HomeMy WebLinkAbout1988-02-23MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL FEBRUARY 23, 1988 CALL TO ORDER 1988 --028 A regular meeting of the Euless City Council was called to order at 3.05 p.m., on Tuesday, February 23, 1988, in the Council. Chambers of the Euless Municipal Building, by Mayor Harold D. Samuels. Those present were Councilmembers Ray Ozebek, Ron Sterafeis, Carolyn Park, and Mayor Pro Tem Glenn D. Walker. Councilman Bob Eden was absent- Staff Members Present W. M. Susta:i:r.e, City Manager Tom Hart, Assistant City Manager Kay Rainey, City Secretary Bob McFarland, City Attorney Linda Lux, Administrative Secretary Steve Norwood, Administrative Assistant James Knight, City Engineer Lynn Shackelford, Director. of Administrative Services Visitors K. B. Fuller Railey B. Fallis Nancy Lynn Eva Bradshaw Frank Barker Janie McElfresh Larry Ingram and other interested parties PLEDGE OF ALLEGIANCE Mayor Harold B. Samuels led the pledge of allegiance. INVOCATION The invocation was given by Mayor Harold D. Samuels. 1988_028 Euless City Council Regular Meeting February 23, 1988 - Page Two ITEM NO. 1: PRESENTATION OF SERVICE PINS Mayor Samuels presented a ten -year employee service pin to John. Lynn Shackelford, Director of Administrative Services, employed with the city since February 2, 1978. Mayor Samuels extended. his and the City Council's thanks and appreciation for his hard work and years with the City. OLD BUSINESS ITEM NO 2: CONSIDERATION OF SECOND AND FINAL READING OF ORDINANCE NO, 958 Mr. Ozebek moved to approve second and final reading of Ordinance No, 958, regarding Zoning Case No. 88 -03, a change of zoning on a portion of Tract 1h and 181, of the. F. Taylor Survey, A -1550, from R-1 (Single Family Detached Dwelling District) to C -2 (Community Business District), consisting of 5,20 acres, generally located south of Glade Road, north of Nutmeg Lane and west of Oak Hollow Addition, and R -l. (Single Family Detached Dwelling District) to CUD (Community. Unit Development) conforming to the R. -1 -A density, (Single Family Attached Dwelling District), consisting of 6.15 acres, in accordance with the recommendation of the Planning and Zoning Commission. Mr. Sternfels seconded the motion. Ayes Messrs. Ozebek, Sternfels, Walker and Mrs. Park Nays: None Mayor Samuels declared the motion carried. ITEM NO 3: CONSIDERATION OF ORDINANCE NO 959 Mr.. Walker moved to declare an emergency and approve first and final. reading of Ordinance No. 959, to provide procedures for specific use permits on City Council approval only and specifically for such specific use permits for the sale of certain used goods and merchandise in specified non-residential zoning districts. Mrs Park seconded the motion. Ayes: Mr. Walker, Mrs, Park, Messrs, Ozebek and Sternfels Nays: None Mayor Samuels declared the motion carried. 1988 -029 Euless City Council Regular Meeting February 23, 1988 - Page Three NEW BUSINESS ITEM NO 4: CONSIDERATION OF PLAT EXTENSION - P -87 -09 Mr. Ozebek moved to approve a request of Lane and Tisdale, for a six month plat extension to August 25. 1988, of it 3 and 4, Block A, State Highway 10 Busi- ness Center. Mrs. Park seconded the motion. Ayes: Mr, Ozebek, Mrs. Park, Messrs. Sternfels and Walker Nays: None Mayo:r. Samuels declared the motion carried. ITEM NO 5: AUDIENCE REQUESTED BY RAILEY B. FALLIS Mr. Rai ley B. Fallis, Safety Committee Chairman for the North Euless Elementary P.'I'.A,, residing at 907 N, Ector Drive, Euless, was present to request the placement of a school crossing guard at Harwood Road and North Main Street, increased patrol by police on Harwood Road, and an extension of the school zone speed limit along Harwood. Road. Ms. Jamie McElfresh, 1205 Denton Drive, President of the North Euless Elementary P,T.A., presented statistics of the number of children .living on the east side of North Main Street that have to cross that intersection to get to school Mayor Samuels advised that a study would be made and the City would contact Mr. Failis with the results. ITEM NO. 6: CONSIDERATION OF BID AWARD Mr. Walker moved to accept staff recommendation and approve the low bid of Jem Engineering for $16,392, to provide traffic signal masts /poles at Mid Cities Boulevard intersecting with FM 157 and Fuller Wiser Road, and at Bear Creek Drive and North Main. Street. Mrs. Park seconded the motion. Ayes: Mr. Walker, Mrs. Park, Messrs. Ozebek and Sternfels Nays: None Mayor Samuels declared the motion carried, 1988 -030 Euless City Council Regular Meeting February 23, 1988 - Page Four ITEM NO. 7: CONSIDERATION OF BID AWARD Mr. Sternfels moved to accept staff recommendation and approve the low bid of Bartex, Inc,, for $1,539,000 for the new Midway Park Recreation Center, Mr. Ozebek seconded the motion, Ayes: Messrs. Sternfels, Ozebek, Walker, and Mrs, Park Nays: None Mayor Samuels declared the motion carried. ITEM NO. 8: CONSIDERATION OF BID AWARD Mr. Walker moved to accept staff recomffiendation and approve the low bid of M. W. Halpern and Company for $88,661 for the Midway Park Tennis Courts and Lakewood Tennis Court repairs. Mr. Ozebek seconded the motion. Ayes: Messrs. Walker, Ozebek, Sternfels and Mrs. Park Nays: None. Mayor Samuels declared the motion carried. ITEM NO. 9: CONSIDERATION OF RESOLUTION NO. 88 -672 Mr. Walker moved to approve Resolution No. 88--672, regarding the issuance, sale, and delivery of Trinity River Authority of Texas (Tarrant County Water Protect) refunding and improvement Revenue Bonds, Series 1988, and approving and autho- rizing instruments and procedures relating thereto. Mr. Sternfels seconded the motion. Ayes: Messrs. Walker, Sternfels, Ozebek and Mrs. Park Nays: None Mayor Samuels declared the motion carried, STAFF REPORTS ITEM NO. 10: CITY MANAGER'S REPORT Mr. Sustaire stated he had nothing to report. 1988-031 Euless City Council Regular Meeting .Fehruar 23, 1988 - Page Five ITEM NO. 11: CITY ATTORNEY'S REPORT Mr. McFarland stated he had nothing to report. ITEM NO. 12: CITY SECRETARY'S REPORT The City Council minutes of February 9, 1988, were approved as written, ITEM NO 13: CITY ENGINEER'S REPORT Mr. Knight. stated he had nothing to report. ITEM NO. 14: CITY COUNCIL REPORTS The Council advised they had nothing to report.
