HomeMy WebLinkAbout1987-09-08MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL SEPTEMBER 8, 1987 CALL TO ORDER 1987 -187 A regular meeting of the Euless Gity Council was called. to order at 7035 p.m., on Tuesday, September 8, 1987, in the Council Chambers of the Euless Municipal Building, by Mayor Harold. D. Samuels. Those present were Councilmembers Ray Ozehek, Ron Sternfels, Carolyn Park, Bob Eden, and Mayor Pro Tem Glenn D. Walker, Staff Members Present W. M. Sustaire, City Manager Tom Hart, Assistant Gity Manager James Knight, City Engineer Lynn Shackelford, Director of Administrative Services Harris, da.rr ±s, Adzni.n.i.strat:i.Le Secretary Visitors Glen W. Kerslake Bill Brown and other interested parties PLEDGE OF ALLEGIANCE Councilwoman Carolyn Park led the pledge of allegiance. Regular Meeting September 8, 1987 -- Page Two OLD BUSINESS ITFI4 NO. 1: CONSIDERATION OF ORDINANCE NO. 942 Mr. Walker moved to approve second and final reading of Ordinance No. 942, Zoning Case No. 87-11, Braums Ice Cream Store, for a specific use permit for increased sign area of a general business sign in a C -2 Zone on Lot 1, Block A, Main Centre Addition, totaling 0.715 acres, generally located at 305 N. Main Street across from Town Creek Drive intersection. Mr. Ozebek seconded the motion. Ayes: Messrs. Walker, Ozebek, Eden, Sternfels, and Mrs, Park. Nays: None Mayor Samuels declared the motion carried. ITEM NO. 2: CONSIDERATION OF ORDINANCE NO. 943 Mr. Eden moved to approve second and final reading of Ordinance No. 943, providing certa :in rni.n:i.mrma standards for regulating the installation of electrical wiring and apparatus in the City of Euless; providing certain definitions, adopting certain electrical. codes; creating the office of electrical inspector and defining the electrical installations, construction and repair; requiring electrical licenses and job permits and providing fees for the issuance thereof. Mr.. Sternfels seconded the motion. Ayes: Messrs. Eden, Sternfels, Walker, Ozebek, and Mrs. Park Nays: None Mayor Samuels declared the motion carried. ITEM NO. 3: CONSIDERATION OF ORDINANCE NO. 944 Mr. Ozebek moved to approve second and final reading of Ordinance No. 944, adopting the 1987 -88 Fiscal Year Budget. Mr. Sustaire advised the Council that some changes had been made concerning the budget_ in the area of Trinity River Authority fees. He stated that the budget would be amended to show the changes. Mr. Walker seconded the motion. Ayes: Messrs. Ozebek, Walker, Eden, Sternfels, and Mrs. Park Nays: None Mayor Samuels declared the motion carried. 1987 -189 Euless City Council Regular Meeting September 8, 1987 - Page. Three ITEM NO. 4; CONSIDERATION OF ORDINANCE NO. 945 Mr. Sternfels moved to approve second and final reading of Ordinance. No. 945, adopting the 1987 Tax Roll. Mr-. Eden seconded the motion. Ayes: Messrs. Sternfels, Eden, Walker, Ozebek, and Mrs. Park Nays: None Mayor Samuels declared the motion carried. ITEM NO 5: CONSIDERATION OF ORDINANCE NO 946 Mr. Walker moved to approve second. and final reading of Ordinance No. 946, adopting the 1987 Tax Rate at $.44 per $100 valuation. Mr. Ozebek seconded the motion. Ayes: Messrs. Walker, Ozebek, Eden, Sternfels, and Mrs. Park Nays: None Mayor Samuels declared the motion carried, 'NEW BUSINESS ITEM NO. 6: PUBLIC REARING -- ZONING CASE 87-12 Mayor Samuels explained the public hearing process and opened the public hearing for Zoning Case 87 -12, a request of Epoch Development for a change of zoning on Lots 1 -8, Flock 6, and Lots 17-20, Block 2., from its present. zoning of PD (Planned Development) for Single Family Attached Housing to R -1 (Single Family Detached) being 4.0 acres generally located in the Woodlands Addition on East Ash Lane between Chittam Drive and Fuller -Wiser Road. Mr. Glen Kerslake was present concerning th:i.s request. He advised the Council that the proposed development would be consistent with the existing area. He stated that an open house had been held for the existing neighborhood, and that there seemed to be no opposition. He further stated that the homes would be between 1,291 and 1,448 square feet and would be priced from the mid 80's to the mid. 90's, He also stated that the lots would be 70 feet by 110 feet with no driveways on Ash Lane. Mayor Samuels asked if there were other proponents. There being none, he asked if there were any opponents. There being none and no questions from the Council, Mayor. Samuels closed the public hearing. 