HomeMy WebLinkAbout1987-04-28MINUTES OF A REGULAR MEWING OF THE EULESS CITY COUNCIL April 28, 1987 CALL TO ORDER 1957 -07 A regular meeting of the Euless City Council was called to order at 805 p.m., on Tuesday, Arpil 28, 1987, in the Council Chambers of the Euless Mun:.cipal. Building, by Mayor Harold D. Samuels. Those present. were Councilmembers Bob Eden, Ray Ozebek, Ron Stern.fel.s, Glenn D. Walker and Mayor Pro Tem Carolyn Park. Staff Members Present Tom Hart, Assistant City Manager Kay Rainey, City Secretary James Knight., City Engineer Bob McFarland, City Attorney Jean Harris, Administrative Secretary Jim Hickerson, Director of Finance K. B. Fuller, Personnel Director Lynn Shackelford, Director of Administrative Services Visitors Kerry Baker Jerry Hunt Larry 0. Whitaker Paul Whitaker. Bobby Baker Loretta Santos Jan Jordan Forest Warren Karen Kennedy Steve Oats and other :interested parties PLEDGE OF ALLEGIANCE Councilman Glenn Walker led the pledge of allegiance.. INVOCATION The invocation was given by Mayor Harold Samuels. Euless City Council Regular Meeting April 28, 1987 -- Page Two NEW BUSINESS ITEM NO. 1: SELECTION OF MAYOR PRO -TF1 Mr. Ozebek moved to nominate Mr. Walker as the City's Mayor Pro-Tem. Mr. Eden seconded the motion. Ayes: Messrs. Ozebek, Eden, Sternfels, and Mrs. Park Nays: None Abstain: Mr. Walker Mayor Samuels declared the motion carried. and Bob McFarland administered the Oath of Office. ITEM NO. 2: PUBLIC HEARING FOR ZONING CASE NO 87 -04 Mayor Samuels explained the public hearing process and opened the public hearing for Zoning Case No. 87 -04, a request of Taco Bell, 100 West Euless Boulevard at Main Street, for a Specific Use Permit in a C-2 (Community Business District) to allow reduced sign pole spacing. Mr. Jerry Hunt, petitioner, stated that they wished to upgrade. the ''Taco Bell" signs using the existing poles. He further stated that the signs would have lower over-all height and would. be closer to compliance than the signs have been in the past. Mayor Samuels asked if there were any other proponents for the zoning change. There being none, Mayor Samuels asked if there were any opponents to the zoning change. There being none and no questions from the Council, the public hearing was closed. Mrs. Park moved to approve Zoning Case No. 87 -04, in accordance with the Planning and Zoning Commission recommendation. Mr. Sternfels seconded the motion. Ayes: Mrs. Park, Messrs. Sternfels, Ozebek, Eden, and Walker Nays: None Mayor. Samuels declared the motion carried. 1987 -080 Euless City Council Regular Meeting April. 28, 1987 - Page Three ITEM NO 3: CONSIDERATION OF PLATTING NO 86 -36 Mr. Amir Ghaiibas was present representing Baccarac Industrial Park Addition. Mr. Ozebek moved to approve Platting No. 86 -36, a final plat of Lots 1 -6, Brock. A, Baccarac Industrial. Park Addition, located south and adjacent to S, H, 10, and east of Raider Drive subject to compliance with the City Engineer's letter of April 3, 1987 and in accordance with the recommendation of the Planning and Zoning Commission. Mr. Walker seconded the motion. Ayes: Messrs. Ozebek, Walker, Sternfeis, Ederi and Mrs. Park Nays: None Mayor Samuels declared the motion carried. ITEM NO. 4: CONSIDERATION OF CERTIFICATE OF CONVENIENCE AND NECESSITY Mr. Forest. Warren, representing Allied Taxi Service was present and introduced the Council to Mr. Nouri and Mr. Hardy. Mr. Warren advised that the color of the cabs had changed since the time the application had been filled out and the address was different also. He advised the Council that. ten (10) cabs would be on duty in Euless if they were approved and that All Star Inn and La Quinta had taxi stands. Mr. Sternfels :moved to approve Certificate of Convenience and Necessity for Allied Taxi Service upon receipt of insurance policy and $250.00 