JULY 9, 1985
CALL TO ORDER
1985 -155
A regular meeting of the Euless City Council was called to order at 8:13 p.m.,
Tuesday, July 9, 1985, in the Council Chambers of the Euless Municipal
Building, by Mayor Harold D. Samuels. Counrilmembers present were Robert
Pippin, Ron Sternfels, Bob Eden, and Carolyn Park. Mayor r ro - -Tem Glenn Walker
was absent.

APPROVAL OF MINUTES
The minutes of the regular meeting of June 25, 1985, were approved as written.

OLD BUSINESS
ITEM 1: CONSIDERATION OF SECOND AND FINAL READING OF ORDINANCE NO. 850

Mr. Sternfels moved to approve second and final reading of Ordinance No. 850,
for Zoning •Case No. 85 -12, for a change of zoning on a portion of Tracts 6E,
6F, 68, 6C -1, 6C -2 and 68, Solomon Huitt Survey, A -705, 12.8 acres of land from
PD (Planned Development) to PD (Revised Planned Development Plan), located
east and adjacent. to North Main Street, north and adjacent to Woodcreek
Addition and south and adjacent. to Harwood Road.
Mr. Pippin seconded the motion.
Ayes: Messrs. Sternfels, Pippin, Eden, and Mrs. Park
Nays: None
Mayor Samuels declared the motion carried.
ITEM 2: CONSIDERATION OF SECOND AND FINAL READING OF ORDINANCE NO. 851
Mr. Eden moved to approve second and final reading of Ordinance No. 851, for
Zoning Case No. 85 -14, for a change of zoning on Tract A (known as Tracts 3,
3A1, 3A2, 4 and 5, S. Tucker Survey, A- 1512), containing 25.6193 acres of land,
from CUD (Community Unit Development.) at 16 units per acre to CUD (Community
Unit Development) at 16 units per acre• to CUD (Community Unit Development) at
8 units per acre, located east of Fuller -Wiser Road, south and west of proposed
S. H. 360 and north of Mid - Cities Boulevard and Tract: B (known as Tracts 3 and
4, S. Tucker Survey, Abstract 1512), containing 467062 acres of land, from
CUD (Community Unit Development_) at 16 units per acre to CUD (Community Unit.
Development) at 22 units per acre, located north and east of proposed 5. H.
360, and south and west of D/FW Airport property.
Mrs. Park seconded the motion.
Ayes: Mr. Eden, Mrs. Park and Messrs. Pippin and Sternfels

Mayor Samuels declared the motion carried.
NEW BUSINESS
ITEM 3: CONSIDERATION OF PLATTING NO. P -85 -26
Mr. Pippin moved to approve. Platting No. P- 85 -26, replat. of Lots 14 and 15,
block 2 and Lots 27 -30, block 3, into Lot 15 -R, Block 2 and Lots 27 -8 and 30-
8, Block 3, Park Hill Addition, located west and adjacent to Parkill Drive,
south and adjacent to Eva Lane and north of Christopher Lane.
Mr. Sternfels seconded the :notion.
Ayes: Messrs. Pippin, Sternfels, Eden, and Mrs. Park
Nays: None
Mayor Samuels declared the motion carried.

ITEM 4: CONSIDERATION OF PLATTING NO. P -85 -31
Mr. Eden moved to approve Platting No. P- 85 --31, final plat of Lot 1, Block 2,
Villages of Bear Creek - Phase V, 4.30 acres, located north of Mid- Cities
Boulevard and east and adjacent to fuller- -Wiser Road.
Mr. Sternfels seconded the emotion.
Ayes: Messrs. Eden, Sternfels, Pippin, and Mrs. Park
Nays: None
Mayor Samuels declared the motion carried.
ITEM 5 -A: PUBLIC HEARING FOR ZONING CASE NO. 85 -16
Mayor Samuels explained the public hearing process and opened the public
hearing for Zoning Case No. 85 -16, for a change of zoning on Lot 3, Block 1,
Parkview Addition, totaling 1.184 acres of Land, from C -1 to C -2 located at
the northwest corner of Westpark Way and parkview Lane.
Mr. Anthony Scalise, Omega Development Company, was present and reviewed with
the Council the proposed zoning change. He stated C -2 zoning was necessary
for installing gas pumps since C -1 does not allow for them. He further stated
that there would probably be only three (3) pumps and that the total proposed
building would be 2,000.2,500 square feet for retail space, such as cleaners,
sandwich shops, etc.
Mrs. Park and Mr. Sternfels stated their concern for the change of zoning to
0 -2 in that area since it is a neighborhood area and the proposed project would
not adhere to future land use plans.
Mr. Eden moved to approve Zoning Case No. 85 -16, in accordance with the
recommendation of the Planning and Zoning Commission,
The motion died for lack of a second.
Mr. Sternfels moved to table action on this item until the next regularly
scheduled City Council meeting.
Mr. Pippin seconded the motion.

