. Development (8-3 -- Single Family Attached) to Planned Development. (Single Family Attached), lo- cated sout h and adjacent. to Quail Run Estates, east and adjacent to Boze Road, north and adjacent to Sagepoint. Subdivision, and west and adjacent. to North Main Street, Mr. Sternfeis seconded the motion. Ayes: Mrs. McCormick, Messrs. Sternfels, Pippin, Eden, and Walker Nays:. None Mayor Samuels declared the motion carried. 1985-021 Eule ss City Council Regular Meeting January 22, 1985 - Page Five ITEM 1C PUBLIC HEARING FOR ZONING CASE 84 -33 Mayor Samuels explained the public hearing process and opened the public hearing for Zoning Case 84- -33, a request of Bell Ranch Terrace :mint Venture (Wayne M. Brewer, Venture Manager), for a change of Zoning on Lots 9 and .10, Block 3, and Lots 5, 6, and 7, Block 4, Hell Ranch Terrace Addition, a total of 1.5 acres of land, from 8-1 to C -2, located south of Euless Town Centre, west of F.M. 157, North of Signet, and east of proposed Brasher Drive. Wayne M. Brewer, 910 Houston Street, Fort Worth, Texas, presented the request for a change of zoning on these two lots in order to aii.ow additional parking space for previously zoned commercial lots adjacent to the areas. He stated that he would be happy to respond to any questions. Mr. Sternfels asked Mr, Brewer what his intentions were regarding the purchase of the abandoned area of Kynett.e Street. Mr. Brewer stated that he planned to proceed after this zoning case, and to coordinate with the City Attorney on the details. Mrs. McCormick moved to approve Zoning Case No 84 -33 in accordance with the recommendations of the Planning and Zoning Commission. Mr. Pippin seconded the motion. A; Mrs. McCormick, Messrs. ITEM 11: PUBLIC HEARING FOR ZONING CASE 84-34 Mayor Samuels stated that this item was to have been a public hearing for Zoning Case 84-34, a request of Richard Thorne, , .-all. Timbers Ltd., for a change of zoning for a portion of Lot 1, Block 2, and Lots 1 €8 - 328, Block 1, Tall Timbers Addition, totaling 18.2 acres of land, from Planned Development (0-lot line and SFA) and Community Unit Development (R -4 ) to Planned Development (0-lot line) and Community Development (8 -5), lo- cated on the southwest- corner of Ash Lane and Fuller - Wiser Road; however, the petitioner had withdrawn the zoning request. l985-U22 [u]nos City Council Regular Meeting January 22, 1985 - Page Six ITEM 12: CONSIDERATION OF AUTHORIZING CITY MANAGER TO ADVERTISE FOR BIDS ON ROYAL OAKS DRAINAGE PROJECT Mr, Sternfels moved to proceed with the plan nubmitLej by the City's` consulting nngineern and authorize the City Manager toudvorLiap for bids on the Royal Oaks Drainage Project. Hra.- McCormick stated that this plan was for a twenty-five year flnod- p}ain' which is what other areas of the City •have. Mr. Eden seconded the motion. Ayes: Messrs. Sternfels, Eden, Pippin, Walker, and Mrs. McCormick Nays. None Mayor Samuels declared the motion carried. ITEM 13, CONSIDERATION OF RESOLUTION NO, 85-587 Mr. Pippin moved to approve Resolution No B5-587, regarding the incor- poration of the North Texas Library System as a non-profit corporation. Mrs. McCormick seconded the motion, and added that the new organization would improve the way the system works. Alen: M r. Pi pp i n, Mrs. McCormick, Messrs. ITEM 14: CONSIDERATION OF RESOLUTION N3, 85-586 Mr. Eden moved to approve Resolution Nn' 85-586, regarding the Hurst- Euless-Redford Independent School District and the City of Euless holding a joint election on April 6, 1985, Mr. Sternfels seconded the motion. Ayes: Messrs. [don, Sternfels, Pippin, Walker, and Mrs. McCormick Nays: None • Mayor Samuels declared the motion carried. ITEM l5; CITY ATTORNEY'S REPORT ------ The City Attorney stated he had nothing to report, 1985 -023 Euless City Council Regular Meeting January 22, 1.985 - Page Seven ITEM 16: CITY ENGINEER'S REPORT A) The City Engineer stated Tarrant County Planning Department, through a Community Development. Block Grant, was proceeding to advertise for bids to improve the drainage on Collins Drive in Midway Park Addition. Bids are scheduled for opening on February 14, 1965, and the results will be ready for the February 26, 1985, Euless City Council Meeting R) Mr. Knight advised that the North Main Street water tower was 93% complete, lacking only to finish painting, installing the electrical system, and installing the second floor.
