G. Fuller. Councilmen present were: Messrs. Bobby Fuller, B i 11 Byers , Don Warren and Frank Douglass. Absent were: Councilman B i 11 Y Owens. Also present were: City Manager Lee Cowell, City Attorney James Cribbs and City Secretary Vada Ferris. TN170rATMN Reverend Surette presented the invo- cation. VISITORS Visitors in attendance were: Messrs. O. S. Dobkins, Blease Tibbets, Jack C. Hauger, M. L. Anders, J- A. Horton, B. L. Yarbrough, Harold D. Samuels, W. J. Hyde, Don Brown, Ralph E. Zeitz, Bill Pasteur, Don R. Warren, Bill J. Wright, Wayne B. O'Daniel, Hugh F. Anderson, Bert E. Heyl, Robert L. Nail, D. L. Engelhardt, Ted Rickenbacher, Sam A. Bowman, M. D. Bennett, H. R. Keuhn, Jack M. Bullard, Henry Uselton,Jr., Bob Baker, Paul Gates, Lavern Lee, Edward A. Smith, J. S. Anderson, G.H. Surrette, N. W. CAPITAL IMPROVEMENT PROGZAM , Mayor Fuller expressed appreciation to Mr. Bert Heyl for providing the meeting place for the presentation of the preliminary report of the Capital Improvement Program. The Mayor welcomed all present , then, introduced Mr. Paul Gregory, spokesman for Reaves, Gregory and Knowlton, Consulting Engineers. Mr. Greogry informed the group that this meeting is an undressed rehearsal; thattthe purpose of presenting the`Capital Improvement Program in this form is to secure the opinions and -views of the citizens. He commented that this is the fifst step in attempting to keep Euless in step „in step with rhoti!op6litan cities. Mr. Gregory introduced Mr. B i l 1 R a t l i f f, a member of their f i r m, and commented that credit should be given to Mr. Ratliff for his concentrated efforts in preparing this report. Mr. Ratliff explained the streets and drainage portion of the Capital Improvement Program as Mr. Gregory showed charts and drawings on an opaque projector. Mr. Ratliff discussed widen- ing of streets, standardization and design criteria, and proposed thoroughfares. "Ilse total figure for streets is $1,417,000.00. Total for drainage - $608,000.00 After several questions from persons attending the meeting, answered by Mr. Ratliff , and Mr. Gregory, the meet- ing was recessed for coffee. 100 The meeting reconvened and Mr. Donald Jarvis , Architect, was introduced. Mr. Jarvis gave explanations of drawings, graphs and charts shown by projector. He stated that after considerable study, his firm had arrived on the following proposal; Six buildings needed - Community Center, Administration Building, Law Enforcement Building, Library, Sub -Fire Station, and Service Center, totaling $690,000.00 for Buildings and $100,000.00 for Land. Mr. Tillinghast, Library Advisor, commented that the Library Building is the only building of culture in the proposed plan and. he thinks that the Library should be one of the first buildings constructed. Several comments by Mrs. Jane Davis and Mr. Wayne O'Daniel - -to the effect that additional facilities will be needed for the Library within-the next year. Mr. Jarvis explained that, after careful consideration, he had presented this proposed plan of construction in this order for these reasons: firstly, Euless does not have a recreation center; secondly, administration office space is rapidly becoming inadequate; thirdly, the police facilities are inadequate and jail space cannot be leased; however, a building can be leased for use as a Library. After several comments, City Manager Cowell stated that this proposed program is' flexible and that the purpose of this meeting is to discuss and determine what the .citizens of Euless desire in a program of this nature. Mr. Tillinghast stated that he would like to have the plan - altered to have the library constructed in 1967 - -and, if at that time, space was not needed, to plan it for later. Mr. Bill Wright stated that since all of the buildings cannot be constructed at the same time, he thought library space sbould,be leased and plans for library construction to be lat- er in the program. Mr. Jarvis presents drawings and comments on Parks and Recreation - totaling $210,000.00. Several comments came forth concerning the recreation program and Mr. Henry Keller com- mented, when asked, that the needed facilities for the recreation Pro- gram could very adequately be obtained by expanding the program to Threeand One Quarter Million Dollars ($3.1-) and still stay within the tax rate of One Dollar ($1.00.) Mr . Henry Keller , Fiscal Agent, repre- senting the First of Texas Corporation, and Mr. Bill Estes, fiscal Agent, representing Eppler, Guerin &Turner, Inc., were introduced, and Mr. Keller presented the following comments: the proposed program is a six year plan totaling Three and One Quarter Million Dollars ($3A04) and that a tax rate of One Dollar 61.00) per $100.00 valuation is his proposal. He stated that he is confident that Three and One Quarter Million Dollars ($3.%M) program could be carried out over a period of six years comfortably, Several comments were made - - -Mr. Jack Hauger stated that the $1.00 tax rate is comparable to surrounding towns; Mr. Harold Samuels stated that consideration should be given to the fact that, on a..monthly basis, the average home owner would be paying a very small increase in taxes. Mr. Keller stated that he and Mr. Estes considered Three and One Quarter Million Dollars (S3.%4M), conservative from a financial standpoint. He stated that he felt the ballot would have three items: Streets and Drain- age, Public Buildings, and Parks and Recreations. However, this will have to be determined in consultation with Bond Attorneys Dumas, Huguenin and Boothman . Mr . Greogry informed those present the final report on the Proposed Capital Improvement Program will be completed by June 16th. Mayor Fuller expressed appreciation to the Engineers, Architects, and Fiscal Agents for a very informative program, and, to the citizens for their attendance. The meeting adjourned at 10:45 P. M.