ITEM 5-B: CONSIDERATION OF AUTHORIZING CITY ATTORNEY TO PREPARE. ORDINANCE

AMENDMENT
Mrs. Park moved to authorize the City Attorney to draft an ordinance which
would restricted gasoline sales within a C -1 zoning district.
Mr. Pippin seconded the motion.
Ayes: Mrs. Park, Messrs. Pippin, Eden, and Sternfels
Nay None
Mayor Samuels declared the motion carried.
ITEM 6: CONSIDERATION OF AN ORDINANCE
Mrs. Park moved to approve first reading of an Ordinance adopting the 1985
Edition of th Uniform PIumbing Code and appendices with amendments repealing
the existing Plumbing Code and all amendments thereto.
Mr. Sternfels seconded the motion.
Ayes_: Mrs. Park, Messrs. Sternfels, Eden, Pippin,
Nays: None
Mayor Samuels declared the motion carried.
ITEM 7: CONSIDERATION OF AN ORDINANCE
Mr. Pippin moved to approve first reading of an ordinance adopting the 1985
Edition of the Uniform Building Code and appendices, dwelling construction
under the Uniform Building Code, Uniform Code for the Abatement of Dangerous
Building, Uniform Housing Code, Uniform Mechanical Code with revisions
regulating the erection, construction enlargement, alteration, repair, mov-
ing, removal, demolition, conversion, occupancy, use, height, area, and
;maintenance of buildings and structures in the City of Euless; repealing the
existing building code and all amendments thereto.
Mr. Eden seconded the motion.
Ayes: Messrs. Pippin, Eden, Sternfels, and Mrs. Park
Nays: None

ITEM 8: CONSIDERATION OF 810 AWARD FOR REMODELING OF COMMUNITY CENTER
Mr. Eden moved to accept the staff recommendation as follows:
A)) Award the bid to Tom 5. Stephens, Inc., low bidder for the base bid with
alternate Nos. 2, 4, 5, E,, 7, and 8;
8) That the City Manager be authorized to proceed with new bids For the roof
system;
C) That the City Manager be authorized to either negotiate for window
covering, or bid if necessary;
D) That the City Manager be authorized to negotiate for millwork or bid if
necessary; and
E) That the City Manager be authorized to negotiate for alternate No. 1 (large
restrooms) with the present contractor.
Mr. Sternfels seconded the motion.
Ayes: Messrs. Eden, Sterrifels, Pippin, and Mrs. Park
Nays: None
Mayor Samuels declared the motion carried.
ITEM 9: CITY ATTORNEY'S REPORT
City Attorney Bob McFarland, stated he had nothing to report.
ITEM 10: CITY ENGINEER'S REPORT
City Engineer James Knight, reported on the following items:
A) A preconstruction meeting was held on July 8, 1985. Construction on North
Main Street and the bridge over Little Bear Creek is planned to begin this week
and should take approximately 4OO days. One -half of the bridge will be
barricaded at a time.
8) A preconstruction meeting is scheduled for July 11, 1985, concerning the
16" water line in Pipeline Road.
C) Proposals have been received for updating the Euless Zoning Ordinance and
the. Subdivision Ordinance. Nine (9) firms submitted proposals. The proposals
will be put in booklet form and submitted to the Committee for their review
and consideration.
COMMENT 5
Assistant City, Manager, Tom Hart, complimented Lynn Shackelford for his work
on getting bids for the remodeling pr.o,ject in the Community Building: He also
announced that the City Manager, Mr. Sustaire, would he back in the office on
Wednesday, July 10.
Mr. Pippin commended Mr. Hart on his resolving the traffic hazard on Pipeline

ADJOURNMENT
There being no further t.her. business before the Council, the meeting was adjourned
at 9:00 p.m.