1987 -190 Euless City Council Regular Meeting September 8, 1987 - Page Four Mrs. Park moved to approve Zoning Case No. 8; -12 as presented to the City Council, and in accordance with the recommendation of the Planning and Zoning Commission. Mr. Walker seconded the motion. Ayes: Mrs. Park, Messrs. Walker, Eden, Sternfels, and Ozebek Nays: None Mayor Samuels declared the motion carried. ITEM NO. 7: CONSUMMATION OF AN ORDINANCE Mr. Eden moved to approve first reading of an ordinance, extending the time to come into compliance with the satellite dish ordinance for six months or until the Zoning Ordinance revisions become effective, Mr. Sternfels seconded the motion. Ayes: Messrs. Eden, Sternfels, Walker, Ozebek, and Mrs, Park Nays: None Mayor Samuels declared the motion carried. ITEM NO. 8: AUDIENCE REQUESTED BY JAYNE MC ELFRESH. Ms. McElfresh was not present, but Mr. Sustaire explained that this was the same request that was made last year concerning the use of Denton Drive as a one -way street during school hours. He explained that this street. is always a problem and that there is general confusion during school hours. He recommended that this request be granted and be in effect during the same hours the school zone is in effect. Mr. Sternfels moved to grant this request as recommended by the City Manager. Mr. Ozebek seconded the motion. Ayes: Messrs. Sternfels, Ozebek, Eden, Walker, and Mrs. Park Nays: None Mayor Samuels declared the motion carried, STAFF REPORTS ITEM NO. 9: CITY MANAGER'S REPORT Mr, Sustaire stated he had nothing to report 1987 -191. Euless City Council Regular Meeting September 8, 1987 - Page Five ITEM NO. 10: CITY ATTORNEY'S REPORT There was no City Attorney's report. ITEM NO. 11: CITY SECRETARY'S REPORT The minutes of July 28, August 11, and August 25, 1987, were approved as written. ITEM NO. 12: CITY ENGINEER'S REPORT A) Mr. Knight advised the Council that the plans for Westpoint Add:i.ti.on storm drainage improvements required the lowering of a water line in that area He stated that the developer would bear the expenses and the City would act as the contracting entity. Mr. Knight recommended that the Council authorize the City Manager to enter into this contract with. the developer of Westpoint Addition, saving 30--45 days on the completion of this project. He advised that the lowering of this water line would not begin until the peak water usage period had ended. Mr. Eden moved to authorize the City Manager to enter into this agreement. M_. Sternfels seconded the motion. Ayes: Messrs. Eden, Sternfels, Walker, Ozehek, and Mrs. Park Nays: None Mayor Samuels declared the motion carried, 8) Mr. Knight advised the Council that Bedford would be putting the signal light at. Forest Ridge and Pipeline into effect within the next two weeks. ITEM NO 13: CITY COUNCIL REPORTS To Hart, Assistant City Manager, advised the Council that the City would be represented at the Business Expo in Arlington on the weekend of September 12-13, 1987, and that the City's new brochures would be available at the Expo. Mr. Sternfels asked that the staff check to see that all water meters are read each month. Mr. Sustaire advised the Council that the City would be ending the 1986-87 Fiscal Year in the black, 1987-192 Euless City Council Regular Meeting September 8, 1987 - Page Six ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 7:35 p.m. APPROVED: Harold D.
