Fuller with the following councilmen present: Messrs. Billy Owens, Bobby Fuller, Frank Douglass, Billy Byers, and Don Warren. Also present were City Manager Lee Cowell, City Attorney James Cribbs and City Secretary Vada Ferris. VA" 1MA TTl%AT .. Councilman Frank Douglass presented the invocation. PRESENTATION OF MINUTES .q 7 7 Minutes of the regular council meeting, April 28, 1964, were presented for approval. After discussion, the' minutes were approved as presented by general consent of the council members. ITT QT'TlID Q Visitors in attendance were: Messrs . Bob Ward, Blease Tibbets, Harold D. Harrison, "Buck" Conway, and Jim Jones (Star Telegram Reporter.) &IDj.OP-,BNING: TENNIS COURTS AND BALL DIAMOND City Manager Lee Cowell informed the council members that several bids had been presented to the City Offices and he opened and presented the bids results as follows: 1. Allied Fence Company, Inc., Fort Worth, Texas - Baseball Backstop: Material Only - $950,00 Labor Only _ $150.00 Total %Mat3erial and Labor- - $1000.00 Tennis Court Backstop: Material Only - $800,00 Labor Only - $200.00 Total Material and Labor - $1,000.00 Total Bid - $2,100.00 2, Conway Construction Company - Total Bid - 13,704.00 3. General Electric Company - 2,860.19 (for electrical equipment only.) 4. Watson Electric Company - 3,327.92 (for electrical equ >pment only.) • c After discussion, City Manager Cowell recommended that the bids be sub- mitted to Mr. Bill Ratliff, representing the City Engineers, Reaves, Gregory and Knowlton, and, that Mr. Ratliff tabulate the the bids and present his recommendation to the council later in the meeting. The council being in agreement with the City Manage; s recommendation, the bids were presented to Mr. Ratliff who retired from the council chambers I. SERVICE ROADS (ONE -WAY) - MP. DICK MCCARTY Mayor Fuller announced that Mr. Dick McCarty, representative of the Texas Highway Department , was attending the council meeting to present the Highway Department's plans and reasons for desiring the service roads near Highway 183 and Main Street converted to one -way streets. Mr. McCarty presented a drawing for view- ing of the council and visitors, showing the route and traffic pattern of the one -way streets. He stated that the purpose of the plan for one -way streets in this area is largely a safety measure. He informed those pre- sent that a verythorough study had been made of this area and that be- tween twang and twenty -five thousand vehicles travel this intersection each day. After considerable discussion between the visitors , Mr. McCarty and members of the council, Councilman Owens thanked Mr. McCarty for presenting these views to the council and made the motion that, at this time, the. council request that the Highway Department make a more detailed and tlxrough study of the- situation and confer with the City Engineers, Reaves, Gregory and Knowlton, concerning this matter, and, that the engineers present their conclusions and recommendation to the council as soon as possible. Councilman Buller seconded the motion which carried unanimously. Mr. McCarty advised the council that a permanent light installation at Highway 183 and Main Street would not be available unless the streets are made one -way. Mayor Fuller thanked Mr. McCarty for his appearance and presentation. 11. SECOND READING: ORDINANCE NO.. 222 W. L. BYERS REZONING City Manager Cowell informed the council that the ordinance pertaining to the rezoning of the W. L. Byers property (thirteen acres out of the J. P.Halford Survey, located on Farm Road No. 157 and Huffman_ Drive) , had been presented for First Reading on April 28, 1964, and requested that the City Attorney present the Second Reading of this Ordinance. City Attorney Cribbs read the Ordinance and, after discussion, Councilman Douglass made the motion that the Ordinance be approved on Second Reading. The motion was seconded by Councilman Owens and the vote is as follows: Ayes: Councilmen Fuller, Owens, Douglass and Warren. Abstained: Councilman Byers. Mayor Fuller declared this Ordinance in effect and the property rezoned from Residential to Commercial. (Original copy of Ordinance No. 222 filed with minutes in Office of City Secretary.) AM SECOND READING: ORDINANCE NO. 221 AMENDING BUDGET City Attorney Cribbs read Ordinance No. 221, amending the original budget of the City of Euless for the fiscal year October 1, 1963 through September 30, 1964. Councilman Fuller made the motion that Ordinance No. 221 be approved and adopted as presented. Councilman Warren seconded the motion which carried unanimously. SECOND READING: ORDINANCE NO. 223 WEED, BRUSH AND RUB13ISl;i .QRDINANCE City Attorney Cribbs presented the Second Reading of Ordinance No. 223 which prohibits weeds, brush and other vegetation constituting a nuisance, and, after discussion, Councilman Douglass made the motion that Ordinance No. 223 be approved as presented and adopted on Second Reading. Councilman Warren seconded the motion which carried unanimously. (Councilman Byers commented that he considered that discretion should be used in enforcing this Ordinance.) APPLICATIONS OF OFFICIAL DEPOSITORY City Manager Cowell read a letter of application for designation as Official Depository from the First State Bank and a letter from the First National Bank, and, after considerable discussion, Councilman Byers made the motion that City Manager Cowell analyze and study the letters of application and present hips recommendation forthe,City Depository at.,the next -regular meeting of the Council. Councilman Fuller seconded the motion and.the vote_is as- follows: Ayes: Councilmen Byers , Fuller , Douglass , and Warren. Abstained: Councilman Owens. VI. REQUEST FOR TRAFFIC LIGHT AT RAIDER DRIVE AND HIGHWAY 183 Mayor Fuller informed the council that Dan Peters was present with a request for a traffic light at Highway 183 and Raider Drive. Mr. Peters informed the council that this intersect - ion..is located near the industrial district and that the traffic is very heavy in this area. He states, that, a few weeks ago, a fatality occurred at _this intersection and there have been several accidents there.. .. that there is considerable difficulty