HomeMy WebLinkAbout1986-09-09MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL September 9, 1986 CALL TO ORDER 1986 -174 A regular meeting of the Euless City Council was called to order at 8:05 p.m., on Tuesday, September 9, 1986, in the Council Cham- bers of the Euless Municipal Building, by Harold D. Samuels, Mayor. Those present were Mayor Pro Tem Carolyn Park, Council - members Bob Eden, Ray Ozebek, and Ron Sternfels. Coun.cilme:nber Glenn Walker was absent. Staff Members Present W. M. Sustaire, City Manager Tom Hart, Assistant City Manager James Cribbs, City Attorney Kay Rainey, City Secretary James Knight, City Engineer Bill Hepworth, Assistant City Engineer Lynn Shackelford, Director of Adm. Services Frances Kodaseet, Community Relations Coordinator Rosemary Gafford, Deputy City Secretary Visitors Steve Graydon John Baker Bill Witts Michael Moore John D. Vicain and other interested parties PLEDGE OF ALLEGIANCE Councilman Ray Czebek led the pledge of allegiance. INVOCATION The invocation was given by Councilman Bob Eden. 1986-1.7.5 Euless City Council Regular Meeting September 9, 1986 - Page Two ITEM NO. 1: CONSIDERATION OF ADOPTING AN AD VALOREM TAX RATE FOR 1986, AND FIRST AND FINAL READING OF ORDINANCE NO. 902 Mr. Ozebek moved to declare an emergency and approve on first and final reading an ordinance to set the tax rate for 1986 at $.42 (42 cents) per $100 valuation, of which $.305 (30.5 cents) per $100 valuation is for the General Operating Fund and $.115 (11.5 cents) per $100 valuation is for the Debt. Service Fund, and to approve the maximum homestead exemption allowed by State law, and other certain exemptions thereto. Mr. Sternfels seconded the motion. Ayes: Messrs. Ozebek, Sternfels, Eden and Mrs. Park Nays: None Mayor Samuels declared the motion carried. ITEM NO. 2: CONSIDERATION OF FIRST AND FINAL READING OF ORDINANCE NO. 903 Mrs. Park moved to approve the official budget for the City of Euless for the Fiscal year beginning October 1, 1986, and ending September 30, 1987, as presented to the Council at the August 26, 1986, City Council meeting. Mr. Sternfels seconded the motion. Ayes: Mrs. Park, Messrs. Sternfels, Ozebek and Eden Nays: None Mayor Samuels declared the motion carried. ITEM NO. 3: CONSIDERATION OF PLATTING NO. P-86-18 Mr. Eden moved to approve Platting No. P-86-18, a preliminary platting of Lots 1 through 7, Block 1, Greenlands Square Addi- tion, located west and adjacent to F.M. 157, north of South Pipeline Road and east of and adjacent to Softball World, subject to the date on the plat being updated, lot numbering being revised in accordance to current city policy, and in accordance with the recommendation of the Planning and Zoning Commission. Mr. Ozebek seconded the motion. Ayes: Messrs. Eden, Ozebek, Sternfels and Mrs. Park Nays: None Mayor Samuels declared the motion carried. 1 986- - 176 Euless City Council Regular Meeting September 9, 1986 _ Page Three ITEM 4: CONSIDERATION OF PLATTING NO. P -86 -25 Mrs. Park moved to approve the final plat of Lots 1 through 6, Flock 1, Greenlands Square Addition, located west of F.M. 157, north of South Pipeline Road and east of and adjacent to Softball World, subject to the date being updated and the numbering system being revised in accordance with current city policy, and in accordance with the recommendation of the Planning and Zoning Commission. Mr. Ozebek seconded the motion. Ayes: Mrs. Park, Messrs. Ozebek, Eden and Sternfels Nays: None Mayor Samuels declared the motion carried. ITEM 5: CONSIDERATION OF A PLATTING EXTENSION Mr. Eden moved to approve a six -month platting extension on Lot 1, Flock A, Windmill Self Storage Addition in Euless, Texas, as requested by Lieven J. Van Riet. Mr. Ozebek seconded the motion. Ayes: Messrs. Eden, Ozebek, Sternfels and Mrs. Park Nays: None Mayor Samuels declared the motion carried. ITEM 6: CITY MANAGER'S REPORT Mr. Sustaire stated that he had nothing further to report- ITEM 7: CITY SECRETARY'S REPORT Mrs. Park moved to approve the minutes of the called meeting of August 26, 1986, and the regular meeting of August 26, 1986, as written. Mr. Sternfels seconded the motion. Ayes: Mrs. Park, Messrs. Sternfels, Ozebek and Eden Nays: None Mayor Samuels declared the motion carried. 1986 -1II Euless City Council Regular Meeting September 9, 1986 - Page Four ITEM 8: CITY ATTORNEY'S REPORT Mr. Cribbs stated that he had nothing further to report. ITEM 9: CITY ENGINEER'S REPORT Mr. Knight stated that he had nothing further to report. ITEM 10: CITY COUNCIL REPORTS There were no further reports from the City Council. ITEM 11: CITIZEN COMMENTS Master John Baker, 14 years of age, residing at 418 Limestone, Euless, Texas, representing the youth of Euless, Texas, appeared before the Council after appearing before the Parks and Recrea- tion Board on Monday, September 8, 1986, and requested that the Council. consider installing a BMX track for bicycles and a free -style skateboard ramp at Midway Park. He stated that these facilities would help keep kids off the streets and out of trouble. Mayor Samuels stated that he appreciated Master Baker appearing before the City Council and his interest in the youth of Euless, and that he would have Staff look into the liability- exposure that would exist if the track and ramp were installed upon City property, and if the City's insurance company would insure against personal injury for these recreational facilities and the cost thereof. Master Baker further requested that the Council intervene in the proposed elimination of auto shops in the Hurst - Euless -- Bedford School District. Mayor Samuels stated that the Council did not have the authority to dictate decisions made by the School. District, but that he would contact the School Board and request that they consider not eliminating auto shops in the school district. Mayor Samuels also suggested that Master Baker contact the School Board at their next meeting and present his request. Mr. Sustaire, City Manager, stated that public school funds were being cut at the State level. Mayor Samuels stated that he would personally write to his legislator about the matter, and the City Manager stated that he would do all he could to help. 1986 -178 Euless City Council Regular Meeting September 9, 1986 - Page Five ADJOURNMENT Mayor Samuels asked if there were any further comments from the audience.
