HomeMy WebLinkAbout1986-08-26a (special called)MINUTES OF A CALLED MEETING OF THE EULESS CITY COUNCIL August 26, 1986 CALL TO ORDER 1986-155 A called meeting of the Euless City Council was called to order at 8 :00 p.m., on Tuesday, August 26, 1986, in the Council Chambers of the Euless Municipal Building, by Harold D. Samuels, Mayor. Those present were Mayor Pro Tem Carolyn Park, Councilmembers Bob Eden, Ray Ozebek, Ron Sternfels and Glenn Walker. Staff Members Present W. M. Sustaire, City Manager Tory Hart, Assistant City Manager James Cribbs, City Attorney Kay Rainey, City Secretary James Knight, City Engineer Jim Hickerson, Finance Director Frances Kodaseet, Community Relations Coordinator Rosemary Gafford, Deputy City Secretary Visitors Mrs. M. Walker led the pledge of allegiance. INVOCATION The invocation was given by Mayor Harold D. Samuels. 1986-156 Euless City Council Called Meeting August 26, 198E - Page Two ITEM 1: PUBLIC HEARING Mayor Samuels explained the public hearing process and opened the public hearing on a proposal to increase taxes by 15.763 percent over the published effective ad valorem tax rate of 36.281 cents for 1986. Mayor Samuels introduced Tom Hart, Assistant. City Manager, who represented the City of Euless as proponent for the tax increase, and Bill Brown, Tax Collector from the Hurst-Euless-Bedford Tax Office. Mr. Hart gave a calendar of events in the budget process which began with - a draft of the budget, a redraft and the final pro- posal of a $16,500,000 total budget. He pointed out that General Fund expenditures were increased to $10,0066,150 over last year's budget of $8,711,047 which represented a 14.87 percent increase. He also showed where large items made up a 1.3 million dollar increase in the baseline budget; that new programs totaled $602,783, of which $195,000 was allocated to the Police Depart- ment; that the main increase in expenditures was due to a con - tractural obligation with Trinity River Authority; and that five cents of our tax rate is expended for insurance. Mr. Hart exhibited transparencies depicting General Fund Rev- enues, General Fund Expenditures, Water and Sewer Revenue, and Water and Sewer Expenditures budgeted for 1985/86 compared to projected 1986/87. He stated that all revenue accounts were flat and that no projected increase was foreseen, in fact the City expects a few decreases; and that property was the only signi- ficant increase in revenues because of new growth, reevaluation of property values, and a higher effective tax rate. He stated that the tax rate for 1985/86 was 44 cents with an effective rate of 36.28 cents, and that the new tax rate is being proposed at 42 cents, which represents a 15.763 percent increase. This increase is due not only to higher evaluations of property, but also due to new properties within the City. A bar chart was presented showing a number comparison of police and fire personnel within the cities of Hurst- Euless - Bedford, with Euless leading in fire and police personnel over Bedford, and just one less policeman than Hurst. Another bar chart was presented illustrating a comparison esti- mated tax on a $100,000 home between Hurst - Euless- Bedford. The estimated tax on a $100,000 home in Hurst was $332, Bedford $360, and Euless $294 with a 30 percent homestead exemption. Mayor Samuels thanked Mr. Hart for his very informative presenta- tion, and asked if there were any other proponents to the pro- posed tax increase. There being none, Mayor Samuels asked if there were any opponents to the proposed tax increase. Euless City Council Called Meeting August 26, 1986 - Page Three A lady in the audience asked what she would approximately pay on her home which was reevaluated by Tarrant County Appraisal. District from $39,659 to $54,016. Mr. Bill. Brown stated that after homestead exemption, she would probably pay taxes on approximately $15,000 to $16,000. Mayor Samuels asked if there were any other questions from the Council or the audience. There being none, he declared the public hearing closed. Mr. Walker moved that the City Council of the City of Euless, Texas, vote on the proposed tax rate of $.42 per $100 valuation, which is 15.763 percent over the 1986 effective rate of 36.281 cents per $100 valuation, at a regular City Council meeting on Tuesday, the 9th day of September, 1986, at 8:00 o'clock p.m., at. the Euless Municipal Building Council Chambers, 201 North Ector Drive, Euless, Texas. Mr. Ozebek seconded the motion. Ayes: Messrs. Walker, Ozebek, Eden, Sternfels and Mrs. Park Nays: None Mayor Samuels declared the motion carried.