in crossing or getting onto,,the Highway from Raider Drive. -Mr . Peters presented a petition with several name„to substantiate his request. City Manager Cowell informed the ..r,quK,�j lthat he had'redeived a' letter from Superintenddnt ;Newell Odell, Hurst - Euless- Bedford Schools, advising that Mr . Peters had endeavored , to solicit;, ^the aid of the School Board in securing the light, and, Mr. Odell's letter stated that the Board of Education does not want to be part of interferring with the normal flow of necessary traffic, but feels this potential problem should be investigated as to the danger to student and bus traffic. The letter further stated that the Board of Education RE authorized the Superintendent of Schools to request the City of Euless provide police protection or traffic control at this intersection. After considerable discussion , Councilman Byers made the 'motion that the City Manager contact the Highway Department and request that a traffic survey be made at this intersection and the results of this survey be presented to the council when finalized. Councilman Douglass seconded the motion which carried unanimously. Mayor Fuller instructed the City Manager to investigate to determine if the present police schedule will permit the policing of this intersection at this time. VII . PUBLIC Hr,ARING: REZONING REQUEST MR. AND MRS, JOHN SAWTELLE Mayor Fuller announced that a Public Hearing was in order for a rezoning request submitted by Mr. and Mrs. John Sawtelle. City Manager Cowell read Item II, Planning and Zoning Minutes, April 7, 1964, Zoning Case No. 122, in which the Planning and Zoning Commission approved the rezoning from Residential to "A -2" Multi- ple Family for the property being a part of a four (4) acre tract in the Kitty House Survey. City Attorney Cribbs read Ordinance No. 224 designa- ting'.the zoning change as requested, and, after discussion, Councilman l y"e"Psliiaade the motion that the rule be suspended for the "Second leading of the Ordinance and the Ordinance be passed as an emergency measure on First Reading. Councilman Owens seconded the motion which carried unanimously. Mayor Fuller declared -the Ordinance duly approved and passed and in full effect. REQUEST: INSTALLATION OF GASOLINE PUMP AND TANK City Manager Cowell read, a letter from Mr Bill Rothrock and Mr. Bill Moffett requesting permission to install a 1035 gallon gasoline tank and pump at the Mid-Cities Marina:£Sales, 3225 West Euless Boulevard; the pump to service cars as well as blend gasoline for outboard motors and two -cycle gasoline engines. After dis- cussion, Councilman Byers made the motion that the request be approved as presented. The motion was seconded by Councilman Warren and carried unanimously. (Copy of letter of request on file in Office of City Sec- retary.) IX . TAX RFF1 ND City Manager Cowell read a letter from Mr. W. E. Smith, Tax Collector Assessor advising the City that taxes had been collected for the year 1998 through 1960 on Lots 8, 15, 25, Block 2 of �e J. E. Whitner Sub - Division, and that the property is not in the `Ci, y'�of Euless. After discussion, Councilman Owens made'fhe motion'that taxes in the amount of $49.86 be refunded to Mrs. E. C. Jackson, as requested by the Tax - Assessor - Collector. Councilman Fuller seconded the motion which carried unanimously. (Copy of letter on file-in Office of City Secretary. ) 9t VA SPEED ZONE ORDINANCE City Manager Cowell informed the council that a Speed Zone Ordinance had been received from the Texas Highway Depart- ment regulating the speed on Highway No. 157 in the City Euless. City Manager Cowell stated that after reading the proposed Ordinance and dis- cussing the Ordinance with Chief of Police Sustaire, he would recommend that the Ordinance be changed to read: extend the fifty - five (55) mile - per -hour speed zone between station 382 +00 and station 368 +00 to station 355 +00 which would allow the fifty- five (55) mile - per -hour at the inter- section of Huffman Drive and Highway No. 157. After discussion, Council- man Douglass made the motion that the Ordinance be approved and given First Reading wfth the changes suggested by the Cfty Manager. Councilman Byers seconded the motion which carried unanimously. (Second Reading of Ordinance, May 26, 1964. ) XI. AWARDING OF BID: TENNIS COURTS AND BALL FIELD Mr. Bill Ratliff informed the council, that after studying the bids which had been submitted to him earlier in the meeting, he would recommend that the bid submitted by Conway Construction Company, Euless, Texas, be accepted. Thet:)tal of this bid was $13,704.00; however, Mr. Ratliff informed the council that some items in the specifica- tions could be eliminated without endangering the over -all plan and re- creation program in order to adjust the figure to comply with the amount budgeted for this program. After discussion, Councilman Owens made the motion that the bid submitted by Conway Construction Company be accepted subject to negotiations with the City Manager and City Engineer making necessary adjustments to conform with the Budget. Councilman Fuller seconded the motion which carried unanimously. Mayor Fuller thanked the other firms for submitting bids and congratulated Mr. Conway. (All bids on file in office of City Secretary.) XII. BOUNDARY LINES: CITIES OF EULESS AND BEDFORD City Manager Cowell read a letter from Mr. W. E. Smith, Tax Assessor - Collector, in which he advises that certain properties on the western city limits of Euless and the eastern c i t y l i m i t s of Bedford are being claimed by both cities. After dis- cussion, the council agreed that the Attorney for Bedford and Attorney for Euless should confer concerning this matter. (Copy of letter on file in Office of City `Secretary.) XIII. CHECK LIST: REAVES, GREGORY AND KNOWLTON Mr. Bill Ratliff presented copies of a check list based on Euless City Ordinance No. 147, which he stated he had requested developers be presented in order for them to be aware of the requirements specif iced in the Ordinance. After discussion , the council members agreed to eliminate Item Three (3) - Blanks for county commissioners approval and date - from the check list. 92 XI V .