annual fee. Mrs. Park seconded the motion. Ayes: Mr, Sternfeis, Mrs. Park, Messrs, Eden, Walker, and Ozebek Nays: None Mayor Samuels declared the motion carried. ITEM NO 5: CONSIDERATION OF AN ORDINANCE VACATING AND ABANDONING A PORTION OF BENBOW DRIVE James Knight explained that this item had been tabled on February 24, 1987, so that a traffic study could be made. He stated that the traffic study had been completed. Mr. Sternfeis moved to approve first reading of an ordinance providing the value of the property be presented at the time of second reading and that the City work with Mr. Hagan in paying for the value to be obtained. Mr. Walker seconded the motion. Ayes: Messrs. Sternfeis, Walker, Eden, Ozebek, and Mrs. Park Nays: None Mayor Samuels declared the motion carried. 1987-OM. SANTOS Mrs. Santos was present and requested the City Council's permission to organize a Run on the streets of Euless for the Cure of Cystic Fibrosis during the month of October, 1987. Mr. Eden moved to grant this request and asked that Ms, Santos advise the City Secretary's office of the date of the Run as soon as one is chosen, so that the event can be correlated with. the Police, Fire, and Recreation Departments, Mrs. Park seconded the motion. Ayes: Mr. Eder, Mrs. Park, Messrs. Sternfels, Ozebek, and Walker Nays: None Mayor Samuels declared the motion carried. ITEM NO. 7: CONSIDERATION OF BID AWARD Mrs. Park moved to award the bid for State Highway 360 utility adjustments to the the low bidder, Mid-Cities Construction, with a bid in th amount of $155,016.50. Mr. Ozebek seconded the motion. Ayes: Mrs. Park, Messrs. Ozebek, Sternfels, Eden, and Walker Nays: None Mayor Samuels declared the motion. carried. ITEM NO. 8: CONSIDERATION OF A REVISION TO CIVIL SERVICE RULES AND REGULATIONS Mrs. Park moved to approve the revision to the Civil Service Rules and Regulations, regarding the length of the probationary period for Police Officers, changing it from six months to twelve months. Mr. Walker seconded the motion. Ayes: Mrs. Park, Messrs. Walker, Eden, Sternfels, and Ozebek Nays: None Mayor Samuels declared the motion carried. ITEM NO. 9: CITY MANAGER'S REPORT Mr. Hart stated that he had nothing to report. TT14 NO. 10: CITY ATTORNEY'S REPORT Mr. McFarland stated he had nothing to report. 1987 -O82 Euless City Council Regular Meeting April 28, 1987 - Page Five TT FA NO. 11: CITY SECRETARY'S REPORT The Minutes of the Regular Meeting of March 24, 1987, and the Called Meeting of April 6, 1987, were approved and signed as written. ITEM NO. 12: CITY ENGINEER'S REPORT A) Mr, Eden moved to authorize the City Manager to make emergency repairs on Trinity Well #6, located in the 2400 block of North Main Street, Those repairs being: 1 -- 300 HP. 2300 Volt Motor 1 - 18 Stage 14" i "Q" Poul. Assembly 750 GPM 1 - Cable Guard and Flat Cable, Airline, Tape & Bandit 2 - 8" Surge Valves 300 ft. of 8" 8R T & C Pipe Labor and Installations Mr. Ozebek seconded the ::ot ion. Ayes: Messrs, Eden, Ozebek, Sternfels, Walker, and Mrs. Park Nays: None Mayor Samuels declared the motion carried, B) Mr, Ozebek moved to grant a 30 day extension of time on a contract for repainting 1.0 million gallon water storage tank on North Main Street, making the expiration date May 10, 1987. Mr. Sternfels seconded the motion. Ayes: Messrs, Ozebek, Sternfels, Eden, Walker, and Mrs. Park Nays: None Mayor Samuels declared the motion carried. ITEM NO. 13: CONSIDERATION OF AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH D.S.T. FOR A HIGHWAY TRAFFIC ANALYSIS Tom Hart explained that this would be an ingress/egress study of Highways 10, 183, 360, 157, and 121. Mr. Walker moved to authorize the City Manager to enter into a Deslrazo, Sta:rek, and Tang for a Highway Traffic Analysis. Mrs. Park seconded the motion. Ayes: Mr, Walker, Mrs. Park, Messrs.
